M I N U T E S The Regular Meeting of the Board of Education of the Alvord Unified School
District was called to order at 5:00 p.m. by President Perez, in the Board Room
of the District Office.
A quorum was established with the following Board Members in attendance:
Present: Mr. José Luis Pérez, President
Mr. Art Kaspereen, Jr., Vice President
Mr. Greg Kraft, Clerk
Mr. Ben Johnson II, Member
Mrs. Carolyn M. Wilson, Member
Hearing Session: President Pérez extended an invitation to the audience to
present matters of concern related to Closed Session items. The following
individual came forward:
Linde Cobb, Administrative Assistant to the Board of Education, spoke
about how well she has been treated by the Board and staff and the
exceptional treatment she has received from Keenan and Associates
regarding her Workers’ Compensation injury.
The Board adjourned to Closed Session at 5:04 p.m. and reconvened to Open
Session at 7:07 p.m. in the Board Room of the District Office.
The Pledge of Allegiance to the Flag of the United States of America was
recited by those in attendance.
3. Approve Minutes: The Board approved the Minutes of the Regular
Board Meeting of July 12, 2012, upon a motion made by Greg Kraft and
seconded by Ben Johnson.
4. Special Recognitions:
a. Special Education Services Employee of the Month: Dr. Ruth Heger
was selected to represent Alvord Unified School District as the Special
Education Services Employee of the Month for August 2012.
b. Curriculum, Instruction and Professional Development Employee of
the Month: Katie Chapman was selected to represent Alvord Unified
School District as the Curriculum, Instruction and Professional
Development Employee of the Month for August 2012.

c. Special Projects and School Accountability Employees of the Month:
Patty Gernertt and Laurie Powis were selected to represent Alvord
Unified School District as the Special Projects and School
Accountability Employees of the Month for August 2012.
d. Student Services Employee of the Month: Billie Baresich was selected
to represent Alvord Unified School District as the Student Services
Employee of the Month for August 2012.
e. Alvord Educational Foundation Recognition: The Board of Education
recognized and thanked the Alvord Educational Foundation for its
generous donation of $1,014.00 to pay for six students, two each from
Alvord, La Sierra and Norte Vista high schools, to attend the recent CSI
Boot Camp, held by La Sierra University’s Division of Continuing
Studies and Criminal Justice Program.
5. Superintendent’s Report: Dr. Ferguson provided a brief report on the
following:
Hillcrest High School Dedication, Monday, August 13 at 7:30 a.m.
First day of school is Monday, August 13
Management Summit on Monday, August 6 and Tuesday, August 7
Hearing Session: President Pérez extended an invitation to the audience to
present matters of concern to the Board.
The following individuals came forward:
Carmen Sexton-Boykin, President CSEA, expressed concern that the
Board has directed the District to only accept a salary reduction with
no ending date. She also expressed concern regarding the cost of
purchasing paper through the Just In Time system. She asked for the
Board’s help in coming to agreement with CSEA.
Ben Savage expressed concern about the lack of substitutes at La
Sierra High School, the inability of having employees rotate into his
position when he is on vacation, having to come to the Warehouse to
pick up custodial supplies and just receiving training in the Just In
Time process, the lack of a plan to handle the workload with fewer
custodians, the number of times that CSEA has to have a mediator
intervene during negotiations, and the request for CSEA to agree to a
salary reduction without an ending timeline.
Lisa Towery, Labor Representative for CSEA, expressed her concern
with the lack of planning for reduced custodians and how to get the
custodial work done with fewer employees.
Penny Mayer, citizen, asked if Pierce Street will still be shut down at
the railroad tracks when school starts. Herb Calderon stated that he
has been in contact with the City and been assured that Pierce will be
opened in time for the start of school. Penny reiterated her
suggestion that the District name a school after Doris Gale.

12. Approve Agreement – City of Riverside Police Department School
Resource Officer Program: Carolyn Wilson made a motion to approve a
two-year agreement between the City of Riverside Police Department
and Alvord Unified School District, and modified the motion to request
that the District ask the City of Riverside to reduce the cost to $100,000.
Ben Johnson seconded the motion.
The following Board/Cabinet members commented on this Agreement:
Greg Kraft reiterated his concern with spending the money on
outside services, considering the District’s current financial status
and asked the Superintendent why he would recommend this
agreement at this time.
Superintendent Ferguson stated that he feels having RPD officers
on campus is a large deterrent and they can assist with situations
much more quickly when they are already on campus, rather than
having to be called. Dr. Ferguson is pleased with the reduction in
charges that the City has already provided.
Art Kaspereen expressed his concern with a two-year agreement.
It was pointed out that the agreement has a 30-day cancellation
clause.
José Luis Pérez asked if the dates could be changed to reflect the
actual start and end of the school year. Mr. Pérez requested that
we approve the Agreement and request that the City reduce the
Agreement to $100,000, based on the 1% of sales tax that goes
toward Police and other services.
Ben Johnson requested hard data that substantiates the benefit the
District receives by having SRO’s on the District’s campuses.
Cynthia Woods clarified that the Board receives information on a
semi-annual basis.
José Luis Pérez clarified that when the SRO is not on campus, the
District will not be billed for his services, unless the SRO is
doing District business away from the campus.
John Carpenter, Special Operations Commander for RPD, stated
that school campuses are more violent than they were before. He
stated that having a RPD patrol car on campus is a definite
deterrent. He also stated that having a SRO establish
relationships with students has prevented violence. He believes
the District has worked with the City to achieve significant
reductions in the proposed Agreement.

Discussion/Information Items: 13. Discuss and Review Social Media Policy: Ben Johnson asked for
clarification on safety for students and asked if there are additional
things that we can do to educate our students about what is appropriate.
Cynthia Woods responded that the District can develop a site-level
training for staff and information that can be provided to students at their
behavior assemblies at the beginning of the year. This would include
information and expectations on cyber bullying.

14. Discuss Contingency Plan Update: Herb Calderon briefed the Board on
the School Finance Conference that was recently held by School
Services of California.
Art Kaspereen asked about the flexibility of categorical funding,
specifically as it relates to conferences.
Herb Calderon stated that the District has flexed all of the State
funding that has been able to be swept; however, there is no
flexibility in Federal Funding.
Carolyn Wilson asked if we have looked at stipends and extra money
that is spent on employees. Dr. Ferguson clarified that some of the
extra money that is spent is at the discretion of the Principal. José
Luis Pérez requested that the item of extra money be agendized for
the next Board Meeting.
José Luis Pérez requested that Business Services look at each service
contract to determine its necessity. He requested responses from the
District on questions raised by Board Members regarding potential
cuts in spending.
Ben Johnson requested that the Board start receiving copies of the
Board Member Request Chart.

Board/Superintendent Comments:
Carolyn M. Wilson ~ Mrs. Wilson welcomed everyone back to the new school
year. She wants to make the best of the new year despite the financial situation.
She thanked Cynthia Woods and her staff for the Management Summit. Mrs.
Wilson stated that she has been out to the schools for registration and that the
staffs are doing a wonderful job and congratulated the principals and staffs. She
expressed a personal thank you to Diana Ochoa for her work with a concerned
parent at La Sierra High School.
Greg Kraft ~ Mr. Kraft stated that he was defending the audience as citizens and
residents when he questioned the SRO officer. He stated he believes it is the
RPD’s priority where officers are placed. Mr. Kraft requested that an item be
placed on the Board Agenda regarding what is a Board member’s responsibility
and expectation when he/she takes District owned property home and it is
damaged or lost.
José Luis Pérez ~ (directed to Cynthia Woods) “If I say to you, Augustine
Ramirez, does that ring a bell?” Cynthia Woods: You mean the Intermediate
School my daughter’s going to? “Yeah, I went to a meeting at Eastvale, at Dr.
Augustine Ramirez Middle School. You want to see a middle school, brand
new that has just about anything and everything that they will ever use?
Fantastic! Your child is really going to benefit, be a champion going to that
school. They have a fantastic principal too. I took the tour of the school and I
would like to make arrangements to see if any Board member would wish to
take a tour of that school. You would not be sorry. It would probably take
maybe ½ hour to 45 minutes to do the tour. I’ll get back to you guys, and let me
know if you would be interested or not. If you are, I’ll take your name and call
the principal and make arrangements. If you would like to go too, Mr.
Superintendent or anyone else in the Cabinet, you’re welcome to it. You’ll be
amazed at how good a school, this is the second year – they opened the first year
partial and this time they have all the ducks in a row, and they even have a little
swimming pool for us. No, I’m kidding – no, no, no – no swimming pool. But
it is a fantastic school and that’s one of the reasons why so many times I have
said we need to look at other architects. The monies that I think that they have
spent putting that school together and buying the equipment that they are buying
– they must not be feeling the same pain that we are feeling. I’m telling you
that! So, I’ll call you guys or you can e-mail me if you want to. I’ll make
arrangements and one day that is convenience for you guys and we’ll take a trip
over there.
I know that things are hard, I wish CSEA and the District good luck on the
negotiations, we need to get this done. So, having said that – I wasn’t
negotiating with you guys, nor with you.”
Art Kaspereen, Jr. ~ Mr. Kaspereen attended Good Morning Riverside with Ben
Johnson and Dr. Ferguson where candidates for the 41st Congressional District,
Mr. Tavaglione and Mr. Takano were speaking. He asked that everyone talk to
their representatives about the current situation and that everyone research
candidates before they vote. He voiced his concern about students returning in
the heat. He knows that we will have a good year, despite the conditions. Art
reported that Zack Earp has had a stroke, but is home and recuperating well.
398. BOARD/SUPT COMMENTS

Ben Johnson ~ Mr. Johnson stated that Hillcrest is opening Monday and
thanked both Associations for helping make that happen. Mr. Johnson stated
that he feels that how the Board members conduct themselves is important.
Nicolas Ferguson ~ Dr. Ferguson commented on the need for local control, not
just when we have to make cuts. He stated that we have great employees, great
schools and a great community and we will have a good year.
The meeting adjourned to Closed Session at 9:50 p.m. with no report expected.
