It is the year 2030 and the Alpine Shire area has grown to a diverse population of 20,000 people based around the three principle centres of Bright, Myrtleford and Mount Beauty, with growing communities which have their own distinct individual identity and rural village
character.It is a place where people enjoy an exceptional lifestyle, natural beauty and contentment, knowing that the right services, jobs, infrastructure

Avisionisidealistic,acalltochangeandsomethingtoaspireto.Itshouldinspireyoutoact,andinspireotherstoact.TheAlpineShire20�0CommunityVisionisaninspirationaltarget,awayofforeseeingandmanagingthechallengesandpositivedevelopmentsintheshireintothefuture.ItisaboutthepeopleoftheShiretakingcontroloftheirfuture.
TheCommunityVisionportraysourdesireddestinationbytheyear20�0.Howwegetthere(thepathwaysweuse)willbedeterminedbyeventsandissuesthatarisealongthejourney.Thisdocumentistheguidinglightbywhichstrategiesaredevelopedandimplemented.
TheVisioncapturesthethoughtsandaspirationsoftheAlpineShirecommunitywhoparticipatedinthemanymeetingsandcommunityconversationsaboutthefutureoftheShireandwhorespondedtotheDraftVisiondocumentinlate2004andearly2005andagaininearly2010.
InFebruary2010,CouncilengagedthecommunityinaconsultationprocesstoevaluatetheobjectivesofthecurrentCouncilPlanandkeydirectionsofthe20�0CommunityVision.ThereportAlpineShireCouncil–CouncilPlanand20�0CommunityVision–ConsultationReportwaspreparedandresultedinminoramendmentstothisdocument.OveralltheAlpineShirecommunityindicatedsupportofthedirectionofCounciltowardsthe20�0CommunityVision.Theconsultationprocessencouragedallfacetsofthecommunitytobeinvolved.
TheCouncilPlanand20�0CommunityVisionaredocumentsthatguideAlpineShire’sdirectionforshort,mediumandlong-termplanningbyprovidingaroadmapandvisiontocreateasustainablecommunityforallresidentsandratepayersoftheShire.ThesedocumentsassistthecommunityandCounciltoachieveasharedvisionfortheregion.
The2005VisionconsideredpopulationtrendsasdocumentedinVictoriainFuture2004,andahostofotherlongtermplanningandvisiondocuments,including:Melbourne20�0,AlpineResorts2020,AlpineShireCouncilPlan2004-2008and2009-201�,andtheNorthEastRegionalPlan,200�.
TheVisionisbasedontheprinciples(orvalues)whichpeopleholddear.Theseprinciplesarethetestfornewdevelopmentsanddirections.Theyarefundamentaltocreatingthefuturefeeling,lookandenergyoftheAlpineShire.
TheVisionprovideskeydirectionswhichformthebasisofdevelopingspecificlong-termactionplans.Eachkeydirectionwasdrawnfromrecurringthemesduringthemanyconversationswiththecommunity.Thereareexplanatorystatementswitheachkeydirection,aswellasstatementsaboutwhateachcommunitywouldliketobeby20�0.
AppendixoneoftheVisionprovidesasummaryofthe2010communitysurveyandAppendixBsummarisestheresultsofanoriginalexercisewhichinvitedthecommunitytothinkaboutsomeinspirationalheadlinesfortheyear20�0.
TheVisionwillbeusedasaresourcetoCouncil’sMunicipalStrategicStatementandotherstrategiestodevelopthepreferredfutureforAlpineShire.
AchievingtheVisionwillrequiresharedresponsibilitybetweenCouncilandthecommunity,basedonmutuallyrespectfulpartnerships,activeparticipation,communityawarenessandcontribution,andongoingcommunication.

TheShirehasretaineditsagriculturalandruralcharacteristicsandhasresistedthemovetoexpandtownshipsintoprimeruralareas.Insodoing,theruralsectorhasembracedmoreintensiveanddiversefarmingpursuits.Horticulturehasbecomeadominantruralindustrydrivenbythewiderneedtoutilisewaterefficientlyandclosertoitssource.Ruralcottageindustriesarealsoprevalent,particularlyalongthemainhighwaysintheOvensandKiewaValleys.Serviceindustries,includinghomebasedprofessionals,hightechsmallbusiness,andlightindustriesaresupportedbyuptodatetechnology.
ThethreemaincentresofBright,MyrtlefordandMountBeautyhaveretainedtheirvillagefeelandamenity.Naturalgreenbuffershavebeenpreservedaroundtheirperimeterswhileaseriesofwalkingtracksandpathsconnecttooutlyingruralresidentialareas.Exotictreecharacteristicshavebeenmaintainedandwellservicedparksandgardensandroadsidesshowcasebothexoticandnativeplantings.
TheCentralBusinessDistricts(CBD)ineachofthetownsaresupportedattheiredgesbystrategicallylocatedandwellservicedcarparksandmaybecarfree.ResidentialdevelopmentinthethreetownsisofahigherdensityclosertotheCBDandotherappropriatelocations.
Eachofthesatellitevillagesaroundthethreetownsareconnectedbywalking/cyclepaths,suchasHarrietvilleintheOvensValleyandTawongaintheKiewaValley.
Demographically,theShirehasactivelyattractedanaboveaveragenumberofpeopleintheyoungeragegroupsaspartofit20,000populationprovidinganecessarycounterbalancetothenaturalgrowthintheolderpopulationgroup.
Comprehensivecommunityservicesforallagesreflectthisdemographic.Thesearesupportedbyaresponsivepublictransportsystemandthelatesttechnologies,allowingcommunitiestoaccessspecialisedservices.
Communityinfrastructureincludingroads,aremodern,wellmaintainedandaccessible,reflectingtheneedtoaccommodateanagingbutmoremobilepopulation.
Culturalservicesandfacilitiesenhancethelivesofresidents,whilefourseasonsfood,wineandadventure-basedactivitiesattractyearroundvisitors.

Thecharacterofeachtown,includingthebuiltenvironment,exoticandnativetreeplantings,andstreetscapeswillbeenhancedthroughstrongplanningpolicies.
HeightlimitationswillbeappliedacrosstheShire,managingthenecessaryincreasedhousingdensityinthemaincentres.
Planningpolicieswill,asapriority,beusedtoprotectthenaturalenvironmentwhichwill,inturnenhancetheamenityoftheShire,andthevalueofproperty.
Rurallandscapes,includingintensivehorticulturewillbepreservedandvaluedasbothopenspaceandproductiveland,contributingtotheShire’seconomy.
Highvalueagriculturallandwillberetained.
The“footprint”ofmajortownswillbedevelopedandextended,withregardstofloodplainmanagementandmaintenanceofopenspace.
Morecompactdevelopmentsaroundthecentralbusinessdistrictsofourmajortownsencouragewalking,bikeridingandgreaterpedestrianaccesstofacilitiesandservices.
Vistasofhillsandmountainswillbemaintained.
Housingclustershavedevelopedaroundmajortownstoenablebothruralresidentiallifestyles,efficiencyofserviceandinfrastructuredeliveryandmaintenanceofopenspace.
TheAlpineShire’sattractivebuiltenvironment,includingparksandgardenscomplementsthenaturalenvironmentandencouragestheactiveenjoymentofresidentsandvisitors.
Vision for the ShireTheAlpineShirehasbenefitedfrompro-activegrowthstrategies,asteadymigrationofpeoplelookingforacleanlifestylealternativeandsoundplanningpolicies.
Apopulationof20,000hasbeenachievedwithouttheneedforlargescaleexpansionoftownsandvillagesorbychangingthelow-levelheightcharacteristicsofbuildings.Vacantareaswithintownshipsandvillageshavebeendevelopedforresidentialpurposesmakingbetteruseofexistinginfrastructure.
Developmentcontrolsandinitiativeshaveledtomoreefficientuseofscarceresourcesandanimprovedenvironment.Newhousingdevelopmentsaregearedtowardstakingadvantageofnaturallightandenergyefficiencies.Infrastructurethatreusesgreywaterforbothdomesticandcommunityconsumptionisstandard.
