IMPORTANT: This playspace inspection has been completed with regards to the published version of the CSA/Z614 Standard at the date of inspection. It is then important to acknowledge that the Manufacturer's responsibility for compliance, as well as the Owner/Operators purchasing responsibilities are limited only to compliance with the version of the Standard at the date of installation. (Re: Clause 1.4, Scope)
In that context, within this report any/all issues of non-compliance found will also include a reference to the version of the Standard that the issue-found became applicable. As such, this issue-publication date should then be referenced back to the installation date for clarity of any performance warranties, that the manufacturer may offer. The “A” portion of the test probe (see Figure5) shall be inserted along the centreline of the opening in what has been determined to be the most adverse orientation so that the centreline of the template follows the centreline of the opening and the plane of the template is parallel to the plane of the opening, until the motion is arrested by contact between the test template and the boundaries of the opening. Thepresence of simultaneous contact between the sides of the template shall be determined by visual inspection. If there is simultaneous contact, the opening fails the test and shall be considered accessible.An opening that fails using the “A” portion of the template shall be tested using the “B” portion (seeFigure5). The plane of the “B” portion of the test template shall be positioned between, and perpendicular to, the plane of the boundaries of the opening. If the template fits completely within the boundaries, the opening shall fail the test and shall be considered hazardous, unless it permits the passage of the 228.60 mm (9.0 in) head probe (see Figure4). If the template does not fit within the boundaries of the opening (defined as the opening outlined by the contact points of the “A” portion of thetemplate), the opening shall pass and shall not be considered accessible. Note: Annex I provides a possible testing protocol for partially bound openings.

I am presenting this issue as a technical requirement "comment only" that should not require further action to correct. Repairs such as the addition of small screws or rivets to these surfaces will effectively change these "flat" surfaces enough to become compliant yet will have little or no effect on user safety, therefore I feel that repairs of that nature are not justified.

IMPORTANT:
In review of these playstructures (see recorded issues of non-compliance), and as a general commentary summary, it is my personal recommendation that consideration should be given to the complete removal and/or replacement of these inspected playstructures in a timely manner.
However, removal of any playstructure, regardless of condition, should only be considered as a last resort. All options for repairs, upgrades, and maintenance must be included within this decision. Notable factors to be considered include (but are not limited to):- age of playstructure (relevant to publication date(s) of CSA recognised hazardous conditions)- acknowledgement of current non-compliant CSA issues (including hazard/risk ratings)- availability of playstructure repair components by the OEM (Original Equipment Manufacturer)- condition of support framing and platforms (structural integrity)- overall "play value" of the playstructure (before and after repairs are made)- estimated cost of repairs (relative to the above noted play-value)- condition and/or measured performance of the required protective surfacing element
Note: As I understand, this position may not be received openly by some owner/managers and/or community users of this playspace, I will make myself available to any interested party to discuss this unfortunate risk-management position further.
