Part I: General Terms

1. GOALS OF THIS EXPRESSION OF INTEREST (EOI)

The objective of this EoI is to solicit proposals from the interested companies/ vendors for

participation in a bid process for selection of Agency for Planning, Designing & implementation

of Common Telecom Infrastructure (CTIS)/In Building Solution (IBS) at AIIMS Bhopal beyond

July 2014. The Agency will be responsible for providing services on the networks of

CDMA/GSM/UMTS/3G/4G/Optical Fiber and Wi-Fi to the All India Institute of Medical Sciences,

Bhopal for an expected period of about 5 years beyond the contract period. The EOI intends to

bring out the details with respect to scope of services that are deemed necessary to share with

the interested bidders.

2. EOI ISSUING AUTHORITY

This Expression of Interest (EoI) is issued by the Director; AIIMS Bhopal intended to short-list

potential companies/ vendors. Institute’s decision with regard to the short-listing of

companies/ vendors through this EOI shall be final and the Institute reserves the right to reject

any or all the bids without assigning any reason.

4. AVAILABILITY OF THE EOI DOCUMENTS EoI can be downloaded from the AIIMS website. The bidders are expected to examine all instructions, forms, terms, project requirements and other details in the EoI document. Failure to furnish complete information as mentioned in the EoI documents or submission of a proposal not substantially responsive to the EoI documents in every respect will be at the bidder's risk and may result in rejection of the proposal.

5. VENUE & DEADLINE FOR SUBMISSION OF PROPOSALS Proposals, in its complete form in all respects as specified in the EoI, must be submitted to AIIMS Bhopal at the address specified above in Section 2.

AIIMS Bhopal may, in exceptional circumstances and at its discretion, extend the deadline for submission of proposals by issuing an addendum to be made available on the AIIMS Bhopal website, in which case all rights and obligations of AIIMS Bhopal and the companies/ vendors previously subject to the original deadline will thereafter be subject to the deadline as extended.

Part II: Scope of Services

1. BACKGROUND

About All India Institute of Medial Sciences

AIIMS Bhopal is one of the apex healthcare institutes established by the Ministry of Health & Family Welfare, Government of India under the Pradhan Mantri Swasthya Suraksha Yojna (PMSSY).

The PMSSY has established six such institutes aimed at correcting regional imbalances in quality tertiary level healthcare in the country, and attaining self-sufficiency in graduate and postgraduate medical education and training in under- served areas of the country.

The Institute has been established by an Act of Parliament on the lines of the original All India Institute of Medical Sciences in New Delhi. It has started imparting undergraduate medical and nursing education and is working towards postgraduate medical education in all its branches and related fields, along with paramedical training. We aim to bring together, in one place, educational facilities of the highest order for the training of personnel in all branches of health care activity.

2. SCOPE OF WORK

Scope of Common Telecom Infrastructure (CTIS)/In Building Solution (IBS) Project Expression of interest is required to Install Common Telecom Infrastructure (CTIS)/In Building Solution (IBS) to provide seamless Telecom Coverage at AIIMS Bhopal on turnkey basis. Interested company will Install/Operate/Maintain the seamless Telecom Connectivity for any of the technologies - CDMA/GSM/UMTS/3G/4G/Optical Fiber & Wi-Fi at AIIMS Bhopal on following terms and conditions:

1. Requirement to carry-out the services:

a) Telecom Infra company will Lay and establish wires, cables, equipments, antennas and

other related accessories in order to provide CTIS/IBS at its own cost.

b) Electricity including the cable from Main Point to sub-meter, with power back-up to be

installed by Telecom infra Company to the allocated space in the building through a sub-

meter and actual electricity cost shall be borne by Infra Company, as per the sub-meter

reading.

c) The space allocated to Telecom infra Company within the building will be charged as a

rental on monthly basis as per prevailing market rates. Please produce the details of the

rental as per the format provided in the EoI (Annexure –Form IV).

d) Telecom infra Company has to ensure full neatness in the work. Esthetical installation

has to be done by the Telecom infra Company. If there would be any affect on the

elegance of the building while installing/ running the setup, the Telecom infra Company

has to repair/ restore the work on their own expense up to the satisfaction of AIIMS

Bhopal.

e) Telecom infra Company will have to ensure that always there will be at least 3 telecom

network from different operators are available in the premises.

f) Telecom infra Company has to submit a letter that they would not restrict any telecom

network in the premises.

g) Telecom infra Company has to ensure that there would not be any affect on working of

sophisticated medical equipments kept inside the building by the setup.

h) Telecom infra Company has to ensure that there is proper network connectivity in all the

sites of the building all the time. In case of non-availability of network AIIMS Bhopal

reserves right to replace/ terminate the Telecom infra Company.

i) Telecom infra Company should provide connectivity which is uninterrupted with

regular smooth functionality. There should be no drops of network after installation.

j) Any legal disputes subject to the jurisdiction of Bhopal court only.

k) The Telecom Infra Company will have to make installing, operating and maintaining the

IBS (Through indoor/outdoor DAS coverage) with in the vicinity of the property.

l) Since some part of the building in the campus is under construction, Telecom Infra

Company has to plan phase wise implementation to accomplish the needful.

m) Telecom Infra Company should have expertise in installation and testing comprehensive

Antenna and Cabling Systems as part of an integrated In-Building

CDMA/GSM/UMTS/3G/4G/Optical Fiber & Wi-Fi Network.

n) Telecom Infra Company has to ensure full installation of Common Telecom Infrastructure

(CTIS)/In Building Solution (IBS) by themselves only. Company doesn’t carry rights to

award the same work to any other vendor/ company or engage a partner.

o) Telecom Infra Company has to ensure the project will be accomplished in

synchronization with building completion. Delay in the installation of the setup will not

be accepted.

p) Telecom Infra Company doesn’t carry rights to engage any vendor/ company or partner

for the services after installations. No sub contract can be made by the selected

company itself.

q) Project drawing and planning should be shared/ submitted before starting up the project

and installation will start after taking prior approval of AIIMS Bhopal.

2. Installations Terms:

Installation of all RF Feeder cable and associated jumper cables, connectors, power

couplers and splitters.

All cable terminations and connections are done with prior approval of detailed diagram

from AIIMS Bhopal.

Installation & testing of indoor / outdoor antennas.

Testing of all RF cabling, connectors, couplers & splitters after installation prior to

handover.

Final testing of entire cables and connectors using site master for any faults &

rectification of the same.

Submitting the retrieved data being to client for approval and acceptance.

Part III: Terms and

Pre-Qualification Criteria

1. CONDITIONS UNDER WHICH THIS EOI IS ISSUED

i) This EoI is not an offer and is issued with no commitment. AIIMS Bhopal reserves the right to withdraw the EoI and change or vary any part thereof at any stage. AIIMS Bhopal also reserves the right to disqualify any bidder, if it is necessary at any stage.

ii) AIIMS Bhopal reserves the right to withdraw this EoI if AIIMS Bhopal determines that

such action is in the best interest of the Institute. iii) Timing and sequence of events resulting from this EoI shall ultimately be determined by

AIIMS Bhopal.

iv) No oral conversations or agreements with any official, agent, or employee of AIIMS Bhopal shall affect or modify any terms of this EoI and any alleged oral agreement or arrangement made by a bidder with any department, agency, official or employee of AIIMS Bhopal shall be superseded by the definitive agreement that results from this EoI process. Oral communications by AIIMS Bhopal to bidders shall not be considered binding on AIIMS Bhopal, nor shall any written materials provided by any person other than AIIMS Bhopal.

v) Applicants who are found to canvass, influence or attempt to influence in any manner

the qualification or selection process, including without limitation, by offering bribes or other illegal gratification, shall be disqualified from the process at any stage.

vi) Each applicant shall submit only one Pre-qualification requirements proposal.

2. RIGHTS TO THE CONTENT OF THE PROPOSAL For all the bids received before the last date and time of bid submission, the proposals and accompanying documentation of the Pre-Qualification proposal will become the property of AIIMS Bhopal and will not be returned after opening of the pre-qualification proposals. AIIMS Bhopal is not restricted in its rights to use or disclose any or all of the information contained in the proposal and can do so without compensation to the bidders. AIIMS Bhopal shall not be bound by any language in the proposal indicating the confidentiality of the proposal or any other restriction on its use or disclosure. 3. ACKNOWLEDGEMENT OF UNDERSTANDING OF TERMS By submitting a proposal, each bidder shall be deemed to acknowledge that they have carefully read all sections of this EoI, including all forms, schedules and annexure hereto, and has full informed itself as to all existing conditions and limitations.

4. EVALUATION OF PRE QUALIFICATION PROPOSAL The bidders' Pre-Qualification Proposal in the bid document will be evaluated as per the

requirements specified in the EoI and adopting the pre-qualification criteria spelt out in this EoI. The Bidders are required to submit all required documentation in support of the pre-qualification criteria specified (e.g. detailed project citations and completion certificates, client contact information for verification, profiles of project resources and all others) as required for evaluation.

5. LANGUAGE OF PROPOSALS The proposal and all correspondence and documents shall be written in English. 6. PRE-QUALIFICATION CRITERIA The invitation for bids is open to all entities registered in India who fulfil prequalification criteria as specified below:

a) The Company should be public Ltd Company with a manpower presence across the

country. There should be local manpower in the city for handling the setup.

b) The Company or a member of the consortium should have an experience in handling

mobile Infra solutions with committed maintenance across India.

c) The Company must have office in Bhopal.

d) The tenderer should have dedicated staff for the facility based locally to carry out

operations and maintenance.

e) The Company must have a turnover of Rs. 500 Cr/- for the last financial year.

f) The Company should be registered with DOT (Department of Telecommunications).

g) The party should have minimum of 02 years experience for providing such facility in any

of the public areas.

7. RESPONSE REQUIREMENTS

i) The Response to the Pre-Qualification Requirements shall be prepared in accordance with the requirements specified in this EoI and in the format prescribed in this document for each of the above mentioned qualifying criteria as proof of having the minimum requirements.

ii) Proposals must be direct, concise, and complete. All information not directly relevant to

this EoI should be omitted.

iii) The pre-qualification proposal should be submitted with two printed copies of the entire proposal, one marked ORIGINAL and the second one as DUPLICATE and a soft copy on non-rewriteable compact discs (CDs) with all the contents of the pre- qualification proposal- Qualification. The requirements words – “Response Common Telecom Infrastructure (CTIS)/ In Building Solution (IBS) Project” shall be written in indelible signed by the authorized signatory on all the pages before being put along with the CD in the envelope and sealed.

v) In case of discrepancies between the information in the printed version and the contents

of the CDs, the printed version of the pre-qualification proposal will prevail and will be considered as the proposal for the purpose of evaluation.

vi) The proposal should contain the copies of references and other documents as specified

in the EoI. vii) A board resolution authorizing the Bidder to sign/ execute the proposal as a binding

document and also to execute all relevant agreements forming part of EoI shall be included in this envelope.

8. PRE-QUALIFICATION REQUIREMENTS PROPOSAL The Pre-Qualification Proposal should be submitted in the sealed envelope with the following details.

Bidders are requested to submit their responses for the Pre-Qualification Requirements in five (5) parts, clearly labelled according to the following categories:

1. Part I –Covering Letter and Board Resolution a. Covering Letter from the Bidder as per the format provided in Annexure –

Form I. b. Board resolution authorizing the Bidder to sign/ execute the proposal as a binding

document and also to execute all relevant agreements forming part of EoI.

2. Part II –Details of the Organization a. This part must include a general background of the respondent organization along

with other details of the organization as per the format provided in the EoI (Annexure –Form II). Enclose the mandatory supporting documents listed in format.

b. The bidder must also provide the financial details of the organization as per format provided in the EoI (Annexure –Form III). Enclose the mandatory supporting documents listed in format.

c. Bidder must enclose details of previous works done / clientele with the bids. 3. Part III –Relevant Project Experience for installation of Common Telecom Infrastructure

(CTIS)/In Building Solution (IBS) Projects a. Respondents must provide details (client organization, nature / scope of the

project, project value) of Turnkey Common Telecom Infrastructure (CTIS)/In Building Solution (IBS) project experience. The projects mentioned here should match with the projects quoted by the respondent in order to satisfy the qualification requirements. Enclose the mandatory supporting documents listed in format.

4. Part IV – Shortlisting of the Vendor/ Company a. Shortlisting of the company/ vendors will be done on the basis of the expertise

they have in the relevant projects. Parameters which will influence the finalization/ shortlisting of the party will be number of relevant projects in India, years of experience, team size (Local/ National), company profile, company turnover etc.

b. The final decision of shortlisting/ finalization of the company for the respective work will be discretion of AIIMS Bhopal.
