CEC – The Historical Perspective
At its first meeting in 1922, CEC first identified the establishment of professional standards for special educators as one of its primary purposes.
In 1965 CEC held a national conference on professional standards, but it was not until 1981 that the CEC Delegate Assembly issued a charge to develop a set of standards for special educators that was aligned to a professional code of ethics.

childhood educators in 1982.
Since then, NAEYC’s Early Childhood
Teacher Education Guidelines for Four-
and Five-Year programs has been
revised 3 times—in 1996, 2001-2003 and
