Before choosing a Waste Management Contractor ask yourself.

Why am I producing this waste? Can I change the production process to reduce the amount of waste or use less hazardous materials? Can I reuse the material? or recycle it, or recover it?

Waste Disposal may be only option but remember, Waste Disposal is the last resort not the first choice!

Selecting the right company to manage your waste is one of the most important environmental management decisions you make.

Emergency response capabilities

Accidents happen. Some are minor; some however turn into major emergencies.

The emergency services are a phone call away and part of the emergency response procedure where it involves hazardous waste relies on the specialist services of The National Environmental Preservation Co. (Alghuaibi).

Alghuaibi is resourced and equipped to deal with the spillage or discharge of almost all hazardous materials. Our specially designed and equipped emergency response vehicles combined with the technical and operational skills of hazardous waste management personnel are available to minimize the impact and damage caused by release of hazardous materials.

Waste Classification

Hazardous waste is defined as:

"Any material in a quantity or concentration which, if improperly managed, may pose a hazard to public health or the environment".

Hazardous waste may be solids, semi-solids, liquids or gases and include hazardous wastes. The classification of hazardous waste materials includes materials with one or more of the following characteristics*:

• Ignitable • Corrosive • Reactive • Toxic • Radioactive • Biohazard

*The specific component characteristics are detailed in Royal Commission Environmental Regulations (2004)

In order to determine whether a material is hazardous, the Waste Management contractor should be provided with the following:

1. A completed Waste Profile Sheet which includes details of the process or processes involved in the generation of the material, the likely composition of the waste, the quantity and the frequency of generation.

2. Material Safety Data Sheet for all chemicals comprising the waste. 3. A Certified Representative Sample of the material to enable waste treatment characterization

analysis to be undertaken.

On receipt of the above, the Waste Management Contractor will be able to advise you whether the material is hazardous or not and what methods of treatment and disposal can be employed to render it safe or non-hazardous. It is important to remember that a charge may be imposed for the analysis and waste characterization.

It should be remembered that it is the responsibility of the waste generator to know the details and nature of waste for disposal. It is also important to note that the generator will normally remain the legal owner of the material even after disposal and may be required to pay for any damage (to the general public or the environment) caused by the material.

In contrast, Alghuaibi assumes full title and ownership of any accepted wastes thereby relieving the generator from any future liability.

Waste Handling and Transportation

The handling, packaging and transportation of hazardous waste require a complete knowledge of the material, that is, how it may react to and and with water, acids, alkali, heat, sun or shock or electric sparks etc. Much of this information may be available through Material safety Data Sheet (MSDS) which will be provided by the manufacturers of the raw materials. However, when the material is a by-product of an industrial process or a contaminated raw material its characteristics may change, making the material more or less hazardous.

The method of containment is important. The physical or chemical characteristics of the waste will dictate the type of container to be used and the maximum quantity that should be stored in a container. For example, caustic material should not be stored in metal drums. Equally, the material may have a low Flash point and may need to be protected from the sun or even in an air-conditioned environment as is the case with many Peroxide materials.

There is a requirement to segregate waste material. Different type of waste should not be combined in the same container merely to save on the number of drums: it is dangerous and potentially life threatening. It may also increase the costs of waste treatment and disposal by creating a larger quantity of hazardous waste.

Care must be taken when storing organic materials. Environmental regulations are strict in the storage of such material and the evolution of Volatile Organic Compounds (VOC's).

All drummed waste must be labeled according to international convention and identify the material, its hazardous and precautions.

Drummed waste must be palletized and care taken when loading drums onto the container vehicle. An emergency plan should be in place in the event of spillage or accident during loading.

All waste transported by land, sea or air should only be transported by a Registered Hazardous Waste Transporter. All vehicles are required to be placarded according to International Convention and the appropriate transport authority. A Waste Manifest must accompany all waste. This will detail the material, the generator, the transporter and the treatment and disposal contractor.

The same strict precautions must be exercised in off-loading drums, and the segregation and storage of drums.

The same conditions apply to totes, tankers and other bulk transported waste. Some wastes will require additional protection such as hazardous dust material or Asbestos to prevent airborne dispersion of the material whilst in transit.

The competent Waste Management Contractor will be able to advise you on all aspects of waste handling, packaging or containment and transportation.

Caution should be exercised in selecting a transporter. It is important to know who will assume responsibility and liability in the event of an accident.

Alghuaibi assumes full and absolute liability for all material accepted for transportation by Alghuaibi vehicles. This may not be the case with other transporters.

Waste acceptance procedures

Hazardous waste management contractors are only permitted by regulation to receive those materials with known waste treatment characteristics. This means that before a waste can be accepted, the waste management contractor must be fully aware of the nature of the material, its compatibility with other material, the risks associated with storage and the techniques to be employed in treatment and disposal.

All waste must be allocated a Waste Profile Sheet number. This identifies both the waste and the waste generator.

Prior to waste delivery, a purchase order or a valid contract must be in place-both to safeguard the generator from unauthorized shipments and to enable subsequent invoicing and issue of a Waste Disposal Certificate. Advanced notice (48hrs) of intended delivery indicating both the waste(s) and approximate quantity is required to enable internal tracking and receipting procedure and any special handling facilities to be arranged.

The generator is required to complete a Waste Manifest which should accompany the waste on its journey to the treatment facility.

On receipt, the actual weight of the material is recorded and a Weighbridge Ticket issued. Alghuaibi reserves the right to undertake fingerprint analysis of the waste in order to assess conformity of waste treatment characteristics against those originally determined for this material. Any deviation resulting in necessary changes to the predetermined treatment regime and the treatment and disposal unit rate will be notified to the customer and their formal agreement obtained before the material can be disposed.

Following disposal, the generator will be issued with a Waste Disposal Certificate as a formal record that the material has been disposed of in accordance with current environmental regulations.

Waste storage

Under Waste Storage Time Regulations, waste must be disposed of within twelve months the time of generation.

Equally, all stored waste must be clearly identified and labeled in suitable containers and segregated according to their waste type. Certain waste are considered incompatible (see Royal Commission Environmental Regulations or US EPA 40 CFR) and should not be stored in the same area because of the risk of fire, chemical reaction, etc. which may cause injury or damage to life or property.

All stored waste should be inspected on a regular basis to ensure there is no leakage or that containers have expanded due to either exposure to external heat or some chemical reaction or polymerization of the container contents.

Due to the increasing risk of injury or damage over time, all waste materials should be removed from site to a registered Waste Management Contractor disposal facility as soon as practicably possible. There is no benefit to the generator of storing waste for longer than is necessary; the cost of treatment and disposal is not going to be less and risk of a major incident will increase.

Waste treatment and disposal

The methods used in the treatment and disposal of industrial and hazardous waste depend on the waste treatment characteristics of the material concerned with the criteria for permissible treatment option detailed in regulatory documents such as Royal Commission Environmental Regulations and General Presidency for Meteorology and Environment Guidelines.

A range of facilities are provided by Alghuaibi to suit the treatment and disposal requirements of the wasters received. Currently, these facilities extend to:

• Surface impoundment with solar evaporation • Chemical treatment • Physical treatment • Stabilization • Phase separation • High temperature thermal destruction (incineration)

Where possible and economically feasible, certain waste may be eligible for re-use, recovery or recycling.

The progress of all accepted wastes is tracked through the waste treatment and disposal processes and waste disposal certificate issued on final disposal.
