APD Notables...

Southeast Area Command...With the State Fair in town, there was an •increase in the pedestrian-related offenses, as well as the expected increase in the amount of trafficinthesurroundingarea.TheImpactTeamhad a very successful tac plan for the duration of the fair. 58 subjects were arrested with 37 ofthoseonfelonycharges.Largeamountsofcrack cocaine, heroin, and powder cocaine were seized,aswellassomefirearms.Team4iscontinuingatacplanusingplain•clothesofficersontheRapidRide.Ithasbeenavery successful tac plan with numerous felony andmisdemeanorarrestsanddrinkinginpubliccitationsbeingissued.With the new school year under way, we have •seen an increase in the number of complaints fromresidentsregardingparentsdroppingoffandpickinguptheirchildreninthesurroundingneighborhoods.Wehavemetwithsomeschoolofficialsandwillcontinuetoworktogetherwithall parties involved to come to a resolution that works for everybody.

Foothills Area Command...Crime Prevention and SRO partnered up to •teachInternetAwarenessatEisenhowerMiddleSchoolforapproximately120students.Thisawareness class has been met with very positive feedbackfromteachersandstudents.ThisAwarenesspresentationhasreceivedtheattention of other middle schools, and we are nowgettingrequestsforthepresentationattheirrespective schools.Dayshifthasbeenworkingonrequestsatschool•crosswalksandschoolzoneareas.Thetactplantargetsvariousschoolswithintheareacommand with a zero tolerance policy. 186 citations were issued as a result of this tac plan. Inconjunctionwiththetacplan,officershavebeen able to interact with students in a positive manner,generatingpositivefeedback.TheImpactTeamisactivelyassistingwith•acity-widePOPprojecttargetingrobberiesthroughoutthecity.TheImpactTeamobtainedthree arrest warrants, executed four search warrants, and completed thirteen self-initiated arrests.TwentycasewereturnedintotheDistrictAttorney’sOffice.Swingshiftcontinuestomakecontact•

with business owners as part of a Business RelationshipImprovementPlan.ThisplanhasbeenfocusingprimarilyonbusinessesalongCentralAvenue.Theplanhasbeenmetwithsuccess and provides more police presence at thesebusinesses.Officersattendedcommunityneighborhoodmeetings,addressingpublicsafetyconcernsandprovidingcrimepreventionmeasures.Graveyardshiftofficersconductedfivetactplans•focusingonaggressivedrivinganddragracingalongMontgomeryandTramway.Tencitationswere issued as a result of this tact plan.

Valley Area Command...DayshiftofficershavepartneredwiththeSchool•ResourceOfficersatValleyHighSchooltoenforcetrafficlawsintheareaaroundtheschool.ParentsweredroppingtheirstudentsoffinthestreetonCandelariaandhavingthestudentsrunacrosstraffic.Anewdropoff/pickup system has been implemented at the school. Dayshiftofficersaremonitoringthestreetstoensurenotrafficviolationsoccurandstudentsarrive safely.Allswingshiftofficersreceivedbuildingsearch•refreshertraining.ThetrainingwasarrangedbyLt.ShawnO’ConnellandwastaughtbytheK-9unit.Lt.O’Connellpartneredwithaprivatebusinesstoutilizeamulti-storyhotelbeingconstructedintheValleyAreaCommandforthetraining.Swingshiftofficersrespondedtoover2,900•callsforservice,made45felonyarrests,136misdemeanor arrests, and wrote over 1,800 traffictickets.Graveyardofficersconductedatacticalplan•in response to citizen complaints of criminal activityintheareaof4thandCromwellSW.Officersmade7arrests,issued7misdemeanorcitations, and towed 3 vehicles.

Southwest Area Command...OfficerJohnGarciareceivedaletterof•commendationforhishandlingofacriticalincidentinvolvingadomesticdisputewheretheoffenderstabbedhisgirlfriendmultipletimesandthenhimself.OfficerGarciawasabletotrackthefleeingoffendertoashedwherehebarricadedhimself,resultinginaSWATcallout.OfficerGarciaconductednegotiationswiththesuspect,resultingintheoffenderexitingtheshed

without further incident.Throughthoroughinvestigation,OfficersPerea•and Rico were able to apprehend two juveniles whohadbeencommittingburglariesinthearea.OfficerPereawasabletolocateonesuspectandtakehimintocustodyandthenfindoutwherethe second suspect lived. Stolen property was recoveredandreturnedtotheidentifiedowner.OfficersBrokaw,Taylorandothersparticipated•inatacticaloperationatAlamosaPark.Officerscontacted citizens and maintained a visual presencetodeterescalatinghostilitiesbetweenaYAFLteamandagroupofsoccerplayers.ParentsoftheYAFLteamhadcomplainedtoAPDabouttheescalatingproblemsandweresatisfiedwithAPD’sresponse.

Northwest Area Command...WiththeinceptionofourImpactTeamour•abilitytofollowupandinvestigatecriminalactivityhasbeengreatlyenhanced.TheNorthwestImpactTeambeganhandlingfelonyinvestigationsthismonth.Theywroteandservedatotalof4arrestwarrantsand3searchwarrants,recovered3firearmsand52gramsofcocaineinthisfirstmajorinvestigation.Anumberoftraffictactplanswereconducted•onLaderabetweenAtriscoandUnserduetothefrequencyofaccidentswhichhavebeenoccurringonthisroadduringthesummer.Numerouscitationswereissuedduringthiseffort.Officerscontactedthemanagementofseven•apartmentcomplexesregardingcriminalaswellas criminal nuisance abatement issues.Team4conductedahighvisibilitytacplan•onBrightstarNWinreferencetonarcoticandgangactivity.Thistactplanalsoresultedinidentifyingadditionaloffendersintheshootingwhich occurred in early September where two victims were shot. Four offenders were ultimatelyplacedintocustody.Consequently,officersobtainednarcoticsintelligenceandpasseditontorelevantinvestigativeunitsforfollow up.

Northeast Area Command...OnSeptember30,Team3assistedwithsetting•a perimeter, foot chase, and capture of a suspect who was on top of an eye wear store onMontgomeryBlvd.,stealingcopperwire.Thesuspectdestroyednumerouspowerlines,

causingsignificantdamagetothebuilding.Thesuspectwaswantedforseveralwarrants,includingescapefromSandovalCounty.Therewasanincreaseincriminalactivityinthe•areaofCarlisleandMenaulNE.,particularlyintheareaofalargeretailer.Ajointeffortinvolved Northeast Field Services personnel andtheNortheastImpactTeam.The14-daytactplanresultedin34misdemeanorcitations,1shopliftingarrest,4panhandlingcitations,7graffitireferrals,1misdemeanorarrest,6felonyarrests,1handgunseizure,and1DWIarrest.SergeantWhite,OfficerToledo,Officer•Martinez,OfficerGarcia,OfficerHernandez,OfficerMazuranich,OfficerJohnstonandOfficerCorleyworkedatactplanatanareamen’sclubtoaddresstheincreasingDWI,fightingandviolentcrimeproblemsthathadbeenoccurringthere.Northeastareacommandofficersmade6DWIarrests,issued15movingcitationsandconducted41trafficstops.

Scientific Evidence Division...TheMajorCrimeSceneTeamrespondedtofive•call-outs.TheFieldInvestigatorunithashadasignificant•increaseintheamountoflatentfingerprintsrecoveredfromcrimescenesduring2008.Theserecoveries have netted an increase in suspects identifiedforcrimes,includingburglaries,robberies and stolen vehicles.Thephotolabhasfoundawaytosavemoney•withintheirunit.Theynotedtheexpenserequiredtomaintainanoldfilmprinteroutweighedthecostofoutsourcingfilmdevelopmenttolocalvendors.Theoutsourcingwill save the photo section approximately $5,000 per year.

Communications Division...94.6%ofthe911callsreceivedbythe•EmergencyCommunicationsCenterinSeptember were answered within 10 seconds. Thenationalstandardis90%;APD’sgoalis92.5%.97.18%of242-COPScallswereanswered•within30seconds;APD’sgoalis90%.Thedivision-developed,four-hourtraining•course titled “ Customer Service in the 911 Center” continues with a test run. Once a few minor revisions are made, the course willberolledouttoallAPDEmergency

Homeland Security Division...

ThedivisionattendedanAnti-Terrorism•AdvisoryCouncilMeeting.Thedivisionalsoparticipated in a WMD terrorist attack table top exerciseorganizedbytheFBI.

Records Section...TheFalseAlarmReductionUnitreducedfalse•alarms in September by 175, from 1,528 to 1,353.Thenewly-installedCoplogicprogramwasused•tosubmit78reportsinSeptember.EmployeesassignedtosubstationswillbetrainedonCoplogicinOctober.Thenumberofreportsfiledusingthenewprogramisexpectedtogrowquickly,anditwillbeagreathelpforTRUpersonnel.

Planning & Policy Division...Planningfortheconstructionofthe6thArea•Command has restarted after a brief interruption. AreviseddesignforthestructureisexpectedinOctoberandconstructionmaybegininSpring2009.ConstructionofalockerroomfacilityattheNE•substationhasbeencompleted.Itopenedforofficer’suseinSeptember.TheInspectionsUnitcontinuestopreparethe•departmentfortheCALEAon-siteinspection,scheduledinDecember.AsuccessfulreviewwouldresultinAPDbeingre-accreditedbyitsnationalorganizationforanadditionalthreeyears.ThePlanningSectioniscurrentlyprocessing•severalnewgrantstocombatunderagedrinking,improveAPD’sforensiccapabilities,purchaseneededequipmentforfieldofficers,amongothers.

Strategic Support Division...AttendeesoftheSafeCitymeetingdiscussed•how to increase public involvement and to identifyagoodpublicsafetyrelatedprojectin 2009. One item under consideration is improvingthesituationatCentralandSanMateo.Theareaaroundtheintersectionisa“highcall”spotforAPDandpeoplehavecomplainedaboutbeingharassedatthebusstopsandbeingbotheredbyunawarepedestrians

in the road.IntheDowntownarea,divisionstaffcontinued•toattendDowntownPublicSafetymeetingsandmeetaspartoftheRHIPublicSafetyworkgroup.TheworkgroupdiscussedprovidingcustomerservicetrainingtoAPDofficersinthedowntownareaandworkingwiththeACVBtodeveloptheappropriatetrainingblock.

DivisionstaffattendedaSerialInebriate•Program(SIP)meetingatTurquoiseLodge,todiscusstheroleoftheLodgeinSIP.Lodgerepresentatives indicated that they are receptive toworkinginpartnershipwithAPDandotherstakeholders to develop a more effective method to address the needs of chronic inebriates who areoftenhomeless.APDcontinuestofocusonotherpossibleSIPcandidatesanditisoptimisticthatasecondcandidatewillbeengagedintheprograminOctober.

Open Space Division...AnOpenSpaceofficerservedasteamleaderon•aSARmissionwithrescue&evacuationofalost hiker in the Sandia Mountains.AllOpenSpaceofficersworkedsecurityatthe•NRAPoliceChampionships.OpenSpaceofficersconducted250citypark•welfare checks and 50 city pool checks.

Prisoner Transport Unit...DuringSeptember,thePrisonerTransportUnit•(PTU)processed1,697prisonersthroughthePrisonerTransportCenter.APDarrested1,372prisonersandotheroutsideagenciesarrested325prisoners.ThePTUmade227tripstoMDCand accepted 119 walk-in prisoners at MDC.ThePTUworkedaspecialoperationfor•the2008NMStateFairattheDWIMobile

CommandPostfromSeptember5ththroughSeptember21st.ThePTUacceptedatotalof940prisonersduringtheStateFairmobileoperation.Thesavingsinhoursandfuelcostsforthe•month of September is $53,566.

Professional Standards Division...TheBasicTrainingUnitgraduatedthe100th•CadetClassonSeptember19.Thirty-eightcadetsgraduated.Thirty-twocadetsremaininthe101stCadetClass.The101stCadetClassraised $2,000 at Golden Corral for Cops for Kids.TheAdvancedTrainingunitgraduated8rehires•and5lateralsaspartofthe20thLateralClass.TheRecruitingUnitreceived288interest•cards, assisted with September 20th weekend testing,participatedinfourcareerfairsandeightcommunityeventsandconferences.TheUnitgraduated10PSAs.TheUnitalsoinitiatedthesecondCareerEnrichmentCenterMentorshipProgram.TheBackgroundUnitconductedweekend•testingSeptember20.TheUnittested38candidates,moving17tothebackgroundstage.TheUnitiscurrentlyworking81activefiles,consistingof62cadets,2rehires,5laterals,and12PSAs.

Metro Division...TheHorseMountedUnitparticipatedinthe•State Fair Parade.TheAPDBombSquadassistedtheATFin•executingasearchwarranttoinvestigatepotentialbombmaking.Thewarrantwasexecutedandillegalitemsformakingbombswereconfiscated.ThroughoutthemonthofSeptember,SWAT•team members conducted over 160 hours of specialassignmentsinordertoensurethatthe25thAnnualNationalTacticalOperationsAssociationconferencewouldbeasuccess.Thehoursincludedalllogisticsandpreparationatthedifferenttrainingvenues.TheDWIUnitworkedtheNMStateFair•and made 311 arrests and seized 85 vehicles. DuringtheFair,threesobrietycheckpointswereconducted,resultingin52DWIarrestsand8seized vehicles.TheAirSupportUnitrespondedtoMesa•VerdeParkinordertosearchtheareafortwo

carjackingsuspects.K-9unitsadvisedthattheoffendershadfledtotheparkareanearthecommunitycenter.Air1conductedaFLIRsearch of the area, and directed the K-9 search team,resultingintheapprehensionofthetwosuspects.

Central Investigations Bureau...TheAutoTheftandtheWreckerServicesUnit•recovered $287,310 worth of stolen vehicles. Autotheftshavenowdecreasedforeightconsecutive months. Detectives have deployed baitvehiclesandlicenseplatereadersduringtheNMStateFair,identifyingtwostolenlicenseplates and one stolen vehicle.TheWhiteCollarCrimesUnithasincreased•their arrests, search warrants and arrest warrants.Detectivesinvestigatingasubjectwhoembezzled over $150,000 from a local business overaseven-monthperiod.Afterdeterminingthat the subject was on probation already, unit detectivesarrestedherduringameetingwithherprobationofficer.TheBurglaryUnitreceivedinformationon•an offender who broke into a business and a residence,causingextensivecriminaldamage.Thesubjectwasapprehended.Duringtheinvestigation,thesuspectimplicatedtwootherswho later were apprehended and confessed to thecrimes.Thethreesuspectsalsoadmittedtotwootherresidentialburglariesandtwoautothefts.TheGangUnitprovidedadditionalpolicingfor•theNMStateFair.Theunitapprehendedfourjuvenilesforthevandalism,burglaryandtheftofAPDpropertyatSandiaHighSchool.TheunitalsocapturedaRollerzOnlygangmemberfor probation violations and an open count of murder.TheROPUnitmadeninehigh-profilearrests•inSeptember.Theunit,inconjunctionwiththeGangUnitandtheValleyNarcoticTeam,arrestedawell-knowngangmemberandrecovered approximately one and a half pounds of heroin.Valleynarcoticsdetectivesinvestigatedtwo•Methlabs.Eachoftheinvestigationsresultedinthe recovery of a stolen vehicle, and one resulted in two felony arrests.TheArmedRobberyUnitcleared23casesand•submitted10casestotheDistrictAttorney’soffice.Theunitmade19felonyarrestsandresponded to 12 robbery call-outs.
