Youth Advisory Committee in place

CIty council passed the terms of reference for the city’s new Youth Advisory Committee. Changes from the first draft included requiring the four members drawn from the community at large to be youth and switching out the member appointed by the executive of the ADSS student council for an SD70-appointed ADSS student.

Council may forego raise

Mayor Mike Ruttan raised a notice of motion for council to forego their annual Consumer Price Index cost of living raise. Speaking after the Jan. 12 meeting, Ruttan said that the move was meant to show leadership and an understanding that council should cut costs where necessary.

Possible new watershed group

Councillors Sharie Minions and Chris Alemany raised a notice of motion that the city should facilitate the startup of an Alberni Valley Watershed Management Committee and invite stakeholders to participate in meetings.

Canada Day parade a go

The Port Alberni Folkfest Multicultural Society will once again put on the Canada Day parade. City council approved the use of city streets for the Canada Day parade and Coun. Ron Paulson told Port Alberni Folkfest Multicultural society president Sarah Thomas that he was happy to see youth take up the reins.

Seniors’ dog licencing fees

Council referred a request to review current dog licencing fees for seniors and possibly provide a discount on the current $30 fee to the Seniors Advisory Committee.

While winter means some of the Alberni Valley’s resident black bears are still fast asleep, both the uncharacteristically warm weather and the approaching spring mean that residents should be on their guard.

There have been 318 reports of black bears in Port Alberni from April 1, 2014 to Jan. 27, 2015 and 25,000 province wide.

Black bears typically venture into urban areas for garbage and fruit. While those are strong bear attractants, they’re also relatively easy to address.

“Every single resident should have or has access to a free, residential, bear-resistant poly (garbage) cart so there’s really no reason for bears to get into people’s garbage these days,” said BearSmart BC consulting executive director Crystal McMillan.

Several years ago the city bought 3,542 BearSmart garbage cans, which comprise half of their inventory.

While the BearSmart

cans can be damaged by the bears, city BearSmart liaison Guy Cicon says that animal resistant garbage cans don’t allow the bears to get into the garbage.

Since becoming a Bear Smart community in 2013, McMillan said that the city has become a model that’s being used province

wide as an example of how to implement BearSmart measures.

“Their bylaws say how to effectively manage your garbage to reduce conflict with bears, they have put out 7,000 BearSmart brochures in utility bills, there’s BearSmart information on their website and they’ve

invested $1.5 million into a bear-resistant garbage system.”

While the city has made enormous strides, the regional district hasn’t been as progressive. Sproat Lake sees a lot of bears, largely due to the lack of BearSmart garbage cans available to regional district residents.

McMillan hopes that greater buy-in to the BearSmart program from the ACRD will come soon and reduce the number of bear sightings.

Another facet of reducing bear attractants is making sure that fruit is picked up off the ground promptly, or ideally picked before it even gets the chance to fall.

“In the Alberni Valley, fruit is pretty much the second attractant under garbage,” McMillan said, adding that it’s not just rural properties and farms but trees in the downtown core as well.

“Bears come in for the apples in the neighbourhood, they comein from the periphery first, they’ll start accessing some of the rural areas and then they’ll just keep coming into town,” she said, adding that food conditioned bears often only hibernate for a few weeks.

“Where we really run into trouble is when they start getting into the fruit trees and then hang around and start getting into the garbage or vice versa.”

The City of Port Alberni is proposing a 2.8 per cent residential tax increase for 2015.

With an average home worth $186,001, this means the average Port Alberni homeowner will pay $39.72 more in residential taxes, if the budget were to be passed today.

The first draft of the city’s 2015 financial plan

was unveiled on Monday to little discussion from city councillors.

According to a report submitted to council by director of finance Cathy Rothwell, the city’s service levels will remain for 2015 the same as they did in 2014, under the new budget. General capital expenses for the city are projected to be approximately $5.5 million and would be funded by operations, reserves, grants and borrowing.

Approximately $7.3 million is slated to be spent on capital projects across the board, with the remaining $1.8 million falling under sewer and water projects.

This includes just over $750,000 in paving and road construction, around $670,000 in storm drain replacements and upgrades, just over $1 million in water main renewals and upgrades, $650 in sewer projects, $173,000 to improve the

Gertrude Street bridge, approximately $386,000 in new vehicles, around $2.5 million for Dry Creek flood protection and $40,000 and $55,000 for a women’s shower facility and control room upgrades respectively and in the city’s fire hall.

There is also $100,000 set aside for the Harbour Quay washrooms and $25,000 for the repair and/or removal of the Harbour Quay clock tower.

Kiteboard ban coming

The Port Alberni Port Authority is committed to working with kiteboarders and the city to provide a

place for kiteboarders to launch after banning the practice off of Centennial Pier, port CEO Zoran Knezevic said.

According to Knezevic, kite boarding poses a bigger risk than swimming, paddleboarding or kayaking due to the

ropes involved in launching the kites off the pier.

“Essentially, there’s too many moving parts and with onlookers and people around it creates a serious hazard area for someone to get entangled in those lines or being pulled by the strong wind

when the kite or kiteboarder is taking off.”

Another issue is the proximity of Centennial Pier to the busy Fisherman’s Harbour, a site that will get even busier once the fuel dock at the end of the Somass pier is installed.

‘Don’t take our park,’ says Westporte residentKATYA SLEPIAN

Despite the concerns of a Westporte resident, a proposed Rainbow Gardens expansion won’t deprive the neighbourhood of a park, says Westcoast Native Healthcare Society vice president and building chair Derek Appleton.

John Bennie put up a sign last week asking Westporte residents how they felt about the possible expansion of Rainbow Gardens into the park and inviting them to meet him there on Jan. 31 to rally and save the park.

Bennie, who’s lived in Westporte since the mid-1990s, believes that the park is crucial to the neighbourhood.

As it stands, it has a large playground and a concrete street hockey rink, the latter a project on which Westporte residents and the city cooperated.

While primarily for the use of Westporte residents, Bennie said “it’s utilized by many people all over the city,” from kids to hockey players who come out to the rink

on Friday nights.“They have a great

time, there’s lots of laughter... it’s really good, it’s more than just a patch of grass. We run our dogs there, kids go and play catch and baseball there.”

The closest existing park to the Westporte park is River Road park across Hwy. 4 which Bennie doesn’t consider a viable solution given the heavy highway traffic travelling to the west coast, especially during the summer.

He thinks the park should stay despite the city’s need for more seniors facilities.

“I think there are many other places in the city where the Westcoast Native Health Society can purchase property,” Bennie said, citing closed schools as one option.

Bennie is also concerned as to exactly what would be built there.

“We don’t really know yet what the WCNHS proposes for this [site.] It’s very worrisome and unnerving. I just don’t think taking away this green space that’s so well utilized makes

sense to me.”Appleton said

Rainbow Gardens was committed to working with the city to ensure that the neighbourhood continues to have a park even if Rainbow Gardens does expand.

“We’ve been working on this for six years with the city to make sure the neighbourhood benefits,” said Appleton, adding that

any construction is still at least two years away. “We’re working under a memorandum of understanding with the city and in that MOU there are plans to replace the park with a park 16 times the size.”

To that end, there are two rezoning applications in connection with the proposed Rainbow Gardens expansion.

Westporte park is

currently zoned as P2, which is park and recreation. According to city planner Scott Smith, the WCNHS has applied to rezone it to P1 institutional, which would allow the property to be used for various types of seniors housing and care.

In conjunction with the rezoning of Westporte park, “the city is proposing to rezone some adjacent

city owned land to park in order to potentially replace this active park area in the future,” said Smith, adding that as it’s likely to be several years until the WCNHS is in a position start construction,

“Rainbow Gardens and the city have agreed to a provision where the city will lease back the land and keep it as a park till Rainbow Gardens

is ready to actually build a seniors care facility.”

The land to be rezoned as a replacement park is east of the Westporte subdivision and undeveloped. A community info session will be held at Rainbow Gardens on Feb. 19 from 1:30- 4 p.m. The rezoning application will go before city council at their Feb. 10 meeting.

V ICTORIA – When the B.C. government last

resorted to shooting wolves from helicopters in the 1980s, an emotional public outcry forced a retreat.

In the B.C. tradition, sensation-seeking urban media and protesters led the way. An outraged reporter named Pamela Martin marched a BCTV crew off the road near Fort St. John to expose this presumed crime against nature. With a metre of snow and temperatures dipping to -40, they didn’t get far, but public sentiment was aroused enough for politicians to overrule wildlife biologists.

This winter, while snow reveals the wolves’ location from the air, the choppers and rifles are out again. And my heart goes out to the biologists and First Nations hunters

who face this grim task.The South Selkirk

mountain caribou herd, which ranges between B.C., Idaho and Washington, has been the target of intensive conservation efforts by governments on both sides of the border. Six of the remaining 18 animals now wear radio collars. There were 46 in 2009, only 27 by 2012, and wolves have killed two

more since last spring.Targeted hunting and

trapping haven’t been sufficient, so up to 24 grey wolves are to be shot from the air before the snow melts.

There are seven caribou herds in the South Peace, with the Graham herd the largest at about 700. It’s the control group, left to fend for itself as a measure of wolf removal for the rest. The Burnt

Pine herd is down to one bull, effectively extinct. The province and Treaty 8 First Nations are working on a plan to kill 120-160 wolves in that region.

It’s long been accepted that resource roads, logging and recreational trail use have increased herd disruption and predator access through what would otherwise be seamless bush and deep snow.

Snowmobiles and even back-country skiers can shift the balance. Smithers-area outdoor enthusiasts are currently being urged to stay away from the Telkwa Mountains, where the caribou herd is down to fewer than 20 animals. Local hunting and snowmobile clubs have observed a ban on motorized travel since 2003, but of course there will always be yahoos who chase animals for fun.

A mountain caribou recovery plan was implemented in 2007, protecting 2.2 million hectares from logging and road-building.

Compromise needed at pier

We, along with many people in the community, are disappointed to hear that kiteboarding will be banned at Centennial Pier.

Kiteboarders moved to the pier after it opened only once the pier at Canal Beach was closed, then dismantled, leaving kiteboarders and windsurfers

nowhere to launch their craft.

The pier seemed to be a good temporary solution, and no one could have predicted how popular the kiteboarders would become to the spectating residents and tourists.

While we agree that safety is of paramount concern in our busy (and getting busier) harbour, coming down with a heavy hand by banning a popular practice without first offering discussion or coming up with a solution is not the way to approach it.

We urge the Port Alberni Port Authority to sit down with representatives from the kiteboarding community to discuss their concerns, and we hope level heads will prevail in a constructive conversation.

We do not want to see kiteboarding disappear from our waterfront.

If the port authority and the kiteboarders cannot come to an understanding, then it’s time to revisit the idea of rebuilding the pier that was taken apart at Canal Beach.

Kiteboarding—indeed, recreational watersports of all types—are here to stay, and it’s time the powers that be in the Alberni Valley start finding a way to promote them in some sort of cohesive way.

Kiteboardban not cool

Port Authority’s recent decision to

ban kiteboarding from the Centennial Pier is a serious step backwards for Port Alberni. There has not been one single safety incident involving kiteboarders here.

We have a forest industry that while still very important is not a growth industry, and a deep sea port that is in modest decline. If we want to grow then we must promote Port Alberni as an exciting lifestyle destination.

We must market this place to more than just retirees, but also the mobile workforce (those who can work via the Internet), and camp workers (those who work away from home in remote areas). These three groups can choose to live anywhere. Let’s make Port Alberni so desirable that they choose to live here, invest here, shop here, and pay taxes here.

We are blessed to

have many incredible natural features in and around Port Alberni. It is time to capitalize upon them and promote them for economic gain.

The steady summer winds and warm water of the Alberni Inlet make Port Alberni unique and a very desirable kiteboarding destination. This activity needs not only to be tolerated, but also embraced, supported, and promoted. Failure to do so will keep us in the past and result in continued economic stagnation.

Will we continue along as Port Alboring or become a vibrant waterfront community? It is up to the city leadership to decide.

Totem well celebrated

To the Editor, The 60th edition

of the recent Totem basketball tournament at Alberni District Secondary School was a resounding success featuring something new and something old.

The new part featured a change from the previous tournaments as Totem went to a three-day format to accommodate the 16 teams that participated. Both the number of days and the number of teams were new features. The crowds for each night were outstanding in number as well as decorum.

The old aspect was a well received tribute on Friday night for four of the Original Totem Team who were on hand to commemorate Totem’s 60th birthday. Each member was escorted by members of the first female Totem team during the Originals’

introduction. Totem continues to

be an iconic school and community event. It is getting older and bigger and as always is the result of the keen attention from key contributors from both school and community based people: the ADSS student body, the Totem Spirit candidates, numerous teachers and the entire ADSS administration team and various key event sponsors from the community.

Along with those mentioned, the hundreds of fans deserve recognition for their encouragement and support throughout the tournament. Collectively all of the factions mentioned deserve a huge thank you for their efforts on behalf of the Totem committee.

most of the core habitat of the South Selkirk herd. The Nature Conservancy of Canada bought 550 square kilometres in that region to protect habitat.

Strategies include transplanting animals from healthier to weaker herds to increase genetic diversity, and capturing and penning females with young calves to keep them from being picked off by wolves.

The B.C. grey wolf population averages around 8,500, with managed hunting and trapping to protect livestock while preserving the wolf as apex predator in most of its wide range.

This context is seldom reported by Vancouver media, which mostly sees its role not as explaining issues but rather embarrassing whatever political party is in power, and providing an uncritical platform for the stop-logging-mining-energy crowd, which is seen as popular with urban

viewers.Remember the

spotted owl, with the fringe of its range extending into southern B.C.? Our branch-plant enviros marketed that one for years. Its core habitat is Washington and Oregon, where many sawmills were shuttered to “save” them.

Now they’re shooting invasive barred owls, which have emerged as a greater threat to spotted owls than logging. Context is important.

I suppose we’ll never know what difference the 1980s wolf kill would have made if it hadn’t been shouted down for TV ratings and urban enviro-donations.

Resident Malcolm Menninga and kiteboarder Dale Moffatt both spoke to the importance of kiteboarding and waterfront access in Port Alberni during

the public input section of the Jan. 26 city council meeting.

“I’m here to express my disappointment in the announcement last week from the Port Authority disallowing kiteboarding from Centennial Pier,” Menninga said, adding that there has not been a single safety incident involving kiteboarding at the Pier.

Menninga argued that with a declining

forest industry the city has to improve their liveability and “promote Port Alberni as a lifestyle destination.”

Moffatt told council that he thought that this was a great opportunity for the city to work together with the Port Authority to provide a safe launching point for kiteboarders.

“We’ve already begun establishing a group of people to come up with some plans and some ideas,” Moffatt said.

If a launching point could be agreed upon, Moffatt believes that kiteboarders who currently go to Nitinat Lake, 80 kms south of Port Alberni, would instead come here.

Knezevic said that

the port authority has provided a proposed alternate launch point off the floats by the lighthouse in the Harbour Quay that is in their opinion a “much more feasible area for kiteboarders. PAPA will review the proposal with the local kiteboarding community.”

While Canal Beach has been a popular kiteboarding location in the past prior to the pier being dismantled, Knezevic said that it wasn’t the port authority’s place to initiate a conversation regarding that. However, he said that the port authority would be willing to meet and discuss possible kiteboarding infrastructure at Canal Beach.

to collect $20.9 million in property taxes in 2015, up slightly from $20.4 million in 2014.

Youth services and engagement, which were a focal point during the 2014 civic elections, saw a boost.

The Gyro Youth Centre will see a 62.5 per cent increase in funding, up to $6,500 from $4,000 in 2014. Funding for youth programs and services increased from $4,000 to $10,000, a 150 per cent increase.

The Echo Park complex will see a $10,579 decrease in funding, down to $38,449 from $49,028.

Echo Aquatic programs will get a 13.3 per cent increase in funding while Glenwood Centre and Multiplex programs will see 6.6 and 16.3 per cent decreases respectively.

$75,000 is allocated in the draft plan for an outdoor fitness circuit at Bob Daley stadium.

Museum sales and services are projected to increase by 17.3 per cent in 2015, following a 33.4 per cent decrease from 2013 to 2014.

The new budget predicts a 102.1 per cent increase in the cost of public liability insurance. In 2015, insurance will cost the city $322,400, up from $159,500 in 2014 (no reason was given).

The city will spend 33.2 per cent more on overhead and decorative lighting in 2015, or a total of $355,000.

Off-street parking will cost the city $7,677 less in 2015, an 85.3 per cent decrease from 2014.

The city will also pay less 46.3 per cent less for container waste collection, 34.3 per cent less for solid waste container purchase and

maintenance and 17.5 per cent less for solid waste disposal this year.

Phase one of the Harbour Road Industrial Route, slated to cost $2 million per the 2014 financial plan was removed from the 2015 financial plan.

Business development funding

took a hit with the city allocating $15,000 less this year, a 25 per cent decrease while community engagement funding plunged 90.4 per cent down to $2,000 from $20,750 in 2014. Tourism promotion lost all funding, down to zero dollars from $5,000.

The museum’s

curatorial and permanent exhibit funding will continue to see funding decreases in 2015.

The 31st annual Alberni Invitational made a triumphant return to Alberni District Secondary School this weekend.

“I think it was a great success, we feel very, very good about what we set out to accomplish here which was to showcase our sport at the high school and our community,” said Tom McEvay.

Alberni wrestlers made a strong showing across the board at the tournament. E.J. Dunn boys cleaned up in the school boys division with Darien Van Ingen and Dean Fyfe taking home first and second place respectively in the 44kg category, Noah

Stampeen placing first in the 56kg category, Jayden Iversen in the 63kg division and Jace Clayton in the 78kg category.

E.J. Dunn also took home top points in the school girls

division thanks to first place finishes by Kylea Anderson in the 76kg category and Kyla McAuley in the 70kg category.

ADSS’ Nolan Badovinac took home both first place in the 84kg category and most outstanding wrestler in the juvenile men’s division.

“I thought the tournament went fairly well for me,” Badovinac said.

“I remember my first year I was 3-20 and so far this year I’m 20-0.

It’s been something I’ve put a lot of work into and it’s finally starting to show results, it’s really rewarding.”

Being part of the Alberni Wrestling Club has had impacts off the mat too.

“Through wrestling and through the wrestling club I’ve learned a ton of leadership skills. I’ve been coordinating in the summer to help with the fundraisers and that’s taught me a lot about working with people. It’s

taught me a ton about community service and giving back.”

With many students like Badovinac who continue with the program from middle school to high school, McEvay sees the club as an important support.

“That transition is often where you see kids who are at risk fall through the cracks... by having programs like this where there’s an automatic bridge, I believe very strongly in my heart that the

transition is not as significant [because] they already feel a part of the high school.”

With a club slogan of “you can check out but you can never leave,” Badovinac plans to stay involved even as he hopes to progress his wrestling career at SFU.

“Hopefully I’ll continue on there next year but I’ll still be giving back to my community, giving back to my club because they’ve definitely helped me a lot.”

He won’t be the first wrestling club alumni to stay in touch.

Former Olympic wrestler and current

firefighter Travis Cross comes out when he can and many of the teams are coached by alumni.

Brad Goodman, a 1992 ADSS alumni, still remembers his days in the wrestling club fondly.

While he currently runs Natural Edge Fitness in Nanaimo, he still applies what he learned in his Alberni wrestling club days.

“You learn a lot about leadership...it’s a sense of confidence because when you’re doing it, it’s all you. You have this incredible team atmosphere but it’s also you. The effort you put in comes out on the mat.”

On Sunday, Feb. 1 the Alberni Golf Course Men’s Club hosts the annual Super Bowl Scramble and party.

Please register in the Pro Shop, or you can phone 724-5422 with your four, five or six-person teams or as a single. The teams can consist of all men, all ladies or a mixed team.

There will be very few rules, just a fun day. Both golfers and non-golfers are

welcome to join in the activities. If you prefer not to golf come out for the lunch and watch the game the big screen TV in the

clubhouse.There will be

nine holes of golf with many on course obstacles to overcome. It all begins

with a shotgun start at 12 p.m. and the kickoff at 3 p.m. Cost is $30 for members and $40 for guests, including golf and lunch.

The Port Alberni Black Sheep kept the pressure on Castaway Wanderers in a scoreless second half to win their BC Rugby Union game 17-14 on Saturday. It was the Black Sheeps’ first game back since before Christmas.

“It’s always so tough when you’ve been off for what seems like forever,” Black Sheep coach Jas Purewal said. “I was very happy with the effort. It was very physical in the second half; I thought we had a lot of territory and a lot of control.”

Castaway drew first blood but the Black Sheep quickly went ahead 10-7 then 17-7. The Wanderers scored a try with 10 minutes left in the first half after the Black Sheep blew their coverage, but Port Alberni shut down the CW offence in the second half.

The win wasn’t enough for the Black Sheep to capture the Times Cup, though. The UVic Norsemen scored bonus points in their final game and edged Port Alberni by two points.

Monologues are returning to Port Alberni.

“The main audition is Jan. 31st but if you can’t make it Saturday

you can still call and we can give you a time to audition,” Gwynne Hunt said.

There will only be four rehearsals for the Monologues, and they

are Saturdays and/or Sundays. Rehearsals start Sunday, Feb.15.

The costume parade is always an exciting time for Portal Players when they roll out a new production, and Sunday afternoon was no different.

“I love how they get into their characters a little bit,” said Janet Deakin, who is producing Seussical the Musical, which starts Feb. 13 at the Capitol Theatre.

Costume designer Stephanie Fortin and her sister helpers, Jenny and Ellisha, prepared costumes for 24 characters plus changes for approval from artistic director Elliot Drew on Sunday.

Seussical the Musical is based on stories by Dr. Seuss only set to music. Janet Schlackl and Sandy Bouleau took care of the vocal training and music, respectively.

Tickets are available in advance at the Capitol box office, Monday through Thursday, 3–6 p.m., $15 (kids 12 and under) and $25 (everyone else). Reserved seating now available.

Rollin Art Centre exhibits due to switch in a week

This will be the last week to view the Wednesday Painters’ art exhibit at the Rollin Art Centre’s gallery. 14 artists are displaying their wonderful talents, all individuals. If you haven’t had the opportunity to stop by, this will be your last chance.
