• Neighborhood Protection Plans (NPPs) keep cut-through traffic out of residential neighborhoods and discourage speeding. How? Through Traffic Calming Measures:

• Semi-diverters and full diverters
• education and enforcement

Alameda North NPP – Recommendation
Staff does not recommend full closures of Cordova, Lima,
Avon, California
• Traffic on closed streets not appreciably different than
other streets in Alameda North NPP
• Data does not suggest significant cut-through traffic
problem – most traffic is local and school traffic
• Full closures are inequitable to other streets that are
not closed
• Increase vehicle trip distances
However, Mitigated Negative Declaration and analysis
shows that City Council can close the four streets if
desired.
