PLANABUDHABI2030presentsavisionforathrivingandsustainablepublicrealmforallcitizens,residentsandvisitorsofAbuDhabiwithparticularemphasisonsafeguardingnaturalresourcesandtheculturalheritageofthecity.TheturquoisewatersoftheArabianGulfrepresentoneofthemostdefiningcharacteristicsofAbuDhabiIsland.Theexperienceofthewater’sedgeontheislandisquicklybeinglostwiththerapidpaceofdevelopment.BecauseofthesignificanceoftheBateenWaterfrontareatothehistoryanddevelopmentofthecity,itisimperativethatcontinuouspublicaccesstothewater’sedgewithsupportivecommunityamenitiesbeprovidedfornowandfuturegenerations.

ThekeyprinciplessupportingtheBateenWaterfrontDesignGuidelinesare:

The‘Citywillbestructuredtoprovidepublicaccesstothewatersedge,theislandenvironmentandthedesert’(pp39,PlanAbuDhabi2030)

‘Becausealltripsbeginandendwithawalk,walkingshouldbemadeascomfortableaspossibleallyearroundinAbuDhabi’

InnovativewayswillbedevelopedtoshadeandcoolthepublicrealminAbuDhabi’ssummerclimate’

Objectives

ThepurposeoftheBateenWaterfrontDesignGuidelinesistoprovideallpropertyownersanddevelopersalongtheBateenwaterfrontwithaframeworktocontributetotheachievementofthesegoals,throughthededicationoflandforthedesignofcommunityaccessandamenitiesalongtheentirewaterfront.UnderlyingthesegoalsistheaspirationembodiedinPLANABUDHABI2030toreflectinAbuDhabi’senvironmentthehigheststandardsofdesignexcellencebefittingaworldclasscapitalcity.

ThefollowingarethemainprinciplestoberealizedintheimplementationoftheBateenWaterfrontDesignGuidelines:

• Preservepublicconnectivityfromthewaterfronttotheprimarypublicaccessroutesofthecity

• Preserveviewsfrompublicaccess-waystothewater’sedge.

• Providecontinuousopenpublicaccessatthewater’sedgeforpeopleofallagesandabilities.

• Providestrategicfocalpointsatthewater’sedgethatofferopportunitiestocelebrateculture,heritage,andviews.

PLAN ABU DHABI 2030 presents a coherent picture for the future of theCityofAbuDhabiasanenvironmentally,sociallyandeconomicallysustainablecommunityandasanincreasinglyimportantNationalcapital.Itprovidesforawaytogrowandtakeadvantageoftheeconomicopportunitiesathandwithoutsacrificingthebestofthecityandwhileaddingnewelementstomakeitagreatworldmetropolis.TheBateenWaterfrontDesignGuidelinesfollowsinthespiritofthePlanAbuDhabi2030.

Objectives

8.5 Public Open Space Policies:

P-4:Wheneverapracticalopportunityarises,securepublicaccesstothewater’sedge(e.g.publicbeachesandharborsideparks)intheinnercity,especiallyonLuluIsland,andavoidfurtherprecludingpublicaccesstothewater’sedgethroughoutthecity.

P-5:Designpublicopenspacesandparksforactivepublicusewithhospitableprovisions,includingshade,useofwater,publicamenitiesandpublicwashrooms.Wherepossible,associatepublicopenspaceswithpeople-generatingusessuchascafesandshops.

P-6:Integratestreetrights-of-wayasakeycomponentoftheopenspacenetwork,andutilizethemtolinkparkspaces.

8.4 Transportation Framework Policies

T-3:Provideavarietyofinterconnectedtransportationchoicesasalternativestotheautomobile(transit,ferries,buses,bicycleandpedestrianpathways).Thislayeredsystemshouldformafunctionalandefficientnetworkmeasuredbythetotalnumberofpersontrips.

T-4:Design,andretrofit,theaccessiblepublicspacesintransportationnetworkstoprioritizeandenhancethepedestrianrealm(e.g.shortblocks,wideandshadedsidewalks,medians,shadedseatingatbusstops,activestreets).

OneoftheprimarygoalsofPlanAbuDhabi2030isthecreationoftheCapitalCityFrameworklinkingspecialdistrictsonAbuDhabiIslandwith the new Capital District in order to celebrate places of National significance.

AsapartofthePalaceDistrict,theBateenWaterfrontoffersresidentsandvisitorstheopportunitytoexperiencetheimportanceofAbuDhabi’srichseafaringhistoryinthedevelopmentofEmiraticulture.

Thewaterfrontistobeconnectedphysicallyandvisuallytothecirculationroutesofthecity.PrimarypedestrianconnectionsperpendiculartothewaterfrontandlinkingBainunahBoulevardandthesurroundingneighborhoodswillbeidentifiedintheBateenWaterfrontFramework Plan and preserved for public use.

These identified routes will provide minimum corridor widths free of built vertical and horizontal constructions to maintain unobstructed and sweepingviewstoopenwater.Theserouteswillintegratelandscaping,pedestrianscaledlighting,publicartandstreetfurniture,way-findingtoolsandmulti-modaltransportationusesincludinglight-rail,automobileandbicyclefacilities.

ThePromenadeshallprovidetheBateenAreawithauniqueidentityandfocus.UtilizingtheuniqueharborsettingofoldBateen,thisuniquewaterfrontpromenadewillshowcaseacollectivepatchworkofdevelopmentsbycreatinganewrelationshipbetweentheCityandtheArabianGulf.Thiswillbecomeadestinationwhichisnotonlywellconnectedwithfuturepublictransitoptions,butwillalsobeaplacewhereallmembersofthecommunitycanwalkorbike,enjoythescenicbeautyandrelatetotheculturalimportanceoftheArabianGulftothehistoryofAbuDhabi.Additionally,thecommunityshallhavetheopportunitytoparticipateindiverseretail,culturalaswellasnon-commercialactivitieswhilecapitalisingonthetourismmarket.

The Bateen Waterfront Area will provide a continuous connected waterfrontspanningafewkilometersinlength,withagenerouspromenadeatthewater’sedgeforopenpublicaccessatallhoursoftheday,weekandtimesoftheyear.Thepromenadeshallbetypically10-12metersinwidthandcanaccommodatethefollowingactivities:

• Dedicatedpedestrianpath(6metresminimum)

• Dedicatedcyclepath(3metrestypical)

• Cafes,outdoorseating(4metressuggested)

• Dedicatedpublicseatingareas(1.5metres)

• Wayfindinglightingandsignage

• Landscapingandgreenareas

• Multipletransportationchoicesasalternativestotheautomobile(transit,ferries,watertaxis,busservice,shuttlegolfbuggies,bicycleparkandride)

Bike&WaterTaxi

Moreover,theBateenWaterfrontwillintroduceaninnovative,firsteverimplementedintegratedsystemofbicycleandwatertaxinetworkinAbuDhabi.Itisintendedthatwiththesuccessofthissystem,itwillgraduallyevolvethroughouttherestofthecityalongtheCornicheandalongotherprimaryroads,openspaces,pedestriannetworksandotherwaterfrontpublic places.

Everymajordevelopment(hotel,residential,retail,office,etc)haveatleast one:

• Bicycle‘parkandride’facility;and

• Watertaxidropoffpoint(ifpossible)

Thisbicycleandwatertaxisystemshouldformafunctionalandefficientnetworkmeasuredbythetotalnumberofpersontripsperdevelopment(willvaryonscaleandsizeofeachprojectandthedemandsthereof).

Thelocationofthebicyclestorageunitwillneedtobeaccessibletothepublicandwillneedtoaccommodateupto100bicycles,however;thisnumbermaybesomewhatlargerorsmallerdependingonthesizeandscale of development.

Likewise,awatertaxidropoffpointwillbemandatoryforsomedevelopmentswhileforothersmallerscaleprojectsandsites,itwillnotbedeemednecessary.

PromenadeDesignStandards

Itisunderstoodthata10–12metrewidepromenademaynotbeachievableineveryinstancealongthestretchofwaterfront;however,aminimum6meterpedestrianand3metercyclepathshallbemaintainedthroughout.

ThePromenadeshallbearesponsetotheclimateandreflecttheheritageofAbuDhabi.ThiscanbeachievedthroughincorporatingthefollowingelementsinthedesignofthePromenade:

• IncorporationofArabic/AbuDhabiheritageandartisticelements

• Incorporationofsustainabilitypracticesi.e.water-wiseplants,recycledwaterforirrigationand‘green’materials

• Theuseoflowreflection/energyuseorsolarlightingalongPromenade

• Provisionofadequateshadeandrespitefromtheharshsummerclimateintheformofphysicalstructuresandappropriatelandscaping

• Theuseofdurable,naturalandpermanentmaterialsthatreflectthemarineclimateandDhowfishingvillageenvironment

• Endsofthepromenadedesignedtoensureconnectionstoalladjacentpropertiesanddevelopmentsincludingtopublicroadsandotheraccessible spaces

Promenade Details

Allelementscomposingthepromenadeshallbeconstructedaccordingtothe2006InternationalBuildingCodeandtheEstidamaGreenBuildingGuidelines.Asalreadyoutlined,theconnectingendsandedgesofthewaterfrontpromenadewillbecoordinatedbythepropertyownerwithalladjacent properties to provide a continuous and uninterrupted visual and physicalinfrastructure.UPCislookingforcognitivethinkingtoencourageeachpropertyownertocontributesymbolicyetsympatheticformsofpublicartworkalongthePromenade.

Itshouldbemadeclearthattheinitialcostofthepromenadeincludingtheongoingmaintenanceandupkeepwillbetheresponsibilityoftheindividualpropertyowner.

Seatingareasandotherstructuresorfixturescanbestrategicallyplacedwithinthepromenade(suchaswithinlandscapingorgreenareas)however,thisshallnotobstructthededicatedpedestrian/bicycleaccessalongthepromenade.

PromenadeDesignStandards

Views to and from the promenade shall be protectedThese views are a prominentfeature/attractionofthepromenadeandtheywillbeprotectedandenhancedthroughtheconstructionofshadedviewingplatformsad-joiningthePromenadeatdistinctlocationswithineachdevelopment.Theviewingplatformsshallprovideataminimumseating,informationboardsandinterpretativefacilitiesatviewingpoints,relatingtovariouspointsofinterest.

Whereitisnotpossibletoprovidealandpromenadeatthewater’sedge,thelandownermaybeaskedtodesignandconstructanover-the-waterboardwalk.Promenadesattherearofsitesawayfromthewater’sedgearenotrecommended.Inallcasesitisrecommendedthateachpropertyownerprovidea4meterminimumsidewalk/emergencyvehicularroutecompletelyaroundtheplotboundaryasacontinuouslinktotheprom-enade and public sidewalks.

Inaddition,theminimum6meterwidepublicpromenadeshallconnectand provide continuous and complete pedestrian access to adjacent devel-opmentsandtheexistingurbangridandneighbourhoodsofthearea.

Innocaseswillpedestrianorbicycleaccesswaysdead-end,andplansmustreflectconnectionsbeyondtheboundariesoftheindividualsite.Theconnectingendsandedgesofallconnectingsidewalkswillbecoor-dinatedbythepropertyownerwithalladjacentpropertiestoprovideacontinuousanduninterruptedphysicalinfrastructure.

Whereasiteintersects/abutsanidentifiedviewcorridorandconnectorroad/accesswayorasidentifiedintheBateenWaterfrontFrameworkPlanasasiteofimportantvisualsignificance,thefollowingadditionalCommunityAmenitiesshallbeconstructed:

• Useableopenspacesfeaturingacombinationofhardandsoftlandscape treatment

• Shadedseatingandwalkingareas

• Bicyclelocksandfacilities

• PublicAmenities:includingbutnotlimitedtopublicart,landscapefeatures,drinkingfountainsandothervisualwaterfeatures,culturalexhibits,smallretailconcessions,publicly&universallyaccessiblerestrooms,viewplatforms,watertransportconnections,etc

• Publicwatertaxilocation

Typicallythesespecialpublicplacesarelargerandmoregenerousopenspaces which widen the promenade and provide a sense of place within thegreaterwaterfrontframework.Thedesignofthesespacesshouldrespect the view cones to open water and emphasize distant points ofinterest.Thedesignoflargestructuresblockingviewsorverticalstructuresthatdistractfromthesurroundingsshouldbeavoided.Opentrellisorscreen-likestructuresthatprovideshadeareencouraged.

Alldesignsfordevelopmentswillfactoradjacentdevelopmentsintotheirplansandsurroundingfeaturesandfixturesintheurbanlandscape.

Roads,Peds,Bikes...

AnintegralpartoftheBateenWaterfrontFrameworkPlanisthewatertowaterconnectingcorridortotheCorniche.ThislinearparkwilllinkthepublicamenitiesoftheCornichewiththeBateenWaterfrontprovidingthecommunitywithanalternativerouteforrecreationalactivitiesinAbuDhabi.The60mwidecorridorwillbesafeguardedfromprivatedevelopmentandreservedfortheincorporationoftransit,bicycleandpedestrianways.Publicartwork,landscapeandlightingelementswillcelebratethisuniqueplaceinthecity.TheexistingZalamatGardenwillcontinuetofunctionasacommunityopenspace,andbereinvigoratedwithadditionalpublicamenitiesandapossiblefutureMetroStation.TheCorniche and Bainunah intersections with the water to water corridor will beredesignedtoprovidesafeandconvenientpedestriancrossingpoints.
