1. INTRODUCTION

1.1 SUMMARY This Report informs on the progress achieved to further improve the airspace design and utilisation flight efficiency based on the improvement proposals implemented during the relevant AIRAC cycle. The methodology used for assessing flight efficiency is included in the WP9 of RNDSG/64. 1.2 EVOLUTIONS TOWARDS THE ACHIEVEMENT OF THE EUROP EAN TARGET

The Performance Scheme for air navigation services and network functions includes an environment/ flight efficiency Key Performance area: Average horizontal en-route flight efficiency: o the average horizontal en-route flight efficiency indicator is the difference between the length of

the “en-route” part of the trajectory and the optimum trajectory which, in average, is the great circle.

o “en-route” is defined as the distance flown outside a circle of 40 NM around the airport. o the flights considered for the purpose of this indicator are:

- all commercial IFR flights within European airspace; - where a flight departs or arrives outside the European airspace, only that part inside the

European airspace is considered; - circular flights and flights with a great circle distance shorter than 80NM between terminal

areas are excluded. For the performance reference period starting on 1st January 2012 and ending on 31st December 2014, the European Union-wide and EUROCONTROL performance targets will be as follows: Environment target: an improvement by 0,75 percentage points of the average horizontal en-route flight efficiency indicator in 2014 as compared to the situation in 2009.

1.3 AIRSPACE DESIGN DEVELOPMENT AND IMPLEMENTATION MONITORING

The Network Manager coordinates the following activities to achieve the required improvement in flight efficiency: � Enhancing European enroute airspace design through annual improvements of European ATS

route network, high priority being given to: o Implementation of a coherent package of annual improvements and shorter routes; o Improving efficiency for the most penalised city pairs; o Implementation of additional Conditional Routes for main traffic flows; o Supporting initial implementation of free route airspace.

� Improving airspace utilisation and route network availability through: o Actively supporting and involving aircraft operators and the computer flight plan service

providers in flight plan quality improvements; o Gradually applying route availability restrictions only where and when required; o Improving the use and availability of civil/military airspace structures.

� Efficient Terminal Manoeuvring Area (TMA) design and utilisation through: o Implementing advanced navigation capabilities; o Implementing Continuous Descent Operations (CDO), improved arrival/departure routes,

optimised departure profiles, etc. � Improving awareness of performance.

2. LIST OF PROPOSALS IMPLEMENTED AIRAC 1303 (7 MARC H 2013)

2.1 SUMMARY OF MAJOR PROJECTS IMPLEMENTED ON 7 MARC H 2013

During the AIRAC cycle 20 packages of airspace improvements co-ordinated at network level have been implemented. Beside of several ATS route network improvement measures the list below provides an overview of the major improvement projects implemented on 7 MARCH 2013:

� Austria: - Free route Airspace Wien, FRAW Stage 2.

(Extension and creation of additional DCTs FL165/245+)

� Belgium: - Usage of FL240 allowed within Brussels FIR (withdrawal of RAD Annex EB Note 4

(EB6001)).

� Bulgaria: - Change of several CDR1 and CDR 1/2 routes to permanent H24 - ATS route availability improvements.

� Germany: - Free route Airspace Karlsruhe, FRAK Phase 4. - New Night ATS route.

� Norway:

- Harmonisation of Oslo Procedures and Environment - HOPE Phase 1. (Revised Point Merge System Oslo TMA - post ASAP development).

- Introduction of airspace Class C in Norway CTA, 10 TMAs and 1 CTR between FL95 and FL195.

� Norway / Russia:

- New ATS route segments.

� The Former Yugoslav Republic of Macedonia: - Night Free Route within Skopje FIR.

� UK:

- New Night DCTs above FL245. - Revision of RAD restriction EG2148

3.1 FLIGHT EFFICIENCY INDICATORS EVOLUTION

The graphs below show the evolution of the airspace design flight efficiency (RTE-DES) and of the last filed flight plan indicator (RTE-FPL) between 2007 and 3 April 2013 (yearly variation).

3.3 EVOLUTION OF INDICATORS The current data indicates that, the average yearly route extension due to airspace design reduced between 2009 and April 2013 by 0.59 percentage points. The evolution of the airspace design indicator is on the right trend and the contributions of the airspace design projects are key for improving flight efficiency. The current data indicates that, the average yearly route extension based on the last filed flight plan reduced between 2009 and April 2013 by 0.28 percentage points. The difference between the airspace design indicator and the last filed flight plan indicator was 1.45 percentage points in 2009 and is 1.76 percentage points in April 2013, recording a slight increase compared to the previous AIRAC cycle (1.73). The current data indicates that the route extension due to airspace design in April 2013 stayed at a historically low level of 2.85%. The current data indicates that, the route extension based on the last filed flight plan went slightly up from 4.61% in March 2013 to 4.64% in April 2013. The differences between the two indicators shown above clearly indicate that more efforts must be made to improve the efficiency of the airspace utilisation and to ensure that the indicator based on the latest filed flight plan follows a similar trend like the airspace design indicator.

3.4 BENEFITS Due to the airspace design improvements, the potential savings achieved during the AIRAC cycle 1303 amount to 28 126 NMs flown less compared to the equivalent AIRAC cycle in 2012. This translates into 169 tons of fuel, or 562 tons of CO2, or 140 630 Euros. Based on the last filed flight plan indicator, the losses calculated during the AIRAC cycle 1303 amount to -206 119 NMs flown less compared to the equivalent AIRAC cycle in 2012. This translates into -1 237 tons of fuel, or -4 122 tons of CO2, or -1 030 595 Euros.

The comparison between the potential and actual savings/ losses related to the different parameters is visualised in the graphs below.

The losses recorded for the last filed flight plan data during AIRAC cycle 1303 compared to the same AIRAC cycle in 2012 were caused on a certain extent by regulations due to capacity and staffing issues in Langen ACC, Rhein UAC and Madrid ACC plus capacity issues in Cyprus. These events might have caused re-routings and consequently have had an impact on network efficiency.

Other special events like a software update in Zagreb ACC, a Paper Strip System (PSS) trial in Brest ACC, a military activity (Oceanis exercise) affecting Shanwick ACC, London ACC and Brest ACC, frequency problems in Langen ACC and weather disruptions due to significant snow fall in north western Europe might have had an impact on network efficiency as well.

The move of Ljubljana ACC to a new OPS room had no impact on network efficiency.
