Sir, ATC Guild expresses its heartfelt thanks to AAI management for creation posts in Deptt. of ATM at the level of Executive Director (E-9) - 02 posts and General Manager (E-8)- 08 posts. These posts have been created after getting approval from the Ministry of Civil Aviation based on the requests by Airports Authority of India vide letter F. No. A.60011/05/2015/MPP, dated 30 1 h October, 2015 wherein the following proposals were made for ATM cadre: Posts Year wise creation ATM 2013 2014 2015 2016 Total Executive Director 01 01 01 01 04 (E-9 level) General Manager 09 04 02 08 23 (E-8) level 2. As you are aware, during the ICAO USOAP Audit in 2006, huge shortage of ATCOs was pointed out and AAI was asked to fill this gap at the earliest. Consequent to this, under the USTDA, AAI appointed Washington Consultancy Group (WCG) to assist AAI to plan for the staffing of Air Traffic Control Officers in order to ensure safe and efficient management of Indian Air Space. The AAI Board had accepted the recommendations in its 156 1 h Board (September, 2013) and 157 1 h Board meeting in December, 2013 and as decided by the sub-committee of the AAI Board, had approved the creation of posts from E-1 to E-9, which V'las to be filled up year-wise from 2013 to 2016. The Sub-Committee of the AAI Board was comprised of the then Member (HR), Member (Finance) and Member (ANS) which have substantially downsized the numbers and ultimately after deliberations in several AAI Board meetings, the short term and near term manpower requirement was approved. The sub-committee had proposed creation of additional 04 ED and 45 GM posts. 3. Even though, the AAI Board approved the creation of posts in December, 2013, the proposal for concurrence of Ministry of Civil Aviation (MoCA) was submitted on 30 1 h October, 2015, after a gap of nearly 02 years. 4. On 04 1 h August 2017, competent authority has approved the creation of 02 no. posts of ED and 08 posts of GM in the A TM Directorate against the AAI recommended 04 no. of EDs and 23 no. of GMs (posts created in 2013). It is also worth to mention that the ministry concurred posts include 01 post of ED and 01 post of GM for the Certification of ATS Personnel (CAP) Directorate, which was not at all a part of creation of post by the AAI Board in 2013. 5. Sir,

A TC Guild expresses its heartfelt thanks to AAI management for creation posts in Deptt. of A TM at the level of Executive Director (E-9) - 02 posts and General Manager (E-8)- 08 posts. These posts have been created after getting approval from the Ministry of Civil Aviation based on the requests by Airports Authority of India vide letter F. 2. As you are aware, during the ICAO USOAP Audit in 2006, huge shortage of ATCOs was pointed out and AAI was asked to fill this gap at the earliest. Consequent to this, under the USTDA, AAI appointed Washington Consultancy Group (WCG) to assist AAI to plan for the staffing of Air Traffic Control Officers in order to ensure safe and efficient management of Indian Air Space. The AAI Board had accepted the recommendations in its 1561h Board (September, 2013) and 1571h Board meeting in December, 2013 and as decided by the sub-committee of the AAI Board, had approved the creation of posts from E-1 to E-9, which V'las to be filled up year-wise from 2013 to 2016. 6. There have been many new areas of functioning in the A TM Directorate which are of national and international importance. For example, introduction of two stream ratings, certification of A TS Pers01mel, training of 1 ,000 newly recruited ATCOs in the last one and half years, commissioning of many new equipments, introduction of new procedures for operational efficiency and capacity enhancement etc.

7. It is disappointing and disheartening to see that care is not being taken to address the stagnation issues in A TM directorate. The situation is so precarious that officers recruited by NAA (through an advertisement in 1986 as Aerodrome officers, E-3 equivalent) are Jt. GMs whereas in other disciplines like Engineering, finance and HR, who so ever joined 6-10 years after them have already become General Manager 3-4 years back and some are also Executive Directors. (Some data provided in Annexure-1)

8. All promoted to the grade of General Managers in recent years in various disciplines were much junior to the direct recruit officers in ATM Directorate. Some recruited as non­executives, after the recruitment of aerodrome officers, have become General Managers. This is a big disgrace to the individuals as well as to the organization where the HR Directorate has been found wanting to mitigate the situation.

9. Referring the issue of justification of GM (ATM) posts created by the AAI Board to Mls McKinsey is inexplicable and unacceptable simply because of the facts that all these activities are being tailor-made to deny the due to ATM executives.

10. The structural ratio i.e. the sanctioned strength of total number of executives to the sanctioned strength of GM and ED in A TM discipline is alarmingly low in ATM Directorate vis-a-vis other disciplines. (Annexure- II)

11. It is requested to impress upon Ministry for the approval of the posts created by the AAI Board in 2013.
