Introduction
On February 23 and 24, 1983, TAT members John Bee, Anne Benedict, Ed Blanar, Scott Butterfield and Tom Hughes acconpanied by George Zachos, OSC, U.S. EPA conducted air and soil sanpling in the vicinity of G.E.M.S. Landfill, Gloucester Tovmship, Canden County, New Jersey.
Scope and Objective
The scope and objectives of this air and soil sanpling plan were developed by TAT in two separate plans; a "Soil Sanpling Plan" and a "Air Sanpling Plan", for G.E.M.S. Landfill on February 11, 1983.
I. In sumnary, the objective of the air sanpling pletn was to monitor the ambient air for worker safety during the installation of a fence and culvert at Fox Qiase II and Briar Lake. The objective of the?"soil sanpling plan was to collect soil sanples at four locations adjacent to t h e G.E.M.S. Landfill; specifically, behind the Fox Chase II development along the prc xjsed fence line and along Holly Run Creek near Briar Lake at the proposed culvert excavation/fence line. Analysis of the soil sanples were taken to determine disposal requirements under RCRA regulations sliould it be necessary t o remove soil frcm the site. In a^ition, to soil samples, -four piezcneters were installed in four of the borrix)!^^'The — piezometers were to provide a permanent sanpling location for additional uatec sanples that may be requested in the future. The TAT team acccxipanied by George Zachos,'OSC, arrived at the Fox Chase II development at approximately 1030 hour. The weather was cloudy with light rain, the temperature was 45 F.
At 1115 hour TAT member Benedict & Blanar conduct an air survey of the Fox Chase II area including the field behind Ft>x Qiase and along Holly Run Creek. There was prevailing odor in the area. The air survey was conducted in "Level B" protection using the OVA and Bdmont Combustible gas/oxygen monitor. Background readings en the OVA were between 7-9 ppa. In the field, the levels on the OVA varied frcm 9-16 ppn. Along Holly Rjn Creek, at the base of G.E.M.S. Landfill, the levels reached between 20-40 ppn. (See Figure 1).
At 1330, TAT manbers in Level B, using a post hole digger, dug into the field near the proposed fence line at Fox Chase II. The OVA, with a 3* probe was placed immediately into the opening, the re di g4-<>n the OVA recorded greater than a 1000 ppn organivMmqpn: while nethan^ levlesywere between 10-20 ppn. .-. At a third location, P3, an additional piezometer was installed. On March*?, 1983, this piezometer, adjacent to the base of G.E.M.S. Landfill, was sanpi«d,by the New Jersey Department of Environmental Protection , Division of Water Management, Hazardous Site Mitigation Administration. On March 8, 1983, results from the water sanple collected at this piezometer (P3) showed various organic conpounds totalling 135,749 ppb. A table listing the conpound identified and their concentrations is shown in Appendix I.
All activities at Pox Qiase II ended at 1700 hour.
February 24, 1983
The TAT acconpanied by George Zachos, OSC, arrived at the Briar Lake area at 0800 hour. The weather was clear with tenperatures in the forties. The winds were light and variable.
At 0900 hour, Mr. Allan M. Ttordini, of United States Testing Conpany, Inc., representing Gloucester Towiship arrived on site to monitor the sanpling.
At 0930 hour, TAT members Benedict and Blanar, in Level B, conducted an air mcxiitoring survey, using the OVA and explosimeter. Background readings takeD upwind were 2.0 ppn. Readings around Briar Lake and along the banks of Holly Run Creek were consistently in the range of 2.0 - 2.5 ppm.
At 1000 hour, TAT members Bee, Butterfield and Hughes, in Level B protection, *• collected split spocm soil sanples at location P4 and P5 (See Kioto 1, Figure 2)*.
At 1010 hour, MSA personal sanpling punps with carbon sphere collector tubes, were set-up at location P4 and P5 to monitor for volatile organic conpounds (See ttioto 2 and 3). A background air sanple was set-up on the property of Mr. J. Tieve, located cxie half mile north of the Briar Lake area, off Erial Road (See Figure 3).
At each of the three locations, two MSA sanpling punps were set-up. The purpoea. of this was to provide duplicate air sanples for Gloucester Township. Mr. Tordini, V*K) witnessed the entire sanpling operation, representing the interests of Gloucester Township received four diiplicate sanples, two at^^anple locations P4 ( and P5, one background sanple on the J. Tieve property and one travel blank.
( ^ C' At 1330 hour, piezometers were installed at locations P4 and P5 (See Photos 1 and 4). It should be noted that subsequently in May of 1983 both piezometers, P4 and. P5, were destroyed diaring>' )» immediate removal action to replace two undersized culverts en Holly Yat Cre^»- and install two dual 83" X 67" culvert pipes at the inlet to Briar Lalie.
At 1500 hour all activities at the Briar Lake area were oonpleted and a l l sanples were taken to the U.S. EPA laboratory in Edison, New Jersey, for subsequent 3 analysis.

As part of the air sanpling program, eight carbon sjAiere collector tubes were used. Prior to use in the field, each collector tube and its respective backup tube was heated at 250 C for approximately 10 minutes and desorbed with the use of a Century Prograraned Thermal Desorber Model PTD - 132A. Presanpling desorption serves to purge the collector tubes of residual volatile organic conpounds to ensure contaminant free tubes. Following desportion, each tube and its backup were placed in 40 ml glass vial with teflon septums for cooling and storage.
Six MSA personal sanpling piaips were utilized in the sanpling program. Prior to and inmediately after sanpling, the punp flowrates were checked against a calibrated rotcineter to determine accurate flowrates and to ensure that the flow remained constant during the sanpling period. /; •
The sanple punps were operated for ajproximately 131 minutes at, 0.30 liters per minute (1/m). Table sanple volume pulled through the punps was 39.3 liters.-. Table I Jists pertinent information relative to the sanple program. The calibration curve GaW be found in i^pendix II. ^ i*-\/'rir'•l^ i *

Soil sanples were collected using a split spoon sanpler. Before and after each soil sanple the spilt spocxi was cleeurted with soap and water, rinsed with distilled water, and air dried. This is dcxie to ensure a representative sanple by eliminating potential residual ccaitaminants from previous sanpling.
Quality Assurance
Chain of custody protocol was followed by the TAT (See Appendix III). Sanples were taken directly to U.S. EPA Region II Laboratory, Edison, New Jersey. Laboratory actions will be reported as per EPA Region II Q.A. Plan.

For the oorrosivity analysis, on March 22, 1983, the EAP laboratory, notified EPA/TAT that the corrosivity analysis could not be performed because there was less than 20% liquid in the sanples. The EPA method requires 20% liquid. Therefore, with the approval of Fred Rubel, corrosivity was done as pH.
The EP toxicity test, v^ich includes raetals and^ pesticides was run only for nstals.

Discussion of Results Air
, * • As was stated in the scope and objective section, the purpose of the air sanpling vfes to obtain data for worker safety. All three air sanples showed two or three organjtb npounds in the low parts per billion (ppb) range. In Table II the OSHA permissible
exposure limits (PEL'S) are given. While the sanple values are very lew in conparison to the OSHA PEL'S the mere presence of these conpounds tends to stress that further sanpling is necessary.*
At the present time, there are no acceptable federal or state "residental air quality standards" to oonpare these values against. Carbon s^iere collector tubes are not the recommended procedure in "NIOSH Manual of Analytical Methods" for volatile organics and, therefore, it is incorrect to make direct conparisons to the PEL values. In addition, the unique ventilation system in the ambient air, as well as low tenperatures, versus indoor atmospheres produces data that does not reflect average daily concentrations.
In ocxiclusions, while the air sanples shewed low concentrations of volatile organics, future sanpling is necessary. An air sanpling program, vAiich could include sanpling during the warmer summer months and include other pollutant and meteorological variables as well would better define existing air quality conditions.
Soil o
The intent of the soil sanpling was to determine soil content in terms of disposal i requirements for RCRA. At the present time there are no aceptable standards for soils. The EP toxicity, test identifies a waste whose ocxistituents have a tendency to § leach or migrate when disposed of in an inproperly designed sanitary landfill. The EP '-' toxicity test has threstolds levels established for the metals dtxie in the EP toxicity analysis. The concentrations of the metals found in sanples P2 and P5 were well below 2 the EP threshold levels. !

Sanples P2 and P5 were also analyzed for volatile organic ocnpounds. In sanple P2 benzene, ethyl benzene and toluene were found. Conparing those three conpounds to the proposed Water Quality Criteria ethyl benzene (3.6 ppb) was greater than the proposed standard (1.4 ppb) while benzene (trace) and toluene (3.2 ppb) were below the proposed criteria of 0.66 and 143,300 ppb respectively. Sanple P5 showed no volatile organic conpounds.
Sanples Pi and P4 were analyzed for full priority pollutants. The only significant concentration found, was diethyl jiithalate in 350 Mg/Kg. The proposed water quality criteria for diethyl phthalate is 60 Mg/1. While this was a soil sanple, the presence of this conpound, and other organic conpounds, such as those discovered during the state's piezometer sanpling program, constitute a threat to the aquifers of concern in this area.
The average pH of the four sanples was 5.3. In summary, vAiile the number and CCTicentrations of conpounds found in this study were limited they do not necessarily reflect the actual pollutant concentrations. Further investigaticxi with additional sanpling in air and groundwater is necessary to form a strong data base for proper conclusiois.
•Note
A blank air sanple was analyzed and showed concentrations of chlorobenzene and 1/1,1 -trichloroethane. Subsequently, all 3 air sanples showed chlorobenze and r 1,1,1-trichloroethane. In discussion with th6 EPA laboratory several possibili^es exist to explain this occurrence; contamination during the transport stage, !* contamination from the glass 40 ml vials, oontamination during the laboratory analysis from the thermal disorber or contamination during laboratory holding time. Since one background concentration was higher than a sanple, it was decided to eliminate ^^. conpounds from the air sanple results.
