AMBC President’s Welcome SpeechDear Members of AIBA Boxing Family,As AMBC President, I would like to express my thankfulnesstowards AMBC National Federation Members.Everybody knows we are facing the most difficult times in AIBAHistory, but we are also the ones who have the responsibility toimplement the best and correct decisions looking for the best forAIBA and not following any personal interest.I hope during these days, we are able to look for solutions for theones who are the most important people in our Organization…the boxers and also the Olympic Movement.

It is time to take decisions and it is impossible to make everyonehappy. However, we need to think about the development of oursport, boxers and AIBA by itself.

Since AMBC Office, and during this period, we have tried toimprove and collaborate with all our NFs in a very quick andprofessional way, working all days trying to help the Federations inall their doubts and concerns.

In this period, as AMBC President, we had to face severalproblems with some National Federation which were attackedby the Government Authorities and either their NOC. But, wegave the clear reply that America works more united than ever.

I would like to thank again the support given from the AMBCNFs to my person for the period which could start after theelection and I renew my commitment and my experience inmore four decades in AIBA.

Before finishing, I would like to thank the support to AIBA InterimPresident Mr. Gafur Rahimov, to AIBA Executive Director Mr. TomVirgets and all AIBA Staff in its different Departments.

European Boxing Academy• Our Continent needs to create an Academy in order to host and train our

paramount pillars: Managers, Coaches, R&Js, ITOs.• To be effective, training must be uniform and centralized. Only in this way we

will be able to facilitate the homogeneous boxing culture , management,promotion and also uniform vision and evaluation of the bouts.

• Training must be considered as a strong investment for the futuredevelopment of boxing and therefore must be borne by the Confederations.

• This is why the Confederations should be given more resources from thefunds that AIBA receives from the IOC.

• We have this important opportunity to build the European Boxing Academy inAssisi, Italy, with full cooperation and support of local and national Institutions.

• European Boxing Academy will be opened to all other Continents.

Boxing Management Course• The Boxing Management Course is intended to answer the pressing

need to train new boxing managers, endowing them with the capacitiesto promote the different forms of modern boxing and confront modernday sports challenges.

• This course will be taught by specialized international instructors andaims to impart both a cultural and professional background that will helpthe Continental National Federations to realize their ambitions.

• Keeping in step with the AIBA’s directive and innovations, it is importantto have managers corresponding on the national and internationallevels to cultivate and construct a better grassroots future for our sport.

• Quality managers must be able to develop promotion, communication,organization, new image and presentation of boxing events, launch newStars of the Ring in order to receive more attention by media, sponsorsand boxing fans.

Coach, R&J, ITO Courses• Recovery of the credibility and popularity of Olympic boxing is closely linked to

the development of a more in-depth sports culture and a better preparation ofthe fundamental pillars of our organization. The coaches, referees and judges,ITOs and the ringside doctors are expression of the evolution of the boxingtechnique and the organization of competitions at all levels.

• Training of these figures, especially coaches, is a guarantee to enrich theOlympic boxing of new talents and new Stars of the ring.

• Training of R&Js in order to have a unanimous view of the bout in the ring, willgive correct and homogeneous results.

• ITOs, in addition to receiving technical and organizational training for a betterperformance of the competition, must receive an ethical training in order toeliminate any attempt to manipulate the technical results.

• Training of ring medical specialists has fundamental importance to preventand avoid irreversible injuries and damages that can strongly damage theimage of our sport.

Technical Results – Integrity & B.A.R. System

EUBC wants to protect the results of our athletes in all level boxing competitions.The latest Rio 2016 scandal forced the AIBA Executive Committee on the proposal ofPresident WU to suspend all 36 R&Js present at the Olympic Games.We all voted in favor, but it wasn’t a fair and right choice. Only the true responsiblepeople for manipulating the results had to be eliminated.Not just the R&Js make mistakes. We must hit those who force them to make mistakes.Therefore, we had asked Pat Fiacco, Chairman of the AIBA T & R Commission, to applysince the Youth Olympic Games in Buenos Aires, the B.A.R. system, which is animportant tool in order to protect fare results and a strong deterrent for all thosewishing to create unfair results. The B.A.R. gives the opportunity to review the boutsand assign the right verdict.We had hoped that after Rio 2016 the reintroduction of the protest and the applicationof the B.A.R. would have been a priority. But it was not.We therefore ask the new AIBA President and Executive Committee to include theB.A.R. System in the AIBA Technical Rules.

Educational Boxing PromotionWe want to continue promoting boxing in schools at all levels more effectively.We have already had important feedback from Belarus and England. There areother countries, such as Russia and France, which for years have started theintroduction to juvenile boxing.As a Confederation, we would like to promote initiatives aimed at the training ofSchool Boxing Coaches and at the same time offer school leaders an excellenttool for students’ personality growth, health protection (i.e. prevention ofjuvenile obesity), self-control and self-esteem to fight an alarming phenomenonsuch as bullying.
