Chairman Eastlack 1called the meeting to order at 7: 35pn. The Cllairman asked if anyone wished to make any changes to the minutes of the Novariber 1989 minutes and there being none he ordered them approved.
The members discussed the issue of youth representation on the Board. Steve Presutti and Joseph Anderson have taken measures in an attempt to locate representatives from Belmont and Angelica respectively, though at this time no candjdates are forthcoming.
Chainnan East lack then introduced Mrs. Priscilla Andrews, the NYS Division for Youth Community Program Specialist. Mrs. fu1drews advised that the County Comprehensive Plan had received conditional approval from the State Division. She further reported that final approval may hinge on fortifying sections of the plan that address Youth Advocacy, Community Development, and Coordination/Networking.
Gary Ostrower indicated that while certain suggestions made by the State intended to bolster the county plan are noble, they realistically may not be achievable in Allegany County.
Luanne Cline presented tothe Board a number of administrative materials which the Bureau will be providing the municipalities and contract agencies.
On motion of Steve Presutti, seconded by Joe Anderson, the meeting was adjourned at 9:00pn.

Steve Presutti introduced Michael Gould, a Wellsville resident and a school counselor at Jasper-Trousburg, to present an overview of drug/alcohol use in Allegany and Steuben ColiD.ties and education/prevention/treatment programs currently being implem:mted in Steuben County.
Luanne Cline, Youth Bureau Coordinator, reviewed with the Board the outcane of the survey sent to youth serving professionals.
'lbe issue of Youth Initiatives funding was discussed at length with the Board. Once again, there is $21,000 available to the Cotm.ty to be allocated toward the ftm.ding of programs eligible under Youth Initiatives guidelines.
'lbe Board decided it wished to allocate these funds and on IIDtion of G. Ostrower, seconded by P. Barry and carried unanim:msly, the Board directed the Bureau to solicit applications for new programning, with an anphasis on alcohol/ substance abuse prevention.

Chainnan Eastlack asked if there were any rmdifications that needed to be made to the minutes of the February 1990 meeting and there being none ordered them approved. Thereafter the Board listened to presentations by Mr. Melvin Dye, Aurian I..otter and Robert Bouldin who represented Youth Initiative program applications from Cuba Central School, Crossroads, and Belfast Central School respectively.
The applications form Cuba Central School and Belfast Central School addressed very similar programs that are designed to provide counseling services to at-risk youth in those commmities during the sumner rmnths that school is not in session.
The presentation fr<om Ms. Lotter was a request to provide funding for the "Crossroads" program administered by Wellsville Central School. Each applicant was questioned rather extensively by the Youth Board regarding their respective programs.
Thereafter the Board members discussed the merits of each application and program and made the following rmtions:
On rrotion of G. Ostrower, seconded J. Anderson the board voted unanirmusly to reccmnend funding of the Cuba Central School program at the requested arrount of $1612.00.
On rrotion of P. Barry, seconded by L. Capizzi the board unanirmusly to fund the WellsvillE "Crossroads" program at the requested arrount of $10,000.
On rrotion of P. Barry, seconded by J. Childs, the Board voted 5-1 to recomnend funding of the Belfast Central School program at the requested amount of $3,190.
S. Presutti sent word to L. Cline that he recorrmends Miss Karen Cronk, Belrront, NY be added as a youth liason to the OJunty Youth Board. J. Anderson also recomnends the addition of Ethel Foster, Angelica, NY as a youth liason to the Board. Both ladies will begin to attend Board meetings starting in May, 1990.
L. Cline circulated and reviewed with members 1989 statistical information pulled from the annual reports of Recreation, Service, SDPP, and Youth Initiative programs.
Thereafter the meeting adjourned at 9:25pm.

Chairman Eastlack called the meeting to order at 7:35 p.m.
The minutes of the March meeting were approved as written by motion of L. Capizzi, seconded by J. Anderson. The minutes of the April meeting were approved as written on motion of J. Childs, seconded by L. Capizzi.
L. Cline reviewed with the Board the system the Bureau will implement this summer to monitor all programs.
Thereafter, L. Cline gave the Board a first quarter synopsis of its' Youth Service Programs based on their quarterly reports.
J. Margeson discussed with the Board the need to establish a schedule for sompleting the resource allocation process for 1991.
It was agreed that the Board would meet 4 time over the summer for the purpose of hearing applicant presentations, reviewing applications, for Service, Recreation and SDPP programs and recommending funding levels.
Lastly, the Board discussed the attendance rate of the Board as a whole and agreed that the by-laws of the Board, as they pertain to attendance, be strictly enforced as of June 1, 1990. The clause to be enforced states any member who fails to attend three consecutive meetings without being excused shall be contacted by the secretary and be requested to submit a letter of resignation.

Chairman Eastlack opened the meeting at 7:40 pm.
The minutes of the June, 1990 meeting were approved as written.
Peter Tigh gave the Board a presentation regarding an application by the Cattaraugus/Allegany BOCES for funding of the Environmental Education For Youth Program for 1991.
Kenneth Jordan gave a presentation regarding an application by Gil's Hills, Inc. for funding of a "County Cooperative Youth Club" Program for 1991.
Monica Howard made a presentation to the Board regarding an application for funding, as submitted by the Allegany Area Council on Alcoholism and Substance Abuse, for two programs entitled "Allegany County Kids Camp" and "Intervention Youth Programs"
After the presentations, P. Barry moved to fund Gil's Hills, Inc. in the amount of $18,796. in Special Delinquent Prevention funds. The motion was seconded Ly D. Si~ianni and passed by a vote of 7 aye, 0 no, 1 abstention (R. Eastlack).
Thereafter, P. Barry moved that in the amount of $10,496. and that Council's Youthful Offender/Chemical an amount of $2000. The motion was carried unanimously.

On motion of J. Anderson, seconded by S. Presutti the Youth Board adopted the funding level recommendation as presented by the Youth Bureau wherE!in all municipalities whose requested grant exceed their local allocation be awarded reimbursements monies equal to 43% of their total budgets. Those municipaJities whose request does not exceed their local allo7ation are to be awarded a grant equal to 50% reimbursement of the1r total budget.

L. Cline reviewed with the Board the results of site/fiscal monitoring of the Wellsville, Bolivar and Cuba Recreation Programs. While there were found minor instances of regulatory non-compliance, overall Ms. Cline indicated all three of these programs maintained operation records in a manner exceeding her expectations.

After the presentations concluded, discussion of programs ensued and L. Cline disseminated to the members the Youth Bureau's recommendations for individual program funding. B. Fanton moved that the BOCES Government for Youth Program be funded at $0. for 1991. This motion failed for lack of a second to the motion. After further discussion, B. Fanton moved that the Government for Youth program be funded at the amount of $2000. for the 1991 year. This motion failed to receive a second.
