Clarity User Guide – Submitting a Request for Quotation (RFQ)
June 2018
You must have a User Name and Password to access Clarity

How to Log into Clarity
In the address window of your internet browser, enter the URL (http://research.agrifutures.com.au)
and click Go.
The Clarity Login screen appears. Enter your Username and Password and click Login.
Forgotten your login details?

Your personal overview page will appear. Please verify the information on the screen. If the
information is correct please continue. If not, please email the AgriFutures Australia Helpdesk at
[email protected] to have it updated.

IMPORTANT
Save = saves your work and takes you on to the next step
Save and Return = saves your work and returns you to the list view
Submit for Approval = saves your work and submits your proposal to AgriFutures Australia for
assessment
Cancel = cancels the idea without saving
Completing the Request for Quotation application
To create a Request for Quotation application: under Home, Funding Applications, select
Application Forms
Select New:

The Create Idea page will appear.
At the field box Agreement with Research Agreement please select Agree in order to progress
through the RFQ application.
You will have an opportunity to raise your concerns with the Provider Agreement in the Compliance
with Agreement page once you open the RFQ application.
Please complete the Project Title, Program Goal and Application Type:
Project Title – enter the title of your RFQ proposal – this should be the same as the Project Title listed in the RFQ (a maximum of 80 characters).
Application ID – this field will be generated automatically by Clarity. You should remember your Application ID for future liaison with AgriFutures Australia.
AgriFutures Australia Program and Goal – click on the binoculars. A look up screen will appear.
Please select the AgriFutures Australia Portfolio, Program and Goal that your proposal relates to
– this information will be provided in the RFQ. NOTE: You are only able to select one Program
and Goal.
Application Type – select Request for Quotation (Application in response to a RFQ).

Once you have completed all fields, press Save.
NOTE: You can Save your unfinished proposal at any time. It will appear on your ideas page as a RFQ
with the status of OPEN. To re-access the proposal, click on the title.
AgriFutures Australia advises all applicants to SAVE as you go.
The Request for Quotation General Information page will appear.

The following sub-pages will appear under the Properties tab: General Information, Compliance with
Agreement, RFQ Application Form A, RFQ Application Form B, RFQ Project Tasks, RFQ Budget, and
RFQ Checklist.
There are 6 sections of the RFQ application to be completed.

1. Compliance with Agreement
From the Properties tab, select Compliance with Agreement.
This page will require you to view the AgriFutures Australia Terms and Conditions (included as
Attachment 2 with the RFQ Terms of Reference) and also as a link to the URL, and complete the
following details:
Compliance with Agreement – AgriFutures Australia Agreements have been developed to reflect
AgriFutures Australia’s statutory and other responsibilities in funding projects. AgriFutures Australia
will generally not negotiate substantive amendments to any clauses of the Agreement.
If you accept the terms of the Agreement, please pull down Agree and Save.
If you select Agree subject to non-compliance table and Save, the following sub-page will appear
under Properties.

Please complete the table generated and identify clauses at issue and your reason.
You must enter at least one issue and select Save, to be able to progress through the application.

2. RFQ Application Form A
From the Properties tab, select RFQ Application Form A.
The following page will appear.
Please complete all fields of the application. Your submission will be considered ineligible if you have not satisfactorily populated all the areas of the application. Please Save your work as you complete each field.
Project Objectives – In 250 words or less clearly outline the expected outcomes and major objectives of the project.
Project Summary – In 250 words or less clearly outline the project summary.

Project Method – Describe how you will meet AgriFutures Australia’s requirements as set out in Schedule 1 – Statement of Requirements.
Provider Capability – In 250 words or less describe the capability and experience of the organisation/principal researcher and past track record in research including any previous funded AgriFutures Australia projects.
Nominated Person – In 250 words or less provide details of the principal researcher working on this project.
Other Researchers / Subcontractors – In 250 words or less provide details of all other participants in this project. Include names, telephone numbers, email addresses and organisations.
Once you have completed all of the above fields on the application form click Save.

3. RFQ Application Form B
From the Properties tab, select RFQ Application Form B.
The following page will appear.
Please complete all fields of the application. Your submission will be considered ineligible if you have not satisfactorily populated all the areas of the application.
Please Save your work as you complete each field.
Background Intellectual Property – In 250 words or less, describe any Intellectual Property to be used in this project.
Project Intellectual Property – In 250 words or less, describe the Intellectual Property, if any, that will be produced from this project.

Referees – In 250 words or less, provide details of at least two referees relevant to this Quotation. Referees should have direct working knowledge of the respondent’s capabilities and capacities in relation to similar services. (Name, Position/Company, daytime contact details, email address)
Conflict of Interest – If a real or perceived conflict of interest would exist if the Supplier entered into a contract with AgriFutures Australia for the Services in this Quotation, full details should be included here. (250-word limit)
Additional Attachments – You may upload attachments to supplement your Submission or to provide additional information as requested in the Request for Quotation – Schedule of Requirements (To upload attachments, Save after uploading each individual attachment.)
Once you have completed all of the above fields on the application form press Save.

4. RFQ Project Tasks
From the Properties tab, select RFQ Project Tasks.
Please list the milestone tasks, deliverables, date due and payment you expect.
Select New to create a new milestone row.
Please Save your work as you complete each milestone task.

Press Save and Return to bring up the list view and to add a new milestone.

5. RFQ Budget
From Properties, select RFQ Budget
The Budget page will open
Select a First Year of Funding that is aligned with the due date for your first milestone task.
Complete the budget for each financial year that you are requesting AgriFutures funds. The total
fields will calculate automatically when you Save.
Scroll to the bottom of the Budget page and complete the Budget Breakdown for the funding you
expect to receive from AgriFutures Australia. Each field should be populated with a dollar amount
including 0.00.
Ensure that you Save after this has been completed.

After completing the RFQ Budget page please Save and complete the final checklist before
submission.

6. Complete the RFQ application – RFQ Checklist
From Properties, select RFQ Checklist.
The checklist page will open.
Answer the following questions by ticking the appropriate box.
All sections completed – I have completed the RFQ Application Overview and Proposed Budget
Your organisation’s processes – I have met all of my organisation’s internal approval processes prior to submission of this application
Contact AgriFutures – I have contacted the AgriFutures Contact Officer (to discuss the scope of the project)
Click Save when you are finished.

Saving and Printing a copy of the RFQ proposal
From anywhere within the proposal, access the Actions drop down on the far right of the screen.
Then choose Print Proposal.
Your proposal should now display in a new window. You will be able to save it as a pdf file. If your
Proposal does not display, check your Pop-Up settings in your internet browser. You may see a
yellow bar at the top of your screen – right click on the bar and click Always allow pop-ups from this
site.

Submitting a RFQ proposal to AgriFutures Australia
When you are confident that your proposal is complete (including Compliance with Agreement, RFQ
Application Form A, RFQ Application Form B, RFQ Project Tasks, RFQ, Budget, RFQ Checklist) you are
ready to submit your proposal.
Click the Submit for Approval button at the bottom of the checklist screen, this will send an
automatic notification to AgriFutures that a submission has been made.
NOTE: When you Submit for Approval, you will not be able to make any changes to your RFQ.
You will receive an email notification. Your RFQ submission will be automatically sent to AgriFutures
Australia for assessment.
Please also notify the Research Manager when you have completed your
application.
