Argentina’s Role Shrinks in the World Wheat Export Market Exports Market Share

In the past decade, world wheat consumption has grown by nearly 60 million tons (10 percent) due to growing populations, rising incomes, and changing tastes and preferences (see charts on following page) in the countries of the former Soviet Union, South Asia, and North Africa. Additionally, short crops in the Middle East and North Africa boosted import demand, particularly last year.
Yet, despite the need for more global supplies to meet the growing demand, Argentina’s exports have plunged 80 percent in only 4 years due to falling production and declining exportable surpluses. Acreage historically planted to wheat has shifted to other more profitable crops particularly soybeans. Wheat yields remain relatively low with limited use of costly inputs such as fertilizer and herbicides. But the biggest reason for falling production and smaller exportable surpluses may be the government’s history of unexpectedly imposing export restrictions and taxes on various commodities, including wheat. That not only has created uncertainty for farmers and jeopardized their export sales and profitability, but perhaps also encouraged them to shift to crops less affected by government intervention. Once a major player in the world wheat market, Argentina has been relegated to a minor role as government policies and drought have combined to make the country an unreliable supplier of wheat to the world market.

Rate of Foreign* Wheat Consumption Accelerates While Rice Slows
The average annual rate of change in foreign wheat consumption hasaccelerated from 3.8 to 6.2 MMT, or 65 percent, while that of rice consumption has decelerated from 5.6 to 4.2 MMT, or 25 percent.

PRICES:
Domestic: Prices for all wheat classes fell in June on expectationsof larger supplies with the U.S winter wheat harvest. Hard Red Winter (HRW) dropped $29 to $248/ton, Soft Red Winter (SRW) slipped $20 to $200/ton, Hard Red Spring (HRS) declined $26 to $284/ton, and Soft White (SWW) was down $12 to $224/ton.
TRADE CHANGES IN 2009/2010
Selected Exporters:
• Argentina is slashed 1.5 million tons to 2.5 million, the lowest in 35 years, on reduced crop prospects.
• Canada is cut 500,000 tons to 17.5 million based on lower production and reduced exportable supplies.
• Kazakhstan is raised 500,000 tons to 7.0 million based on larger exportable supplies.
• Russia is up 500,000 tons to 18.5 million on greater production and the relative competitiveness of its wheat.
• Ukraine is boosted 1.0 million tons to 6.0 million on larger crop prospects.

India: Who/What Filled the Vacuum Left by Trade Restrictions?
India, the world’s third largest exporter, began trying to limit non-basmati rice exports in October 2007 and finally banned them in April 2008. This series of policy changes contributed to the panic that caused prices to skyrocket through May of that year. Though their exports dropped nearly 3 million tons in 2008 and are expected to drop an additional million tons in 2009, the panic has largely abated, prices have fallen, and both stocks and consumption in the rest of the world are rising. What is going on?
First, India is an erratic trader, and exports were abnormally high in 2007. Second, competitors Thailand, Vietnam, Pakistan, Burma, and Brazil collectively expanded exports by 1.7 million tons in 2008, much of which went to historically Indian markets in Africa. Exports from these countries have continued in 2009. Third, in a bid to attain self-sufficiency, a number of countries, including Indonesia, Bangladesh, and Brazil increased production, reducing the need for imports, which allowed supplies to go elsewhere. This trend is expected to continue into 2010. Lastly, the export ban was not complete, as some government sales were made to Bangladesh and countries in Africa.
Case Study: West Africa
Though Indian exports to West Africa plummeted by 1.2 million tons in 2008 and are not expected to recover much in 2009, other exporters made up for all but 95,000 tons, an amount covered by larger production. Thailand’s exports grew the most, but Vietnam, Pakistan, and others also boosted their sales. This pattern is expected to continue through 2009, though Thailand’s share is falling. Population growth means supply needs to expand at a faster rate, but the short-term rice situation appears less dire than originally feared when India exited the market last year.

India’s Re-entry Uncertain
It is unclear when India will re-enter the non-basmati market, though reportedly, it could besoon. However, it remains to be seen whether India will regain market share in West Africa andother traditional markets that have found new suppliers or increased their own production. Much will depend on prices and government policies in other exporting countries.
SELECTED TRADE CHANGES FOR 2009 (UNLESS NOTED)
• China’s exports are slashed 500,000 tons to 800,000 as high domestic prices are making exports uncompetitive.
• Burma’s 2009 and 2010 exports are raised to 800,000 tons (from 500,000 tons and 300,000 tons, respectively) on expectations that the current, faster-than-anticipated export pace will continue.
• Thailand’s exports are down 500,000 tons to 8.5 million on delays in the release of government intervention stocks. Imports, on the other hand, are a record 300,000 tonsdue to unusually high border trade with Cambodia.
• Cambodia’s exports are up 400,000 tons to 800,000 on reports of increased cross-border trade, especially with Thailand.
• Pakistan’s exports are cut 400,000 tons to 3.6 million based on slower-than-expected shipments.
• Vietnam’s exports are up 300,000 tons to 5.5 million on higher export pace-to-date,fueled by sales to the Philippines.
• United States’ exports increased 100,000 tons in 2009 to 3.2 million and 50,000 tons in 2010 to 3.15 million on expectations that the current heightened pace will continue, especially for medium grain.
• Philippines’ 2010 imports are raised 650,000 tons to 2.4 million on expectations thatelection spending will spur demand. In addition, slightly lower production will necessitate greater imports.
• Brazil’s imports are down 145,000 tons to 470,000 due to near-record domestic supplies.

COARSE GRAINS: WORLD MARKETS AND TRADE
PRICES:
U.S. corn and sorghum export prices averaged $180 and $184 per ton, respectively, in June, nearly unchanged from May. However, since the release of the NASS June 30 Acreage Report, prices have steadily dropped to $160 and $152 respectively. The June Acreage Report indicates that farmers have planted the second-largest corn crop since 1946. Good crop weather, a firm dollar, and weak commodity markets continue to pressure prices.
TRADE CHANGES IN 2009/10
Selected Exporters
• U.S. corn is boosted 1.0 million tons to 50.0 million because of less competition from Brazil.
• Brazilian corn is cut 500,000 tons to 9.5 million with lowered prospects for winter corn (which is largely exported).
• Ukrainian corn is up 500,000 tons for the second month in a row (to 3.5 million), while Russia is halved to 500,000 tons on reduced crop prospects.
TRADE CHANGES IN 2008/09
Selected Exporters
• U.S. corn is boosted 1.0 million tons to 45.5 million because of a recent pick-up in salesand shipments.
• Ukrainian corn is raised 300,000 tons to a record 5.5 million based on strong demand and trade data.
• Russian barley is increased 500,000 tons to a record 3.3 million on stronger-than-expected June shipments, particularly to Saudi Arabia.
• U.S. sorghum is up 200,000 tons to 3.5 million on export commitments to Mexico.
Selected Importers
• Venezuelan corn is up 200,000 tons to 1.0 million based on the pace of recent sales and shipments. (Imports for 2009/10 are also boosted by 200,000 tons.)

Local Marketing Years (LMY): LMY refers to the 12-month period following the main harvest, when the crop is marketed (i.e., consumed, traded, or stored). The year first listed begins a country's LMY for that commodity (2008/09 starts in 2008); except for summer grains incertain Southern Hemisphere countries and for rice in selected countries, where the second year begins the LMY (2008/09 starts in 2009). Stocks: Unless otherwise stated, stock data are based on an aggregate of differing local marketing years and should not be construed as representing world stock levels at a fixed point in time.
Consumption: World totals for consumption reflect total utilization, including food, seed, industrial, feed, and waste; as well as differences in local marketing year imports and local marketing year exports. Consumption statistics for regions and individual countries, however, reflect food, seed, industrial, feed, and waste only.
Trade: All PSD tables are balanced on the different local marketing years. All trade tables contain Trade Year (TY) data which puts all countries on a uniform, 12-month period for analytical comparisons: wheat is July/June; coarse grains, corn, barley, sorghum, oats, and rye are Oct/Sept; and rice is calendar year.
EU Consolidation: The trade figures starting from 1999/00 represent EU-27 and exclude all intra-trade. For the years 1960/61 through 1998/99, figures are the EU-15 and also exclude all intra-trade. EU-15 member states' data for grains are no longer maintained in the official USDA database. Data for the individual NMS-10, plus Bulgaria and Romania, exists only prior to 1999/00.
Statistics: (1) Wheat trade statistics include wheat, flour, and selected pasta products on a grain equivalent basis. (2) Rice trade statistics include rough, brown, milled, and broken on a milled

equivalent basis. (3) Coarse grains statistics include corn, barley, sorghum, oats, rye, millet, and mixed grains but exclude trade in barley malt, millet, and mixed grains.
Unaccounted: This term includes grain in transit, reporting discrepancies in some countries, and trade to countries outside the USDA database.
