This AGMA ICT Strategy aims to support existing core public sector goals, set in local community strategies, The Greater Manchester Strategy, Digital Britain, the Operational Efficiency programme, the Government ICT Strategy and more recently the Public Services Reform strategy by:

• Improving public sector transformation and service delivery• Improving access to public services, and• Increasing the efficiency of public service delivery.

Each AGMA public sector organisation has its own business strategy to deliver specific services and commitments. The AGMA ICT Strategy will provide a standardised, flexible and efficient ICT infrastructure to enable delivery of these individual business objectives. It will provide public servants with the confidence that they can deliver their objectives effectively and securely in a sustainable manner. Above all, it will reduce inefficiency, replication of systems and duplication of effort across the region.

The strategy addresses these through focusing on:• A common technology infrastructure• Common standards, and • Common capabilities.

Scope

• For the ICT Platform and Infrastructure work stream collaboration to be a prominent ‘enabler’ for Business Function service improvement, collaboration, process standardisation and the integration of cross-authority data and transactions, resulting in significant business function efficiency savings for all front line or back office departments and functions.

• To identify good practice in all areas of ICT ‘operational’ delivery and technology transformation across all business areas and across all the AGMA organisations, and evaluate opportunities for developing new joint/shared/clustered ICT service delivery models.

• Rationalising ICT teams in specialist areas, especially around software development, Infrastructure management, Information security management, Service Desk and strategy.

• Aligning contracts and conducting joint procurements to reduce line of business applications from multiple separate instances to single solutions.

• Using shared network infrastructures across the wider geography as well as across communications channels (voice, video and data).

• Exploiting existing assets and building upon current work to migrate towards a AGMA cloud-based single operating model for some services.

• Rationalising data centres down to 3 or 4 across the region.• Removing duplicate data and information storage capacity,

and standardising on a single virtualised common infrastructure.

It is envisaged that a collaborative approach could deliver savings illustrated right, a target of between 5 and 10% (depending on the delivery options chosen) which would equate to £3.435 – 6.87m within 2012/13.

The wider and more strategic ‘business function’ change (including the partner members of GMITM) would take longer to implement and this would result in delivery of savings being weighted more towards 20% to 30% and delivered between years two and five.

ICT Progress to DateAGMA ICT Strategy & approach had universal approval and sign-in to operating models and bundles

Authority ‘Delivery Clusters’ defined and agreed around Unification, Shared Operating model or an Outsourcing solution. Shared network & Data Centre Infrastructure agreed between cluster groups, and an accepted model for a ‘GM Cloud’ ICT service.

A business case for a single converged network established – Bundle 1 Establishes a roadmap to an AGMA Public Sector Network.

A business applications strategic approach established – Bundle 4 Evaluating Adult Services Opportunities – Workshop January 2012. (Personalisation & links with Health) Evaluating Children Services Opportunities. Evaluating Planning Services (IDOX & Limehouse),  and Revenue & Benefits (Universal Credit) Opportunities. Evaluating the possible expansion of the Switch project – HR & Payroll. Evaluating Shared SAP support and Infrastructure opportunities.

Procurement Introduced AGMA wide governance around all ICT Procurement. Establishing a business case for a single Hardware ‘PC/end user device’ e-auction. Evaluating mobile contracts, print services, electronic document record management, telecommunications and Espresso (Schools
