    stressed the need for strong co-operation among DA family offi-

    cials and staff to regain the

    countrys grandeur through agri-

    cultural modernization.

    needs of the agriculture stake-holders, by mingling directly with

    farmers and fishers to listen and

    feel their respective concerns.

    His first marching order to allDA family officials and staff is for

    everyone to work conscien-

    tiously to give back to the Fili-

    pino people the trust they be-

    stowed on President Noynoy

    Aquino as well as the other lead-ers of the country.

    He said he will prioritize fine-

    tuning the Department so it

    could truly uplift the rural sector

    from poverty through sustained

    agriculture development and

    modernization.

    Wiping off retrenchment or

    displacement, he comforted the

    DA employees, by saying:

    doon ko po kayo dadalhin.

    However, he warned DA offi-

    cials and staff not to submit tohim incorrect reports and errone-

    ous data, as he personally knows

    Ibig niyang sabihin, gamitinang pagkakataong ito, kungsaan napakalaki ng tiwala at

    suportang tinatamasa niPangulong Noynoy, upangmagpatupad ng mgakinakailangang pagbabago samga programa at patakaransa sektor ng sakahan atpangisdaan.

    Ngunit sa likod ng pagigingsimple at mapagbiro, seryososi Sec. Procy sa kanyangbagong katungkulan.

    Sa kasalukuyan, angpinakamalaking layunin niya ayang pagkamit ng sapat naproduksyon ng palay at suplayng bigas sa bansa sa taong2013.

    Aniya, makakamit ang targetna ito kung mapapalawig angtaniman ng palay, o expansionng rainfed areas, uplands atmarshlands.

    Pag-iigihin din angpagkukumpuni ng mgairigasyon, pagbibigay ngmakabagong binhi (certified athybrid rice seeds) kabilang naang mga fancy varieties,pagsasa-ayos at pagtatayo ngkaukulang imprastraktura atpagbibigay ng ayuda sa mgamagsasaka at mangingisda.

    Mga bundok itong masasabina kailangang akyatin atlagpasan ni Sec. Procy.

    Pero mukhang nakahanap nang katapat ang mga suliraningito.

    Tulad ng paalala niya sa atingmga kawani: Ako po ay sanaysa field. Huwag po sanangmagsa-submit ng mga report nawalang katotohanan, sapagkatpersonally po umaahon po anginyong lingkod kahit sa bundok.

    Mataas ang inaasahan sabagong administrasyon.

    kadahilanang nakita po niya sainyong abang lingkod na nasapuso po natin na makakatulongtayo sa kasalukuyangadministrasyon paramaramdaman ang pagbabago sabuhay ng ating mga mangingsdaat magsasaka.

    Hindi nga po naming kaya itonggawin kung kami lamang anggagawa ngunit angdepartamento po ay malaki angmaitutulong kapag ang bawat isaay magbibigay ng tamangkoopersayon.

    Ako po ay taong hindimapagpaniwala sa sabi-sabi.Kaya yun pong mga ilang tao namay sinasabi sa akin na ganitopo ng nakaraan, wag na po kayomag-aksaya ng ganung salita.

    At alam ko din po na kayo poay mas maalam sa akin. Kayo poang mas nakakaalam ng mgadetalye kaya pagsama-samahinnatin ito para sa ganun sa lalongmadaling panahon,maisakatuparan po natin angpinapangarap po ng atingPangulo at ng buong bansa naibalik po natin ang ating bansa sakagalingan sa pamamagitan pong agrilkutura.

    Sa inyo pong lahat, maramingmaraming salamat po.

    Countryside Development Czars.Agriculture Secretary ProcesoAlcala (center) joins hand with Agrarian Reform Secretary Virgiliodelos Reyes (left) and Environment Secretary Ramon Paje as theycommit to synchronize and further strengthen their respective agen-cies efforts under the National Convergence Initiative (NCI) toprovide continued support, faster and more effective services forthe benefit of small farmers, fisherfolk, agrarian reform benefi-

    ciaries, uplanders and indigenous peoples, and other ruralfolk.Under their watch, NCI will activate the Local Convergence Ini-

    tiative working groups that will focus on developing ridge-to-reeflocal agribusiness zones.

    Secretary Alcala receives promotional materials from former DAchief William Dar, who is currently director-general of the Inter-national Crops Research Institute for the Semi-Arid Tropics(ICRISAT), at a courtesy call . Dar congratulated Sec. Alcala and

    offered support to pursue the agricultural thrusts and programunder President Noynoy Aquinos administration. In particular,

    he cited possible cooperation between the DA and ICRISAT tofurther develop and make productive rainfed and upland areaswhere most of the poorest Filipino families reside. Joining them

    the agricultural landscape, and

    feels the pulse and concerns of

    farmers, fishers and ruralfolk.

    The simple turn-over ceremony

    formed part of the regular Mon-

    day flag ceremony at the DA cen-

    tral office, but this time it was at-

    tended by almost all DA regional

    directors, and head of bureaus

    and attached agecnies and cor-

    porations.

    He was formally introduced to

    them during his first command

    conference or the DA national

    management committee

    (ManCom), at the adjacent DA-BSWM convention hall, where

    each of the DA regional directors

    briefed him on their respective

    accomplishments and major con-

    cerns.

    Before the ManCom meeting,Sec. Alcala also held his first

    press con or media briefing,sharing his initial thoughts or

    agenda on major agriculture con-

    cerns such as aiming for rice self-

    sufficiency by 2013.Below are some of the high-

    lights during the presscon:

    On attaining rice self-suffi-

    ciency by 2013 - he said within

    the next three years, the DA will

    continuously deliver appropriate

    technical, infrastructure, market-

    ing, credit and policy support, in

    a sustained and timely manner;

    use of hybrid and inbred variet-

    ies will be pushed, as well as

    the clustering of rice program

    areas, involving farmers coop-

    eratives and irrigators associa-

    tions; new rice areas will be

    explored to include idle farm-

    lands, uplands and large tracts

    of marshlands, particularly in

    Mindanao; farmers in these ar-

    eas will be given technical train-

    ing, appropriate upland, saline-

    tolerant or flood-tolerant rice

    seed varieties, including fancy

    varieties, if applicable; rice seed

    producers will be provided withneeded support;

    On palay procurement by

    the National Food Authority - he

    asked the agency to submit to

    him an inventory that will serve

    as a take-off point to review saidparticular intervention;

    On palay prices - he saidfarmers should be paid fairly for

    their hard work so they will be

    persuaded to continue to plant

    and expand rice production;and vital postharvest facilities

    such as dryers and buying sta-

    tions should be established in

    strategic areas nationwide;

    On NFA restructuring - a

    massive overhaul of policies

    to make the agency more finan-

    cially stable and responsive to

    farmers and peoples needs will

    be pursued;

    On sugar imports - he will

    discuss the proposal with indus

    try stakeholders and the solu-

    tions thereto, before deciding

    whether to push through with it;

    On tight sugar supply - this

    was caused by lower-than-ex-

    pected sugarcane productionfor the current crop year 2009-

    2010 due to the adverse effects

    of the just-concluded El Nio

    phenomenon;

    On dole-outs - he said the

    DA will veer away from provid-

    ing them;

    The DA will establish a con-

    tact and feedback mechanism,

    wherein the general public and

    mediapersons could relay their

    questions and concerns on ma-

    jor issues and DA policies/pro-

    grams; All appointments within DA,

    bureaus and attached agencies,

    are being reviewed;

    On land conversion and land

    utilization, the DA will establish

    a computerized land use map as

    tool to aid Filipino and foreign

    investors make informed deci-

    sions in identifying available and

    idle land resources for agricul-

    ture and fishery production, food

    processing and other

    agribusiness enterprises, as

    well as agri-tourism ventures; The DA will support and pur

    sue the creation of agro-indus-

    trial estates that will create rural

    jobs and provide income oppor-

    tunities to host communities.

    Revenues generated by said

    estates should be used by LGUs

    to preferably to finance the agri-

    cultural development and mod-

    ernization projects;

    On extension and education

    of farmers and fishers - the Lo-cal Government Code should bereviewed, as some LGUs havediffering priorities, and agricul-tural development and modern-ization is not always on top oftheir agenda. In fact, he said hisson, Rep. Irvin Alcala (2nd Dis-trict, Quezon) will file a bill this15th Congress that aims to bringback extension workers underthe care of the DA;

    The DA will continue to fundthe construction of farm-to-mar-ket roads (FMRs), but will estab-lish a system to check the effi-

    cient use of funds and other re-sources;

    On biofuels program, the DAwill pursue a balancing act be-tween food and biofuel produc-tion using crops such as corn,

    sugarcane, coconut, sweet sor-ghum and other biofuel feed-stocks; and

    While he promotes organicagriculture, traditional farmingand organic farming will receive

    equal support in terms of fund-ing and promotion.
