8. FINANCIAL MATTERS

Mr. Tackett has been working with the coaches and sponsors of the sports and cheerleaders who will be working with the new safety coaches that the Board added to the 2017/18 budget. Mr. Odom is recommending that a fourth safety coach be added to the 2017/18 General Purpose School Budget in order to handle the scheduling needs that we are seeing. With three safety coaches we will not be able to

adequately cover the various sports and cheerleading due to the varying and overlapping schedules of these activities. Mr. Sandvig thinks that we will cover this additional 17% supplements within our approved budget.

Recommended Approval --- motion to add a fourth safety coach to the 2017/18 General Purpose School Budget in order to handle the scheduling needs that we are seeing due to the varying and overlapping schedules of these activities.

9. FACILITIES (TAB 2)

Construction Contract for Rockvale High School

The bids for the construction contract for Rockvale High School were opened on June 1, 2017. The low bidder was Barton-Malow Co. with a bid of $63,284,000. Mr. Clardy plans to accept at least $500,000 of the value engineering suggestions that were presented on June 6, 2017. Therefore, staff recommend that the construction contract for Rockvale High School be awarded to Barton-Malow Co., the low bidder, in an amount of $62,784,000, contingent upon funding approval by the Rutherford County Commission which will meet next on June 27, 2017.

10. TRANSPORTATION (TAB 3)

Pursuant to Policy 1-41 Bus Contract award procedures, the potential contractor lists for the 2017-2018 school year are presented. These two lists (first priority list is regular bus drivers; second priority list is those contractors who currently own one or more contracts) are for approval in order to facilitate the awarding of new bus contracts on a timely basis for the beginning of the new school year and thereafter as contracts are turned into the Transportation Department throughout the year.

Recommend Approval --- motion to approve the potential first and second priority lists for the 2017-2018 school year as presented.

The Board Chairman called the meeting to order at 5:00 P.M. Terry Hodge led the Pledge of Allegiance.

2. MOMENT OF SILENCE

The Board Chairman called for a moment of silence and asked that we remember the following families: Jeanette Egly and family in the loss of her mother, Norman Jean Wiese. Mrs. Egly works in our Accounting Department. Our Board Member, Terry Hodge and his wife Linda, in the loss of Linda’s mom, Martha Drew Leming. Mrs. Hodge is the secretary at Oakland High School. Cary Holman and family in the loss of his dad, James Elliott. Mr. Holman is the LaVergne Middle School principle.

8. FINANCIAL MATTERS

A 2017-2018 Centralized Cafeteria Budget, Fund 143

The motion to approve the 2017-2018 Centralized Cafeteria Fund Budget needs to be amended to reflect $19,367,000 in estimated revenues and $20,080,425 in expenditures with $713,425 coming from this fund’s fund balance in order to balance the budget. This is in line with our practice in this fund. We typically have an excess balance which must be used to support this program.

Motion made by Mr. Hodge, seconded by Mr. Estes, to amend the 2017-2018 Centralized Cafeteria Budget, Fund 143, with revenues of $19,367,000, expenditures of $20,080,425, using $713,425 from Restricted for Non-Instructional Programs, Account 34570 as presented.

B. Property Tax Change for 2017-2018 General Purpose School Budget

The County Commission’s Budget Committee voted on May 24, 2017 to move one penny of property tax from the GPS budget to the debt service budget. This is a reduction of $574,939 in revenue. We will now be using $7,440,471 from unassigned ending fund balance to balance the GPS budget.

Staff proposes to change Rutherford County School System’s Differentiated (Alternative) Pay Plan for 2017-2018 and make our grandfathered EDS and Doctorate degrees available for Central Office administrators who are specialists and supervisors. This change will help us attract knowledgeable and skilled individuals who will supervise educational programs and provide professional development for classroom teachers.

Motion made by Mr. Blair, seconded by Mrs. Moore, to change the Rutherford County School System’s Differentiated (Alternative) Pay Plan and open our grandfathered EDS and Doctorate degrees to Central Office administrators who are specialists and supervisors in the 2017-2018 school year.

9. AMENDMENT TO BUS CONTRACT In the recent legislative session, the State legislature adopted a new law pertaining to buses which, among other things, requires the school system to provide a policy or procedure for the collection and maintenance of bus maintenance and inspections records. Board attorney Jeff Reed has amended the Bus Contract which was previously approved for the 2017/18 – 2020/21 school years to add language requiring bus contractors to provide maintenance records on their bus(es) within 24 hours upon request by the school system. Motion made by Mr. Hodge, seconded by Mr. Estes, to approve adding the additional section requiring bus contractors to provide maintenance records on their buses as provided in the revised contract as presented. 10. STUDENT DISCIPLINE APPEAL

The Board has been requested to review the May 25, 2017 decision of the Disciplinary Hearing Authority (DHA) to uphold the expulsion of a student from

Smyrna Middle School. The student was expelled for one calendar year under the Board’s zero tolerance policy for having possession of a weapon on campus. This review is pursuant to the provisions of Policy 6.317. Motion made by Mr. Estes, seconded by Mr. Blair, to affirm the decision of the DHA (Disciplinary Hearing Authority).

1. CALL TO ORDER

The Board Chairman called the meeting to order at 5:00 P.M. Several members of the Boy Scouts of America led the Pledge of Allegiance.

2. UPDATE FROM TYRA PILGRIM

Tyra Pilgrim gave a summary of a Washington trip and TN Pathways recognition.

3. 2016/17 BUDGET AMENDMENTS

General Purpose School Fund – Fund 141

There are four final cleanup amendments for the General Purpose School Fund, Fund 141.

#1 – Non-Labor Expenditures within Major Function

This amendment reallocates a total of $1,096,009 in non-labor and non-benefit budget lines to other budget lines within major functions. No new dollars are being added to any of these functions; we are just moving already budgeted funds. These expenditures are 1.8% of the total General Purpose School budget for non-labor and non-benefit expenditures. The big changes are reallocating $230,000 in the Technology budget, function 72250, $255,000 in the Operation of Plant, function

72610, $268,000 in the Maintenance budget, function 72620, and $100,000 Transportation budget, function 72710. #2 – Non-Labor Expenditures crossing Major Functions This amendment reallocates a total of $46,975 in non-labor and non-benefit budget lines that do cross from one major function to another. No new dollars are being added to the budget; we are just moving already budgeted funds.

#3 – Final Staff Adjustments

This amendment reallocates $100,046 in already budgeted pay and $15,296 in related payroll benefits for a total of $115,342 to other pay and benefit lines in the budget. These changes are due to vacation payouts, maternity leaves, and staff changes. Motion made by Mr. Hodge, seconded by Mr. Estes, to amend the 2016/17 General Purpose School budget for the following as presented:

A total of $1,096,009 in non-labor and non-benefit budget lines to other budget lines within major functions.

A total of $46,975 in non-labor and non-benefit budget lines that do cross from one major function to another.

#4 – 2016/17 Revenues

2016/17 has been another year of strong growth in local revenues, and our BEP growth funds should exceed $2,147,610. The School Board will be transferring $8,138,185 in 2016/17 revenues to the school building program fund as part of this amendment.

The amendment also budgets an additional $561,336 in revenues and related expenditures for a total of $8,699,521 in revenues. The additional expenditures are $200,000 for legal fees related to Special Education, $250,000 for additional Trustee’s Commission, $45,000 for other student services, and other increases in expenditures that correspond to specific donations.

$3,705,315 is still left in the School Building Program Fund of the $11,000,000 from the General Purpose School unassigned fund balance that was transferred in July 2016. The School Board requests that the County Commission use this new transfer of $8,138,185 and the remaining $3,705,315 in order to internally fund the shortfall for the Rockvale High School construction contract.

The Technology Department is requesting approval for professional services with Dell to address current technology infrastructure needs. These services will include:

Assessment of our current technology infrastructure A scalable design to support the growth of students, faculty/staff, and devices An implementation of the design Installation and configuration of Microsoft System Center Configuration

These services will allow the Technology Department to maintain and support the continued demands placed on our technology infrastructure due to growth.

The cost of the professional services with Dell is $89,500 to be purchased through the Tennessee State Contract.

A. Parent Christina Taylor requests a zone exemption for her child to attend Stewarts Creek Middle School instead of Blackman Middle School. The request has been denied previously because Stewarts Creek is at-capacity and cannot accept exemptions pursuant to School Board policy.

Motion made by Mr. Holladay, seconded by Mr. Blair, to uphold the decision of Director of Schools Don Odom to deny the zone exemption request. Motion approved by all via roll call vote.

B. Parent Shauntae Sherril requests a zone exemption for her child to attend

Riverdale High School instead of Blackman High School. The request has been denied previously because the Blackman principal recommended against the exemption for athletic concerns. The student is a multi-sport athlete.

Motion made by Mr. Blair, seconded by Mr. Estes, to uphold the decision of Director of Schools Don Odom to deny the zone exemption request. Motion approved by all via roll call vote.

C. Parents Allen and Lisa Swader request a zone exemption for their child to attend Oakland High School instead of Siegel High School. The request has been denied previously because Oakland is at-capacity and cannot accept exemptions pursuant to School Board policy.

D. Communications Coordinator James Evans advised that the Swader family had decided to withdraw their request for a zone exemption appeal before the Board. No further action was needed because the exemption request had been canceled.

E. Parent Joyceann Smith requests an exemption for her child to attend Thurman Francis Arts Academy (traditional program) instead of Roy Waldron Elementary School. The request has been denied previously because the Thurman Francis principal reports space is unavailable in the requested grade (5th) for out-of-zone students.

Motion made by Mr. Blair, seconded by Ms. Moore, to uphold the decision of Director of Schools Don Odom to deny the zone exemption request. Motion approved by all via roll call vote. Mr. Evans did advise the parent that an exemption could be approved for John Colemon Elementary School, which does have available space and has pick-up service available by the Boys and Girls Club. The parent agreed to the exemption to John Colemon and Mr. Evans stated he would send an approval letter to the parent and the principals.

F. Parents Michael & Kimberly Johnston request a zone exemption for their child to attend Stewarts Creek Middle School instead of Blackman Middle School. The request has been denied previously because Stewarts Creek is at-capacity and cannot accept exemptions pursuant to School Board policy.

Motion made by Ms. Moore, seconded by Mr. Estes, to overturn the decision of Director of Schools Don Odom to deny the zone exemption request. Motion approved by all via roll call vote. The student will be allowed to attend Stewarts Creek Middle School for her eighth-grade year beginning in August 2018, and the parent will receive an approval letter for registration. Mr. Evans gave the Board a verbal summary report of the zone exemption applications that have been processed for the 2017-2018 school year.

Contract with STARS Nashville  

Contract  with  STARS  Nashville  for  student  assistance  counselors  assigned  to  LaVergne  High School  (5 days), Oakland High School  (5 days), Oakland Middle School  (2 days), and Riverdale High  School  (4  days)  funded  through United Way  and  Tennessee  Prevention Network,  at  no cost  to  the  school  district.  STARS  counselors  provide  intervention  and  prevention  counseling services with a focus on improving school climate and increasing graduation rates. Funding was available  to  increase Oakland High School  to 5 days and Riverdale High School  to 4 days  this year. 

Transportation Pursuant to Section 16.1 of the Rutherford County Board of Education Bus Contract, the Transportation Department has received a letter dated June 12, 2017 from B&B Transportation – Joe Bond, contractor of Bus #232, requesting voluntary termination of his contract with the Board. The Transportation Department is prepared to offer this contract to the next available person on the appropriate priority list.
