DEAR MEMBERS OF OUR FIFA FAMILY,DEAR DELEGATES,

In accordance with the relevant provisions of the FIFA Statutes, I am pleased to present you with the agenda for the 58th FIFA Congress in Sydney on 29 and 30 May 2008.

As you will see, in addition to the items prescribed in the Statutes and the proposed amendments to the Statutes and Regulations Governing the Application of the Statutes, various sports political matters are also on the agenda for deliberation and decision. These matters include the protection of national teams through the 6 + 5 rule and the ratification of the WADA Code following the letter of intent that FIFA and WADA signed in January. You will also find a report on the implementation of the decisions passed at the 2007 Congress.

I look forward to productive deliberations in Sydney.

13.1.1 Revised and new Standing Committees

Explanation:The names of the Standing Committees listed in the FIFA Statutes no longer refl ect reality, as the committee names have changed and the new titles are already in use. The Executive Committee has therefore taken the opportunity to bring the names in the Statutes up to date. It should be noted that the proposed amendments will not alter the current situation but merely bring the Statutes into line with the existing Standing Committee names.

The Organising Committee for the FIFA U-20 World Cup shall organise the FIFA U-20 World Cup in compliance with the provisions of the regulations applicable to this competition, the List of Requirements and the Organising Association Agreement.

42 Futsal Committee

The Futsal Committee shall organise the FIFA Futsal World Championship in compliance with the regulations for the competition, the List of Requirements and the Organising Association Agreement and draw up the Futsal Laws of the Game and deal with general issues relating to futsal.

43 Organising Committee for the FIFA Club World Championship

The Organising Committee for the FIFA Club World Championship shall organise the FIFA Club World Championship in compliance with the provisions of the regulations applicable to this competition, the List of Requirements and the Organising Association Agreement.

46 Sports Medical Committee

The Sports Medical Committee shall deal with all medical aspects of football.

43 Organising Committee for the FIFA U-20 and U-17 Womens World Cups

The Organising Committee for the FIFA U-20 and U-17 Womens World Cups shall organise the FIFA U-20 and U-17 Womens World Cups in compliance with the provisions of the regulations applicable to each competition, the Lists of Requirements and the Organising Association Agreements.

44 Futsal and Beach Soccer Committee

The Futsal and Beach Soccer Committee shall organise the FIFA Futsal World Cup and the FIFA Beach Soccer World Cup in compliance with the provisions of the regulations applicable to each competition, the Lists of Requirements and the Organising Association Agreements, draw up the Futsal Laws of the Game and the Beach Soccer Laws of the Game and deal with general issues relating to futsal and beach soccer.

45 Committee for Club Football

The Committee for Club Football shall organise the FIFA Club World Cup in compliance with the provisions of the regulations applicable to this competition, the List of Requirements and the Organising Association Agreement and also deal with issues relating to the interests of club football worldwide.

48 Medical Committee

The Medical Committee shall deal with all medical aspects of football.

13.2 REGULATIONS GOVERNING THE APPLICATION OF THE STATUTES

13.2.1 Eligibility to play for representative teams

Current text

15 Principle

1 Any person holding the nationality of a country is eligible to play for the representative teams of the Association of that country. The Executive Committee shall decide on the conditions of eligibility for any Player who has not played international football in accordance with par. 2 below, and either acquires a new nationality or is eligible to play for the teams of more than one Association due to his nationality.

2 With the exception of the cond
