MACDONNELL COUNCIL CODE OF CONDUCT

ITEM NUMBER 4.1 TITLE MacDonnell Council Code of Conduct RECOMMENDATION:

That the Papunya Local Authority note the Council Code of Conduct. SUMMARY: This report contains all of the details about the MacDonnell Council Code of Conduct BACKGROUND MacDonnell Regional Council Code of Conduct

1 Interests of the Council and Community come first

A member must act in the best interests of the community, its outstations and the Council.

2 Honesty A member must be honest and act the right way (with integrity) when performing official duties.

3 Taking care A member must be careful to make good decisions (diligence), and must not be under the influence of alcohol or illegal drugs, when performing official duties.

4 Politeness/Courtesy A member must be polite to other members, council staff, electors and members of the public.

5 Conduct towards council staff A member must not direct, reprimand, or interfere in the management of council staff.

6 Respect for culture A member must respect different cultures, families and language groups (cultural diversity) and not be unfair towards others, or the opinions of others, because of their background.

7 Conflict of interest A member must, if possible, avoid conflict of interest between the member's private interests (other job, business etc.) and duties. Where a conflict exists, the member must inform the Council or Local Authority and not take part in the discussion or vote

7 Accountable A member must be able to show that they have made good decisions for the community.

8 Respect for private business

A member must not share private (confidential) information that they heard as a member outside of meetings. A member must not make improper use of confidential information to gain a benefit or to cause harm to another.

ISSUES/OPTIONS/CONSEQUENCES A Code of Conduct helps Councils remain strong and focussed, and ensures all Councillors, staff and Local Authority Members are following the same rules. When Councils do not have a strong Code of Conduct they leave themselves open to negative external influences (such as pressure from certain groups or individuals) and do not appear to be serving the best needs of their residents.

That the Papunya Local Authority note and declare any conflict of interests. SUMMARY:

This report contains all of the details about the MacDonnell Council Local Authority Conflict of Interest Procedure.

What to disclose Details of relevant particulars to be disclosed on both the Councillor and Council Employee Register of Interests can relate to any or all of the following;

1. For a corporation or organisation of which a Councillor or relevant employee is an officer

AUTHOR Jerry Pena, Council Service Coordinator RECOMMENDATION: That the Local Authority note and accept the Service Delivery Report. EXECUTIVE SUMMARY: This report is a summary of achievements relating to Key Council Service Delivery standards and guidelines in Papunya and documents any other relevant issues. BACKGROUND Staffing update

• There are 2 positions vacant in the civil works team. • Joe Rawson has been working as ESO while recruitment of new ESO that will start on the 28 of October 2016

Local Government Services Update Cemetery Management

• No funeral during this reporting period • Action plan is proposed to clean and remove over grown plants and trees from

cemetery. Companion Animal Welfare Control

• Vet has not made visit to community during this period. Scheduled for November time frame

Local Road Maintenance

• Local works team have identified the pot holes and started filling already using 2 tons of material to repair roads, Plans to improve road ways is being finalized and will be a ongoing project until completion.

• Materials are on community for the local teams to start the repair works Maintenance of Parks and Open Spaces

• Rubbish pickup’s are done weekly around parks • And open spaces by our Civil Team and also with the help of CDP. • Clean up of grass and the trees done around the old Land rover • Colour bond fence at back of park has been erected • New fence around football oval (MRC Ngurratjuta- CDP)

Outstation MES Services

• Rubbish has been picked up each week from the closer outstations. • Joe Rawson and one civil work have poison and dug up the weeds around some of the

bore compounds. • A new lot of funding is being sort after for the homelands extra programme to

continue outstation housing upgrades • All outstation Genset have had services done

Waste Management • Rubbish is picked up twice a week and new proposed resident rubbish removal

program will be implemented by place a box trailer in the yards to have residents remove all unwanted items from their yards.

AUTHOR Rohan Marks, Director Community Services RECOMMENDATION: That the Local Authority Note and accept the Community Services report. EXECUTIVE SUMMARY: This report provides an update on Community Service program delivery. BACKGROUND/DISCUSSION CHILDREN’S SERVICES Service Delivery:

• The Early Learning Program was fully delivered. • The Outside School Hours Program was closed on 3 days during September due to

staffing, and 1 day due to a funeral. Service Engagement:

• Early Learning: 4 children attending each day (on average) • Outside School Hours Care: 8 children attending each day (on average)

Other Updates:

• Launch of MacKids was well attended by families, community members and local stakeholders.

• The Service has been working with the Health Clinic to have dental and ear checks carried out in the centre..

COMMUNITY SAFETY Service Delivery

• Service disruptions due to staffing. Recruitment has now been finalised to fill vacancies.

Service Engagement

• Papunya Night Patrol assisted 289 people this reporting period; o 166 Men and 123 Women were assisted o 105 School Aged Children returned to family o 7 school aged children refused Night Patrol transport.

Other Updates

• Papunya Night Patrol vehicle will have a satellite tracking device fitted in the next week. This increase the safety of works and provides greater accountability for service delivery.

• Services were limited to hamper on the 10th October due to staffing. • Home Care (high care) clients: 5 • Home Support (low care clients): 14 • Disability Support clients: 4 • Visitors (low care): 2 • 5 people have recently enquired about receiving services from Home Care and are

currently going through the intake process. Other Updates

Other Updates

• Over the last 2 months Papunya youth have competed in the Women’s Regional Basketball Competition, travelling to games in Mount Liebig, Kintore, and hosting games in Papunya. The teams are travelling to Hermannsburg for the grand final on the 28th & 29th of October.

• Through the Remote Sports Vouchers Scheme, Specky dreaming visited Papunya running football activities for youth aged 5-20.

• The Papunya Youth board have held their first meeting and have scheduled a second meeting during October.

• Mission Australia are currently planning two bush trips to be run in conjunction with MacYouth during school holidays, aimed at reducing gunja use and increasing time spent on country with both young people and elders.

• Currently case managing 2 youths through the youth diversion program. • School attendance has been very low across all grades in Papunya this term.

MacYouth is working with the school to support young people to engage in education.

AUTHOR Megan Griffiths, Governance Support Officer RECOMMENDATION: That the Local Authority select their top four preferences for the activities they would like to see run for the Remote Sports Voucher Program in their community. EXECUTIVE SUMMARY: This report is a summary of the changes made to the Remote Sports Vouchers Program and how it will affect the Papunya community. BACKGROUND/DISCUSSION In the past, schools have been responsible for the administration of the Remote Sports Voucher program. Going forward, MacDonnell Regional Council’s Youth Development Program (MacYouth) will be coordinating the delivery of this program across all communities within the MacDonnell Regional Council, delivering four separate activities per year. Why were these changes made? > To enable communities’ themselves to determine which programs they would like run; > To increase the number of activities provided to children in communities outside of school hours. The Local Authority will be asked to select their top four preferences for which activities they would like to be held in their community on the distributed survey. EXECUTIVE SUMMARY: This report provides an update to the Local Authority about complaints received regarding Council Service Delivery. Two complaints were received, regarding the following: 1) No TV at outstations 2) No public phone box in Papunya Neither of these items fall within MacDonnell Regional Council’s operations. Item 1 has been forwarded on to Homelands Extra and their response will be passed on to the complainant. Item 2 has been forwarded on to Cat and their response will be passed on to the complainant. EXECUTIVE SUMMARY: Local Authority members signed a letter out of session to approve spending of 16/17 Discretionary Funding on Grant to support Sports Carnival (to the value of $4000.00) The Local Authority is being asked to ratify this spending. BACKGROUND/DISCUSSION The Local Authority receives $4000 every financial year from the Council to spend on projects that benefit the community. This report summaries the allocation of this fund, and seeks the Local Authority’s official ratification. FINANCIAL IMPACT AND TIMING Council allocates this Discretionary Funding as part of its budget each year this spending does not impact the budget. AUTHOR Felicity Howell, Senior Governance Officer RECOMMENDATION: That Papunya Local Authority commit to discussing ideas for their LA Project Funding with the community and request quotes for the following: 1) 2) 3) EXECUTIVE SUMMARY: The Local Authority is to discuss and identify ideas to utilise their Local Authority Project Funds for the community. Funding for Local Authority projects is part of a grant received from Department of Local Government and Community Services. For the 2016/17 financial year the Papunya Local Authority will receive $ 74,694.00 BACKGROUND/DISCUSSION In order to reduce the time required to approve projects, Council has delegated authority to spend the Local Authority Project Funds to each Local Authority. Local Authorities must priorities meetings to discuss the use of these funds so that the money allocated to each Local Authority Project can be committed within two years of the funds being released. ISSUES/OPTIONS/CONSEQUENCES The Local Authority is responsible for consulting with community members to ensure that community priorities are taken into account when allocating project funds. FINANCIAL IMPACT AND TIMING Funds from the grant have two years from the date of issue to be acquitted (i.e. 1 July 2016 until 30 June 2018).
