Direct the Clerk of the Board to have the enclosed Notice of Completion and resulting Minute Order recorded in the official records of Alameda County. DISCUSSION/SlJMMARY: On July 12, 2011, your Board approved (Item #23; File #27476) the award of the construction contract in the amount of$1,480,600 to B-Bros Construction Inc. with a $148,060 Supplemental Work Allowance (SWA). Change orders were approved within the total authorized amount of $1 ,628,660, for a total contract amount of$1,628,539. This sum reflects all change orders. The construction contract is now complete, The project encompassed the site work, parking area, seismic upgrade, elevator tower addition, HVAC system replacement and extensive tenant improvements to accommodate four Behavioral Health Care Services (BHCS) programs. The work included adding natural gas utility for the new HVAC system and upgrading the lighting system to the current high efficiency County energy standards. In addition, the trash enclosure was rebuilt to meet the County's current recycling and sustainability program. The General Services Agency (GSA) has made a final inspection of the work and found that all work has been completed in accordance with the Agreement. Acceptance of the work perfonned by B-Bros Construction Inc. is hereby requested.

RECOMMENDATIONS:

A. Accept the work of B-Bros Construction Inc. (Elvedin Pandzic, President), 2988 Teagarden Street, San Leandro, CA for the BHCS Jackson Street Remodel as complete, in the amount of $1,628,539; and

B. Direct the Clerk of the Board to have the enclosed Notice of Completion and resulting Minute Order recorded in the official records ofAlameda County.

DISCUSSION/SlJMMARY:

On July 12, 2011, your Board approved (Item #23; File #27476) the award of the construction contract in the amount of$1,480,600 to B-Bros Construction Inc. with a $148,060 Supplemental Work Allowance (SWA). Change orders were approved within the total authorized amount of $1 ,628,660, for a total contract amount of$1,628,539. This sum reflects all change orders.

The construction contract is now complete, The project encompassed the site work, parking area, seismic upgrade, elevator tower addition, HVAC system replacement and extensive tenant improvements to accommodate four Behavioral Health Care Services (BHCS) programs. SELECTION CRiTERlAIPROCESS:

The project was publicly bid under the Enhanced Construction Outreach Program (ECOP). Five bids were submitted. ECOP compliance and good-faith efforts (GFE) documentation was requested from the apparent two lowest bidders. The GSA Office ofAcquisition Policy (OAP) reviewed the documentation and evaluated compliance with the ECOP goals and GFEs. Neither bidder met all ofthe ECOP goals, howevef; B-Bros Construction Inc. met all o/the Good Faith Efforts and upon acceptance ofwork, B-Bros would achieve 100% local participation, 100% small local participation, 9.6% minority business subcontracting participation, 4. 7% woman-owned business subcontracting participation.

FINANCING:

There is no financial impact to the County for these acceptance and recording actions.

BHCS JACKSON ST REMODEL CLOSE-OUT INFORMATION

3. Project Overview - History: • The Mental Health Services Act (MHSA) Proposition 63 provided $16,200,000 in one-time set­

aside funds to expand and improve the California mental health system's capital and technology infrastructure. The State of California Department of Mental Health (DMH) awarded $2,916,125 to Alameda County Behavioral Health Care Services (BHCS) to purchase the Jackson St building and co-locate the Geriatric Assessment Response Team, the South County Crisis Center, the Family Education Resource Center and the Psychiatric Consultation for A1cohollDrug Providers programs.

• GSA-TSD performed architectural programming to assess the needs and determine fit in the Jackson Street building.

• On November 30, 2010, the Board approved the award of an $184.560 professional services agreement to the KPA Group for the architectural/engineering design services. The scope of services included seismic upgrade, ADA compliance, a new elevator, fire alarm system upgrade, energy efficiency and sustainability upgrades and voice/data cabling upgrade. Construction documents were completed in late April, 2011.

• In April 2011 BHCS requested an additional $500K to cover the increased cost of construction. The DMH approved the increase to $3,416,125 in May 2011.

• On July 12,2011 the Board approved the award of a $1.480,600 construction contract to B-Bros Construction Inc. and amended the FY 2011-16 Capitallmprovement Plan to increase the BHCS Jackson St Remodel project budget to $3,416,125.

4. Project Overview - Current Status: • B-Bros Construction substantially completed their work in early February 2012. Punch walk was

performed with the AlE team and the contractor has addressed all of the remaining issues. • The State Department of Industrial Relations performed their final inspection and permitted the

new elevator. • Pacific Gas & Electric Company installed a new natural gas lateral, certified the new gas piping

connection and installed a new gas meter for the building. This building previously was only served by an electric util ity line.

• The City of Hayward Fire Marshal performed the final inspection and approved the building for re-occupancy in early March 2012.

5. Scope of Completed Work: The project included site work (handicap parking and accessibility upgrades as well as rebuilding the trash enclosure to meet the County's current recycle and sustainability program), seismic upgrade, elevator tower addition, adding natural gas utility for the new hvac system replacement, upgrading the lighting system to the current high efficiency County energy standards and extensive tenant improvements to accommodate four Behavioral

Health Care Services (BHCS) programs.

6. Budget: The original construction contract amount approved by the Board was $1,480,600 with a $148,060 Supplemental Work Allowance for a total of $1 ,628,660. Change orders were approved within the allowance for a total revised construction contract amount of $1.628.539.
