TUBITAK is given the responsibility of representing Turkey in international scientific and technological events. The international cooperation dimension therefore gains importance in its entire activities.
Within the framework of the agreements:• Some joint research projects are funded and monitored,• Activities such as scientific meetings,• Exchange of experts,• Scientific visits etc. are financially supported.

The purposes of the agreements are as follows,
• To encourage and support co-operation in the fields of science and technology between their affiliated research entities according to the provisions of the agreements and current legislation of each country. Expected results from these agreements vary according to the scientific and technological development level of the counterpart country
• To strengthen and develop scientific and technological cooperationby joint research projects, joint meetings, exchange of scientists, scientific and technological information and documentation
• To provide basis for funding

According to its founding law, TUBITAK has the following functions:
• To assist the Government in the preparation and negotiation of scientific and technological aid and cooperation agreements to which Turkey is party and to take part in the implementation and follow-up of these agreements
• To take part in all forms of scientific and technical cooperation with domestic and foreign institutions and researchers within the scope of its activity
• To become a member of these institutions, if necessary
• To take part in international agreements on behalf of Turkey
• To support, organize and participate in scientific meetings such as national and international congresses, seminars and colloquia on subjects within the field of its activity.

II. Cooperation with Regional and International Organisations
• Turkey participates actively in various European research schemes such as COST, EUREKA, ESA, ESF and EMBC.
• Regional organisations such as BSEC (Black Sea Economic Cooperation) and ECO (Economic Cooperation Organisation), as well as international bodies such as NATO, OECD,UNESCO, ICSU, TWAS etc.
• Participation of Turkish scientists in the activities organised by those organisations is supported and monitored by TUBITAK.
