Executive Summary: N/A

BACKGROUND: Various grant programs require cities to have a current Bicycle Master

Plan in order to be eligible for grant funding for bicycle related programs and projects. The

Alameda County Transportation Commission requires jurisdictions to update their bicycle

master plans every five years in order to receive Measure BB funding for bicycle projects.

The current Fremont Bike Master Plan was prepared in 2012.

A process to update Fremont’s Bicycle Master Plan was started in Spring 2016, and included

various opportunities for community participation. A draft plan is now available for review

by the public and coordination of the plan is being scheduled for meetings with the City’s

Pedestrian and Bicycle Technical Advisory Committee, Recreation Commission,

Environmental Sustainability Commission, and Planning Commission. Approval of the plan

by the City Council is proposed for consideration in September 2017.

At the Work Session with the City Council, staff and consultants will provide an

informational presentation and address questions on the proposed Fremont Bicycle Master

Plan relative to the process, scope and schedule, with the intent to receive feedback from

the Council on the overall policy direction and priorities.

DISCUSSION/ANALYSIS: N/A

FISCAL IMPACT: N/A

ENVIRONMENTAL REVIEW: Environmental review is not required at this time as the

Council is not taking an action to approve the Bicycle Master Plan. Appropriate

environmental review will be completed before the plan is brought forward for Council

approval.
