Board Meetings Date: August 8, 2016 To: Board of Education From: Superintendent and General Counsel Recommendation: It is the administration’s recommendation that the Board of Education approve Policy BEDH, Public Participation in School Board Meetings. Pertinent Facts: Historically, the District has allowed members of the public to address the Board of Education during “Public Comments”. However, guidelines have not been provided to assist the public in understanding the public participation component of board meetings. This policy provides that guidance and establishes a more formal procedure for public comment consistent with CASB’s model policy. Alternatives Considered: The District could continue with its current procedure for public speaking at board meetings; however, approving this policy would organize public comments in a more efficient manner. Qualified Students on District Property Date: August 8, 2016 To: Board of Education From: Superintendent and General Counsel Recommendation: It is the administration’s recommendation that the Board of Education approve Policy JLCDB, Administering Medical Marijuana to Qualified Students on District Property. Pertinent Facts: The Colorado Association of School Boards (CASB) is in the process of developing a model policy after the passage of HB 16-1373, which requires school boards to adopt a policy permitting the use of medical marijuana by students authorized to use medical marijuana. Because medical marijuana is still defined as a controlled substance under federal law, a policy is needed to set forth the parameters for the appropriate administration of medical marijuana in schools. This policy was developed after consultation with legal and medical experts. The adoption of this policy would allow the District to set parameters for the administration of medical marijuana on District property and during District activities, including but not limited to, requiring proof of a medical marijuana registration, defining who can administer medication, defining permissible forms of medical marijuana, and establishing administration protocols. Excellence Award (ELPA), Districtwide Date: August 8, 2016 To: Board of Education From: Superintendent and Assistant Superintendent of Performance Improvement Recommendation: It is the administration’s recommendation that the Board of Education approve the English Language Proficiency Act (ELPA) Excellence Award expenditures for the 2016-2017 school year in the amount of $58,876.92. Pertinent Facts: The ELPA Excellence Award is provided to Districts across the state who have demonstrated high English language and academic growth for English language learners. The funds will be used to continue professional development in using functional language in the content areas and Thinking Maps for English learners. Additionally, the funds will be used to attend a national conference in October 2016. Participants will lead follow-up model classrooms and professional learning for others throughout the 2016-2017 school year. Subscription, Multiple District Sites Date: August 8, 2016 To: Board of Education From: Superintendent and Assistant Superintendent of Performance Improvement Recommendation: It is the administration’s recommendation that the Board of Education approve the purchase of an online subscription from BrainPop.com LLC for the 2016-2017 school year in the amount of $52,458.75. Pertinent Facts: The BrainPOP subscription includes four resources: BrainPOP Jr. for grades K-3; BrainPOP for grades 4-12; BrainPOP Español; and BrainPOP ESL for English language learners. BrainPOP offers animated educational movies, quizzes, games, activities, and other resources for students in grades K-12 and includes 750 topics in Science, Math, English, Social Studies, Health, Technology, and Arts & Music. In traditional, blended, and "flipped" learning settings, BrainPOP supports individual, team, and whole-class learning. The movies are supplemented with resources including a quiz, activities, related games, a timeline, and a selection of high-interest reading. Teachers and students can keep a record of learning accomplishments through quizzes, game play, and activities. Teachers may also tailor assessments to meet all students’ needs. This liaison is responsible for assessing students, some of whom are Cherry Creek students, referred to the Arapahoe County JAC. Pertinent Facts: This financial support for the School Liaison is an annual responsibility borne together with Adams/Arapahoe 28-J, Littleton 6, Englewood 1, and Douglas RE-1 school districts. Allocation of each districts’ portion of financial cost is proportionally based on pupil count of each student from Colorado Department of Education as of October 2005. The Cherry Creek School District’s share of the liaison’s monthly pay and benefits (including Wages, Taxes and Retirement, Benefits, and Workers Comp) is an annual cost of $20,564.82, or approximately $1,870.00 per month. All contributing districts are invoiced through the 18th Judicial District Juvenile Assessment Center, c/o Weld Adolescent Resources, Inc. The General Fund will be used for this expenditure. Alternatives Considered: The Cherry Creek School District is legally obligated to fund this expense. Sharing the cost with other districts ensures consistency and a lower cost to fund just one provider rather than several individually. (Integrated Security Systems) for a total cost of $295,740. Pertinent Facts: Rocky Mountain Security Services, Inc. has served as the District’s central station monitoring company and security system installation and maintenance contractor for over 20 years. Their long-standing expertise with the specific systems installed in District buildings, particularly the security transmitters, video surveillance, and card access systems, offers the District a distinct advantage through this agreement. Security is monitored 24 hours a day, seven days a week, which includes supervisory alarms and restores, server room and chiller high temperature alarms, scheduling, after hours bus radio monitoring, after hours maintenance radio Delta check-in, alarm verification, monthly maintenance survey, daily logs and records, and general daily services. Costs are monitored invoice-by-invoice against maintenance orders placed by the District. This agreement will be funded from the General Fund and Capital Reserve Fund and is within the planned budget. Alternatives Considered: Other security system monitoring and maintenance vendors are available in the Denver region. The arrangement has been reviewed and renegotiated each year to ensure competitive pricing and professional and timely service response from a single point of responsibility. In addition to the organizational issues a change of monitoring and maintenance companies would present, the District could be required to spend significant amounts on replacement equipment to accommodate a potential change. Pertinent Facts: The operable wall system in Room 300 at the Student Achievement Resource Center has been in service since the building was constructed in 1997. The panels are not functioning well to divide this room into smaller areas and they have gotten worn from excessive use. This facility gets daily use from both members of our staff and members of our community. This expenditure will be covered by the Capital Reserve Fund and it is within the planned budget. Alternatives Considered: American Folding Wall Corporation is the sole dealer for this product in the region. Pertinent Facts: The softball field at Cherry Creek High School needs to be upgraded with the addition of a scoreboard to be in compliance with Title IX of the Federal Education Law Amendments of 1972. The proposed scoreboard is comparable to the one on the Cherry Creek High School baseball field and will be placed at the designated Cherry Creek High School softball field at the Village Greens Park. This expenditure will be covered by the Capital Reserve Fund and it is within the planned budget. Alternatives Considered: The District is taking initial steps to be in compliance with the Title IX requirements prior to the start of the 2016-2017 softball season which begins on August 15, 2016. To meet that time restriction and have the scoreboard delivered and installed by August 15, we needed to order from a trusted and pre-approved vendor. Daktronics is such a vendor, and this scoreboard will match many scoreboards in the District. Because of this, scoreboard controllers will be compatible with existing equipment in the District and the scoreboard will be comparable with those we use districtwide for the baseball program.
