ARPEL  Workshop  “Safety  Process  Elements”

March  19-‐20,    2014  –  San  José  de  Costa  Rica,  COSTA  RICA

INTRODUCTION

The   “Process   Safety   Elements”   Workshop,   organized   by   the   Regional   Association   of   Oil,   Gas   and  Biofuels   Sector  Companies   in   Latin  America   and   the  Caribbean   (ARPEL),   and  hosted  by  Refinadora  Costarricense  de  Petróleo  S.A   (RECOPE),   is   a  project  of   the  ARPEL  Health,   Safety   and  Environment  Committee   (CASYSIA).   It   has   the  purpose  of   levelling   the   knowledge  of   the  different   companies   in  safety  process.

This   is   related   to   the   efforts   that   ARPEL   has   been   doing   regarding   safety   management   process  training,   in   response   to   the   need   originally   proposed   by   the   Executive   Boards   of   the   Operating  Committees  and  by  the  CASYSIA,  in    2011,  to  address  different  concerns  about  the  topic,  which    have  been  discussed    in  different  occasions  and  trough  different  instruments.

OBJECTIVES  OF  THE  TOPIC

• Disseminate  knowledge,  broaden  understanding,  discuss  and  identify  the  main  topics  related  to  Safety  Process  Elements,  by  ARPEL´s  member  companies

• Take  advantage  of  the  experience  shared  by  the  speaker  companies,  to  identify  the  main  existing  challenges  when  implementing  the  different  Elements,  and  the  possible  strategies  to  face  them.

AGENDA  TOPICS

During  two  days,  leaders  and  experts  of  member  companies  will  make  a  deep  and  particular  analysis  of  each  Element.  Moreover,  and  as  a  way  to  opening  the  event,  there  will  be  a  special  space  for  that  necessary  “Integrated  Vision”  on  the  Safety  Process  topic.

Additionally,  at   the  closure  of   the  Workshop   it  will  be  organized  a   space   for   the  development  of  a  dynamic  of  work  in  groups  and  plenary  presentations,  regarding  the  Health,  Safety  and  Environment  Integrated  Management   System  of   ARPEL   -‐SIGAS&SI-‐   (which   has   been   adopted   by   some   company  members,  such  as  RECOPE),  in  order  to  identify  trends  in  the  region  for  a  better  implementation  of  it.

TARGET  AUDIENCE

The   Workshop   will   be   of   particular   interest   to   professionals   with   a   managerial,   technical   and  operational   level   involved   directly   or   indirectly,   with   the   Elements   of   a   Process   Safety   System.
