    Subject: AFLOAT FORWARD STAGING BASE (AFSB) - AMENDMENT 1

    THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS

    REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS

    INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT

    FOR SERVICES.

    Military Sealift Command (MSC) requests information about the cost and availability of providing one

    (1) U.S. or Foreign Flagged vessel to support maritime forces. The vessel will serve as an Afloat

    Forward Staging Base, providing maritime mobility, support, and refueling of small boats and

    rotary-wing aircraft.

    The vessel is required immediately. Information regarding possible delivery timeframes shall be

    provided. The closing date is Thursday, 12 January 2012, 1000 EST.

    Specifics are as follows:

    1. DELIVERY/REDELIVERY LOCATION: Persian Gulf

    2. CONTRACT TYPE: Time Charter

    3. PERFORMANCE PERIOD: 1-year firm period & three 1-year options & one 11-month option

    4. DELIVERY DATE: TBD

    6. Interested parties shall furnish the following minimum information:

    COMPANY INFORMATION

    a) Name of company.b) Telephone number, fax number, address, and e-mail address.

    c) Brief summary of company history relative to similar requirements.d) Small business standing (i.e., small or large business; HubZone status).

    VESSEL AND RATE INFORMATION

    a) Vessel(s) name and complete description (flag, speed, range, classification society, classcertifications, cargo capacity, flight and hangar deck description, well deck description,berthing, and victualing, etc.).

    b) Vessel availability.c) Daily rate, fuel consumption rates, and any additional charges (i.e. delivery bonus, etc.) for

    the time charter.

    d) Alternative proposals including alternate delivery dates, alternative platforms, alternativedelivery/redelivery locations.

    e) Any pertinent questions and/or comments.f) Business size.

    Questions & Answers:

    Question 1: What is 06 and 05 level personnel?

    Answer 1: The O-5 and O-6 refer to military rank. O-5 is a Commander and O-6 is a Captain.

    Question 2: Is the Crane 1 clear area and the helicopter open deck space really 150' wide?

    Answer 2: The crane clear area and helicopter open deck space requirements are correct as stated in the

    market survey.

    Question 3: Is it envisioned that this will be classed as a USCG Passenger Vessel, a USCG Industrial

    Vessel, a Naval Auxiliary of some type or some other type of vessel?

    Answer 3: It is anticipated that the vessel will be USCG certificated. The Owner shall coordinate with

    USCG to determine under which Subchapter the vessel will be classed.

    Question 4: What standards are to apply to the personnel on board the AFSB:

    a. Habitability: USCG habitability? US Navy habitability? Other? For example for ship's crew USCG

    requires a window for each stateroom, square footage requirements per person, etc.

    b. Lifesaving: Full USCG lifesaving requirements?

    Answer 4:a. USCG habitability requirements are applicable

    b. Yes, full USCG lifesaving requirements are applicable.

    Question 5: Aircraft Capabilities:

    a. Flight Deck - Will a helipad satisfy the flight deck requirement?

    b. Additional Open Deck Space of 150 ft x 150 ft for staging equipment - Is this to be contiguous to the

    flight deck?

    c. Aviation Maintenance Area of 100 ft x 150 ft - Is this to be contiguous to the flight deck area?

    Answer 5:

    a. No, a helipad will not satisfy the requirements. Flight deck must be NAVAIR certified.

    b. Yes, the additional open deck space of 150 ft x 150 ft for staging equipment is to be contiguous to the

    flight deck.

    c. The aviation maintenance area must be contiguous to the flight deck area or accessible from it. For

    example, an industrial elevator might work.
