1. INTRODUCTION

1.1. Overview

This is the Bi-annual Environmental Monitoring Report (BAEMR) of the construction of a new 500kV/220kV substation in Dhaste-Alwan in the Baghlan province of Afghanistan. The project is financed by the Asian Development Bank (ADB) under Tranche 5 of Energy Sector Development Investment Program (ESDIP).

The estimated cost of the Project is US $ 49,714,012. The Project Executing Agency (EA) and Employer is Da Afghanistan Breshna Sherkat (DABS). This project is part of a pool of several projects, which have the objective of importing electricity from Central Asia to Afghanistan (AFG).

The Project will enable evacuation of additional 1000 MW of power from northern Afghanistan to eastern and southern parts of the country. This would cover some 70% of the population of country.

1.2 Objectives and Methodology

This BAEMR has been prepared in September 2018. The purpose of this report is to provide information on the progress of implementing the Environmental Management Plan (EMP) and to evaluate the implementation of the EMP for necessary improvement if required. The 500kV/220kV substation is under construction, which is performed by the contractor "KEC, India". This report describes the results of the monitoring during the construction works from January to June 2018.

The purpose of this BAEMR is to satisfy the environmental safeguard requirements of

the Government of Afghanistan and ADB as well as to fulfill the requirements written in the Grant document for DABS of the Islamic Republic of Afghanistan.

The findings, which are mentioned in this report are based on review of monthly engineering progress reports and quarterly monitoring reports submitted by the Contractor on the monitoring of environmental impacts, and findings obtained during the supervision of site-specific monitoring by the Environmental Specialists of the Project Implementation Consultant during the period of January to June 2018. 1.3 Project Description

The Project consists of construction of a new 500/220 kV substation in Dhaste-Alwan. The 500/220 kV substation is sited at Dashte –Kohoa Alwan, some 25 kilometers (km) north west of Pul-e-Khumri. The site is a semi-desert location outside the municipal limits of the city of Pul-e-Khumri to minimize any land acquisition and resettlement impacts. The site dimensions are 1.2 km X 0.6 km. The land is 100% owned by the Government of Afghanistan. No space constraints exist at the substation location. The estimated cost of the Project is US $ 49,714,012. The Project Executing Agency (EA) and Employer is Da Afghanistan Breshna Sherkat (DABS). This project is part of a pool of several projects, which have the objective of importing electricity from Central Asia to Afghanistan (AFG).

The Project will improve the reliability of the electricity supply in Dashte Khoja Alwan district. The Project is expected to improve agricultural yield since most of the irrigation pumps in the area are electricity driven, improve the delivery of critical services such as hospitals and food storage and preservation, and improve performance of electronic equipment that are dependent on reliable electricity supply. The Project has upward and downward linkages with other ADB assisted project including (i) construction of a 500 kV transmission line from this substation to Kabul

($220 million), (ii) construction of distribution networks ($100 million), and, (iii) construction of back to back convertor stations to import power from Central Asian countries (Turkmenistan, Uzbekistan and Tajikistan -- $400 million) into energy starved Afghanistan and Pakistan. The Project is the first phase of consolidating Afghanistan’s national power grid from islanded mode into a coherent unified grid.

1.4 Project Contracts and Management

During the reporting period, the Construction Contractor (CC) (KEC) carried out the environmental compliances and implementation through an EHS officer. The CC’s coordinator was responsible for all their coordination with PIC and DABS for the environmental Compliances.

The PIC team monitored the SSEMP implementation at the work site. The monitoring activities and site visits were planned and guided by the International Social & Environmental Specialist of PIC. The National Social & Environmental Specialist of PIC conducted the site monitoring visits, filled the environmental mitigation measures checklists and prepared the site-visit reports.

1.5 Project activities during the reporting period

The construction work of the project was inaugurated on 25 January 2017. The overall construction progress from the inauguration of the project to June 2018 is 93.63%.

When considering the reporting period from January to June 2018, the progress of the construction is 84.76%.

CC completed: Site Grading, Reactor Foundation, Transformer foundation, Reactor Firewall, 500kV & 220kV Gantry Tower Foundation, 500kV & 220kV equipment foundations, 500kV & 220kV Gantry and Structure erection, Boundary Wall, Control Room Building & Indoor Cable Trench, Warehouse building, gate house, Outdoor Cable trench, Transformer Firewall, Burnt Oil Pit , 500kV & 220kV Gantry and structure erection, Boundary wall, stringing in main -1. CVT & LA, CB equipment erection completed, ACDB & DCDB panel erection, Control panel, battery, Telecom panel, SCADA panel erection, completed cabling on 220kV Switchyard. The CC continuous construction work for Drainage, Internal & External Roads base course, Street light pole foundations, Building's Painting works, switchyard fencing foundations, Stone patching at the remaining slope area. CC continues Stringing of bus bar and earthing, Aluminum tube welding system in progress, Panels erection, Cable laying, jumber/dropper for Stringing and Earthing system in progress cabling on 500kV Switchyard and to start inspection and erection of SH. The following environmental safeguard activities were carried out during the reporting period:

• The PIC’s national social & environmental expert conducted site-monitoring visits and provided training and guidance to the construction team on the implementation of Environmental Management Plan (EMP).

• Further, the PIC team monitored the construction process continually.

• The monthly environmental progress reports of the contractor were reviewed by the PIC Environmental Safeguard team.

• PIC’s site engineer who is located in the project site also continually monitored the implementation of the EMP & construction process

1.6 Description of any changes to project design

No changes were made to the project design during the reporting period.

1.7 Description of any changes to agreed construction methods

There were no changes made to the agreed construction methods.

2. ENVIRONMENTAL MONITORING

2.1 Overview

During this reporting period, the construction activities were properly being executed. The salient features of the environmental compliance monitoring are reflected below.

2.2 Air Quality

There is no potential source of air pollution in the project area as only dust and smoke emissions from construction machinery are the major sources of polluting the air temporarily. Proper mitigation measures to minimize the pollution through these sources have been undertaken.

Visual observations have also been undertaken to monitor regular water sprinkling at dusty areas with loose gravel during the construction activities inside the site and out side the site, and site visits were executed by site engineers on a daily basis. Contractor was instructed to ensure that they comply with air quality requirements as it might cause respiratory diseases and become nuisance for people who cross the area. The Contractor showed positive response and cooperated during the reporting period. Visual observations of the vehicles were also carried out to minimize the smoke emissions.

All construction activities are being executed so as to minimize if not totally eliminates the spreading of dust or any inconvenience and nuisance. Irregular monitoring and site visits were carried out to check compliance of construction activities in the project area

2.3 Noise and Vibration

Noise has been minimized through proper maintenance of equipment and vehicles. To comply, most of the vehicles and mechanical plants used for the purpose of works were fitted with effective exhaust silencers, which are being maintained in good and efficient working condition. Sound from power generators has been reduced by installing them inside sound limiting enclosures.

The machineries that are being used at the site were producing minimal noise during operation because of proper maintenance. Noise was negligible during these activities so there was no need to measure noise levels. All machinery was in good condition to minimize noise level. Machinery has been checked on regular basis.

2.4 Water Quality

All the construction activities for the Project were not located within the natural bodies of water such as rivers or seasonal streams. As the project location is a semi-dessert area, these have been naturally avoided. The ground water in the substation construction site is located relatively deep and the water table as stated by the local communities can be found at below 100 meters (m) depth. Ground water pollution has been avoided during this period.

2.5 Flora and Fauna Monitoring.

The project location is a semi-desert area. During the reporting period no fauna and flora were disturbed by the construction activities.

2.6 Other Site-specific Monitoring Features

Soil and Erosion Control Measures: No erosion detected.

Construction Site Management: Moderate.

Storage of Materials: Established and functions well.

Restoration of Site: Work was ongoing. Site restoration will take place after completion of work.

Residual Contamination: Not noticeable during site visits.

Cultural, Historical and Archaeological Site: During this period, cultural, historical and archeological sites and burials were not detected within the construction area.

3. ENVIRONMENTAL MANAGEMENT

3.1 Site Inspections and Audits

During the reporting period, regular daily/weekly site visits have been made to improve environmental compliance on the project by the engineers who are located in the site. This practice stimulated the contractor to better comply with environmental requirements and record keeping. Monthly safety audits have been carried out by the PIC engineer who is located at the site during this period.

The National Social and Environmental Safeguard Expert of the PIC carried out field inspections of the construction site of the 500kV/220kV SS in Dhaste-Khoja-Alwan area on 12.03.2018, 03.04.2018 and 04.04.2018. Compliance has been noted and there were no major pending issues in this area. Site inspections and surveys were conducted to verify the effectiveness of environmental protection measures in achieving the results specified in the environmental management plan (EMP) during the reporting period and starting from January 2018.

During the inspections visual surveys on-site, meetings with workers, contractor, engineers and specialists were conducted.

3.2 Non-compliance notices

No non-compliance notice has been issued to the contractor during this reporting period

3.3 Consultation and Complaints

PIC social & environmental staff with the contractor has carried out a number of public consultations with different types of stakeholders and will continue to do so during the project’s life cycle

No complaints were received during this reporting period.

3.4 Safety Control

The safety and health of all construction personnel and the protection of all property on or near the project sites were well managed during this reporting period. Safety shoes, goggles, helmet and hearing protection etc. have been provided on site for the use of all workers. During the filed visits it was observed that the workers and site officers were properly wearing PPE. EHS trainings and awareness have been properly done during this period

3.5. Waste Management

Waste management was properly carried out at the site during this period. It was observed during the site visits.

4. CONCLUSION

During this reporting period, the environmental monitoring has been generally proceeding in a proper and successful manner. The project activities during this period complied with the required standards and quality. Dust generated by earth work has been properly managed at the site and outside the site too. Air quality is not impacted by any activity during operations. The air pollution was limited to the construction phase and will be short-term and of low impact. Further, it was properly managed by the contractor continually. No surface water contamination has been reported. No fauna and flora were disturbed by the construction activities. The workforce was provided with PPE by the contractor and was trained and motivated properly. No complaints from the surrounding village communities and the workforce have been reported.
