The Section 8 Housing Choice Voucher program is a federal program funded and administered by the Department of Housing and Urban Development (HUD).

The Glendale Housing Authority receives funding from HUD on an annual basis to pay for rental

assistance subsidies on behalf of lower income clients. The City does not fund the Section 8 program.

The Glendale Housing Authority is authorized for 1,592 Section 8 Vouchers. In addition, the Housing Authority administers a total of approximately 1,500 vouchers from other housing authorities under the program of “Portability”. In total, the Housing Authority services over 3,000 vouchers consisting of low income, disabled, or elderly households.

Households are enrolled into the program from the Section 8 Waiting List. The Waiting List has been closed since January 2001 and no new applications have been taken.

Originally, over 12,500 households applied for the program; to date, approximately 2,300 remain on the Waiting List.

Section 8 Funding

Annual funding from HUD has decreased over the last few years as a result of federal deficit reductions and sequestration.

Rather than terminating families from assistance due to reductions in the federal budget, the Glendale Housing Authority has been forced to limit the number of vouchers. When voucher vacancies occur, the vouchers must go unfilled until the federal budget can be increased. As a result, there has been little opportunity to issue vouchers to those on the Waiting List.

The Community Development Department, under direction of the Glendale City Council and Glendale Housing Authority, fosters the development of both market rate and

affordable housing in appropriate residential neighborhoods. Community Development staff works directly with multi-family property owners, non-profit and private developers,

non-profit agencies, residents, and other stakeholders to achieve this goal.

Affordable housing is accomplished by developing, preserving, and administering affordable housing programs and projects for low income households. The vision is to ensure

that all neighborhoods are quality livable places that are free of blight, where residents feel safe, and can access resources and services.

Housing DevelopmentThe Glendale Housing Authority has supported the development of numerous affordable housing projects using affordable housing funding, since its inception in 1975. These projects continue to be very successful both in terms of design and operations.

These housing projects have provided new affordable rental housing for seniors, families, and special needs populations, as well as home ownership opportunities for first time home buyers.

To date, the Glendale Housing Authority has developed over 1,200 units of affordable housing for both low income renters and homeowners.
