    The second in a three-part series, our panel members address the question: What is the

    future of Healthcare Reform?

    Joe Wagner, Vice President, Public Affairs,

    Ketchum Washington, D.C.: The decision effectively

    upholds the law for now, but its future depends on which

    party controls the White House and Congress after the

    elections in November. President Barack Obama and mostDemocrats consider the law a signature achievement and

    want to move forward implementing it. Republicans,

    including Republican presidential nominee Mitt Romney,

    have pledged to overturn it. Keep in mind most of the

    mandates don't start until 2014. That is when most Americans will be required to carry

    insurance or pay the penalty at issue in the Supreme Court case. The penalty will start at $95 a

    year or up to 1% of a person's income, whichever is greater.

    Bureau Chief: When the Supreme Court affirmed the ACA, it did more than open the door to

    expanded insurance coverage. It fulfilled a dream of health care advocates going back to

    Theodore Roosevelt. In the interim, Americans have chosen to expand health care coverage

    incrementally, most notably with the passage of Medicare and Medicaid in the sixties. However,

    the ACA is more than an increment; its a leap forward both in terms of public policy and

    societal commitment. The US has joined other Western democracies in affirming the social

    contract between generations. The young look after the old as both a medical and moral

    obligation. Opponents of the ACA see the law as a denial of individual rights, but they lost the

    argument to those who see the program as a greater good. That change in attitude mayultimately prove the most important outcome of the Supreme Court decision.

    Practice, Ketchum: Even the strongest proponents of the ACA admit that it is not perfect.

    Tweaks will be made in the years ahead but the basic elements will stay in place. Since part of

    the Court ruling made Medicaid expansion optional to states, that will affect the number of

    people covered under the law and will challenge the Administration to insure broader coverage

    Washington, D.C.: Now its all about momentum. The government needs to move forward on

    all cylinders to show what the law can do for individuals. They need to sell it quickly and

    effectively something that up to now they have not done very well. We should be hearing lots

    of buzz now as supporters go into high gear. Whether they can get enough buy-in from the

    public to overcome challenges from the other side will be the game to watch. And it will be a

    tough one. One hour after the decision, Republican Congressman Gohmert was calling for an

    investigation with an eye to impeaching Justice Kagan; a few minutes later Eric Cantor

    announced an appeal vote to take place on July 11. We can expect a barrage of challenges to

    keep the law front and center during the lead up to the November elections.
