As you know we are keeping you abreast of developments through e-bulletins displaying the same on our web site bobroa90. We now give below the developments since our last bulletin dated 09.06.2017.

1. DEARNESS RELIEF RATES : As per confirmed All India Consumer Price Index Number the Dearness Relief payable to pensioners

for the period from 01.08.2017 to 31.01.2018 have increased by 9 slabs. The chart showing Dearness Relief payable is put on our website as also on the web site of our Bank. Since the Dearness Relief is now directly credited by Pension Department, Head Office, Baroda the same is not given in this circular.

2. ORGANISATIONAL MATTERS :

(a) MEMBERSHIP :

We are pleased to inform that with the sustained and vigorous efforts of you all under guidance of

Zonal Office bearers and committee members, by the time this circular reaches you the

membership numbers would have crossed 10,500. We are also pleased to inform that BOB Retired

(voluntarily) Officers’ Association Mumbai had at their meeting held on 27.05.2017 passed

resolution to merge with BOBROA and accordingly nearly 130 plus members will join us. The

central team appreciates and thanks loyal and dedicated efforts of Mr. N.M. Shah and

Mr.Upadhyay Zonal President and Zonal Secretary respectively and Mr.Chovatia our National

Vice President in this regard. We are quite confident that we will reach targetted figure of 12500

members by our next General Conference.

(b) GROUP MEDICLAIM POLICY :

As you are aware that the policy was renewed with increased premium and reimbursement of

domiciliary treatment expenses were also covered. By and large the scheme is functioning

smoothly. You are also aware that uptil now DHS TPA (India) has been servicing us under

Mediclaim policy. DHS has now informed Bank that they are now wholly owned subsidiary of

Mediassist Insurance TPA Pvt Ltd. Due to above mentioned reason the existing DHS portal is not

accessible and new portal of MediBuddy is available in its place. The relevant details of new

portal is as under :

2) User ID and default password are kept same as BOB <Employee code>

Log in ID is BOBxxxxx(xxxxx is Employee Code No.eg.BOB12345)

Default Password is BOBxxxxx(xxxxx is Employee Code No.e.g.BOB 12345)

Login ID and Password for App “MeddyBuddy” on smart phone will also be same as on

portal.

After log in you will be asked to change the password :

New password must contain minimum of -8- alphanumeric characters with at least one

lowercase and uppercase character e.g. Bobxxxxx (xxxxx is Employee Code No. (e.g. For

EC No. With 6 digits Bob123456, with 5 digits Bob12345, with 4 digits Bob1234x, with 3

digits Bob123xx).

In case you forget new password, same can be reset by using option of reset password on

Home Page of the website.

For submission of Medical Claims, the staff is requested to continue to follow existing procedures as mentioned below : Send Medical claims / reply to queries raised by TPA to our Head Office at Medical Insurance

ndCell, Bank of Baroda, Head Office, Baroda House, 2 Floor, Mandvi, Baroda, 390006 only. Medical claims to be sent in separate envelope addressed to Medical Insurance Cell only and not

to HRCPC with other papers. HO will send SMS to the registered mobile number as soon as the claims received are

handed over to the TPA. Status of claim will now be available by log in to new portal and APP of MediBuddy. Claim related inquiry should be made on Bank’s Toll free No. of HO 1800 2332 707 only (10.00 a.m. to 5.00 p.m.). The following E mail IDs should be used regarding claims : For Claim Inquiry = = [email protected] For Complaints = = [email protected] No mails to be sent to Bank’s email IDs – HRCPC, HRM, Medicalinsurance – for inquiry of medical claims. For cashless facilities the Hospitals are advised to send cashless request to DHS only on . [email protected] Though the ID number has been changed in portal of MediBuddy the existing ID and ID card of DHS shall also be valid till the end of the current policy, i.e. up to 31.10.2017 for

retired staff. We understand that UIIC has offered Super Topup Policy. This is nothing but additional cover at extra premium for hospitalization expenses once the primary policy limits are exhausted. It would

start from 01.11.2017 depending upon response from members. The Bank is yet to come out with Circular / offer in this regard.

The present Policy is due for renewal w.e.f. 01.11.2017. We have already requested Bank to pay the premium as in case of serving employees else increase subsidy and continue grant of loans if any, with concessional rate of interest.

As regards Baroda Health Policy we have also requested Bank to take up with National Insurance Company in regard to covering age upto -90- years instead of -80- years and extend Top up Policy facility as medical facilities are very expensive now a days. We are on daily basis receiving emails inquiring about the processing and passing of Medical claims. While we are as far as possible trying to attend quarries, members are requested to first find out the status of claim on portal of TPA. This will reduce workload at our end and facilitate to attend to problematic claims. We have observed that claims which are lodged after following the prescribed procedure and required original papers, the same are processed and settled without any hassel.

ZONAL ACTIVITIES :

Our Zonal units are doing excellent on communication front and keeping in touch with members through SMS e-mails etc. We give below in brief such meeting arranged by different Zone as informed to us.

BAREILLY ZONE : A general body meetings of members of Haldwani Region was held on 15.06.2017 wherein 28 members from Haldwani, Kashipur, Ramnagar and Rudrapur were present. Member completing 75 years of age was felicitated. Mr Anil Johari Zonal Secretary informed members about various activities of BOBROA including legal cases. Members took part in deliberations and appreciated the efforts of BOBROA.

thA meeting of members of BOBROA Agra unit was held on 30 June, 2017 and -29- members attended the meeting. Shri S.P. Bhanot National Vice President and Mr.Agarwal, Zonal Assistant Secretary informed members about proceeding at Jodhpur Conference, legal matters and activities of BOBROA. Mr.Bhanot appreciated efforts made by Shri Anil Johari, Zonal Secretary in clearing pending matters including distribution of memento.

At foundation day celebration of Bank at Dehradun all retirees were invited and RM highlighted the contribution of retirees in building BOB. Mr.M.M. Kala who has completed -75- years of age was felicitated. Mr.Anil Johri, Zonal Secretary appreciated the act of Regional Manager and his team.

SOUTH ZONE : We had in our earlier bulletin informed you about the bifurcation of South Zone in two Zones viz. Chennai Zone with HQ at Chennai and Bengaluru Zone with HQ at Bengaluru. Meeting of Zonal Committee members was held at Hyderabad on 25.06.2017 and adhoc committee for both Zones were formed. The vacancies for remaining positions were identified and elections for these positions will be held soon. Notices are already issued. The meeting was followed by General body meeting of members of Hyderabad which was attended by more than 70 members. Mr. T. K. Balu Dy. Gen. Secretary appraised members of various developments in regard to organization, legal issues, Industry level matters etc.

BHOPAL ZONE : As you are aware our Bhopal Zone has started functioning from 01.04.2017. The election process for Zonal Committee is already over and 8 members were elected unopposed. The names of elected members are displayed on our website. The formal inauguration of new Zone will be held in due course.

MUMBAI & THANE ZONE : Recently BOBROA Mumbai Zone along with M/s Jhonson & Jhonson Co. organized knee camp wherein eminent Doctors gave lecture on preventive care and how to deal with when knee problems occurs. Good number of retires and working employees took part. 80 persons got their knee check up. The entire programme was coordinated by Shri N. B. Wani our National Asstt. Gen. Secretary and other committee members. The participants appreciated the efforts of Association.

PUNE ZONE : 110th Foundation Day celebration of our Bank was organised by BOBROA Pune and nearly 100 members attended the function. Shri Arun Parulkar, GM and Zonal Head, graced the occasion as chief guest. The funds collected by Pune zone for social cause was distributed to 3 social organisations and 4 students who excelled performance in SSC Exam. Mr. Parulkar GM appreciated role of Pune zone for valuable contribution towards social obligation over and above taking care of retirees problems.

Further regular monthly meetings of members are being held at centres like Delhi, Ahmedabad, Kolkata, Pune, Chennai, Muradabad & others.

3. LEGAL MATTERS : (A) Supreme Court : (a) In regard to Reg.26, addition to qualifying services for superannuation pension; we are

pleased to inform that our case in Supreme Court regarding addition to qualifying service while calculating pension to Specialist Officers has been decided in our favour. Thanks to efforts of Central Legal Cell and our Chennai Unit for their successful pursuit. BOBROA has already written to MD & CEO of the Bank to implement judgment of Supreme Court and also informed the eligible members through our zonal secretaries to represent to the Bank with required information / data.

(b) As regards 100% DA case, as you are aware our SLP in Supreme Court was dismissed. Our Review Petition is pending. Meanwhile SLP of United Bank of India came up hearing on 01.08.2017 on the same issue and RBONC of which we are an affiliate has impleaded in this case. All points were forcefully and convincingly argued by our Senior Advocates. The Judgment has been kept reserved. Let us hope for the best. One important development in 100% D.A. case is that the order dated 01/07/2017 dismissing our appeal has been recalled and the matter is posted for rehearing on 23/08/2017

(c) As regards pension arrears case our CLC is pursuing vigorously with our Advocates to get the case listed. In fact recently Mr.R. Babu and Mr. Rangmani from Chennai Zone met and discussed with Shri Vipin Jain Advocate to expedite the matter.

(B) Gujarat High Court :

Arrears of Gratuity : - Our case for payments of difference in gratuity due to revision in

basic pay is already admitted and the same will come up for hearing on 16.08.2017.

Updation of Pension : - Our petition is yet to come up for hearing. We are following up vigoruously.

Karnataka High Court : The arguments in regard to offering Pension option to resignees etc. are over and judgment is

awaited.

4. Issues taken up with Bank :

i) Formation of grievance redressal cell as advised by IBA / Govt. ii) Non payment of emoluments of Business Correspondents. iii) Full pension to compulsorily retired officers. iv) Appointment of retirees on Pension Fund Trust.

Our Bank has since considered our request for inclusion of retirees in Banks revised Health Check up schemes. The cost to be borne by retirees.

Bank has since revised room rent and cancellation charges for Holiday Home w.e.f. 01.07.2017. Revised room rent payable by officers is Rs.100 per day. The revised rate of cancellation charges is 2 times of rent for cancellation up to 15 days prior to date of booking and 4 times of rent if member do not cancel the confirmed booking and do not utilize the Holiday Home.

Bank has already uploaded FAQs on TDS for 2017-18. We have already highlighted main points in our bulletin of 09.06.2017.

Instances have come to our notice that due to non feeding of Employee Code Number in Customer ID, interest in SB / TD Account of pensioners is calculated at public rate. This is incorrect. You are requested to visit pension paying branch check your account details, update your Customer ID by feeding Employee Code Number if not done and request for difference amount interest if otherwise. The Bank has reduced SB deposit Interest rate which is 3 ½ % w.e.f. 05.08.2017.

5. Industry Level Issues :

XIBPS : XIBPS negotiations have commenced and already few meetings have taken place between IBA & UFBU. The UFBU has included pensioners and retirees issues in their charter of demands. They have also insisted that items listed in record note dated 25/05/2015 should be taken up on priority basis.

CBPRO : - CBPRO leaders met UFBU leaders and requested them to take into account charter of demand submitted by retirees organizations and take them to logical conclusion. CBPRO is also pursuing the matter with Ministry Officials and met concerned Ministers pointing out inordinate delay caused in resolving the issues of 100% DA neutralisation and improvement in family pension which is causing dismay, pain and humiliation to veterans of Banking Industry.

In a favourable development IBA had invited CBPRO to submit the charter of Demand of retirees. Shri K.V. Acharya, Jt. Convener, CBPRO along with representatives of constituents submitted charter of

Demand on 09.08.2017. Shri Vasant Upadhyay, Zonal Secretary, Mumbai & Thane Zone joined the delegation as representative of RBONC.

6. DONATIONS :

We are publishing in each Circular the names of members giving donations, even though this

increases number of pages of circular. This is being done to encourage members to generously send

donations on happy occasions in the family. We appeal to members to come forward with donations to

augment funds of BOBROA.
