1. SCOPE

This specification covers the general requirements for design, manufacture, testing andsupply of L.V. Distribution Board and Motor Control Center.

In case of differences between this specification and the international standard specified inclause 2 below, the more stringent requirements shall prevail.

The specific requirements and details of the board(s) required are given on the data sheet(s)and drawing(s). In case of conflicting requirements between this general specification and thespecific requirements, the data sheets shall always rule.

2. APPLICABLE STANDARDS

2.1 IEC Standards

Unless specified otherwise LV distribution boards and motor control centres shall conform indesign, material, construction and performance to the latest editions of the IEC standards andin particular to the following publications:

2.2 Other Standards

When different standards, namely BS or VDE, are specified on the data sheets and/oraccompanying documents, the latest edition of the specified standards shall be applicable.

2.3 Local Standards

Further to the international standard LV boards and MCC's shall in any case comply to thelocal standards and/or regulations (ADWEA) when these are higher, more stringent or ofspecial nature.

3. SITE CONDITIONS

3.1 General

For general climatic conditions applicable to the project installations, refer to Specification forGeneral Technical Requirements.

3.2 Special Design Conditions

The switch board/mcc shall be designed for humidity 100% and an ambient temperature of 50deg. C even if it is to be installed in airconditioned rooms.

3.3 Altitude

Altitude where boards will be installed shall not be more than 1000 metres above sea level.

4. DESIGN CONSIDERATIONS

4.1 General

The distribution boards and MCC's shall be of a standard, well tested and proven designwhich ensures maximum safety to personnel, maximum service reliability and economicoperation for an operational lifetime of at least 30 years. Design and construction shall besimple and well laid-out and shall provide good accessibility to components and parts.

Even under extreme conditions of major short circuit or maloperation there shall be no dangerto persons in the vicinity of the assembly.

The electrical system for all low voltage boards and MCC's shall be 3 phase and neutral, 4-wire solidly earthed.

Unless otherwise specified the neutral conductor size shall be the same size as the phaseconductors.

All incomers, and buscoupler shall be mutually interlocked mechanically and electrically.

4.2 Ratings

Distribution boards and MCC's shall be rated on the basis of voltage, current, frequency andthe symmetrical breaking capacity of incorporated LV automatic switching devices as definedin appropriate IEC publication.

For standard voltages, frequencies and currents reference is made to IEC 60038 and 60059.

Low voltage, current-carrying components shall furthermore be capable of carrying their ratedcurrent continuously at rated voltage and under specified service conditions withoutexceeding the permissible temperature limits when mounted in the completely assembledboards.

Unless otherwise specified the switch board shall be natural air cooled.

4.3 System Variations

All equipment and components of the LV distribution boards and MCC's shall be capable ofcontinuous operation at their full current and voltage ratings and without detriment ormalfunction at system continuous deviation of up to and including the following percentagesof the normal values.

- Voltage ± 10%

- Frequency ± 5%

4.4 Performance Requirements

All components shall be capable of withstanding the dynamic, thermal and dielectric stressesresulting from prospective short-circuit currents without damage or injury of personnel.

4.5 Temperature Rise

The temperature rise of the LV distribution board and motor control centre shall not exceedtemperatures indicated in IEC 60947.

5. CONSTRUCTION REQUIREMENTS

5.1 Internal Arrangement

The distribution board and MCC shall comprise a busbar system and consist of one or moresections, each having one incoming feeder.

Sections of the busbars shall be connected together by buscoupler switches.

The current rating of the incoming feeders and the busbars shall in general be of equal valuefor each part of a combined panel or as indicated on the data sheets or drawing.

All incoming switches and buscouplers shall be equipped with facilities for padlocking both inthe "in" and in the "out" position.

The lay-out of the operational front and the location of the components of the assembly shallbe arranged in a logical and systematic sequence and standardized throughout. Each feedercompartment shall be of totally withdrawable type, Form 4.

Alphanumeric notation, generally in accordance with IEC 60445, shall be used foridentification and marking of phases, conductors and terminals.

The system of construction for the LV distribution boards and motor control centres shall be afactory-built assembly of a standard, well tested design.

Interchangeable standardized components shall be used where feasible. It is preferred thatspare compartments can be equipped to the maximum rating of the unit.

The operation of incoming circuit breakers, buscoupler, interlocks, indications etc. shall befrom a suitable control voltage supply system as indicated in the data sheets.

5.2 Enclosure

The LV distribution boards and motor control centres shall be of the floor mounting cubicletype, shall have a complete metal enclosure of sufficient mechanical strength and beequipped with lifting facilities (eye bolts). The materials of construction shall be properlyprepared and treated against rust or corrosion. The boards shall be self-supporting andsuitable for front entry and operation.

In case of cable cellar, adequate bottom plates shall be provided which at least preventaccess by rodents.

The degree of protection shall be IP 54, form 4 totally withdrawable in accordance with IECpublication 60529 and shall be minimum as follows:

All component requiring periodical maintenance shall be easily accessible.

Temperature within the enclosure shall be controlled via thermostatic switch.

5.3 Interchangeability

Electrically identical components shall be of one type and make.

Withdrawable sub-assemblies containing one or more components with identical functionsand capacities shall be mechanically interchangeable.

Withdrawable sub-assemblies with identical functions but of different capacities might bemechanically interchangeable provided the sub-assembly can be adapted easily for its newcapacity.

5.4 Anti-Condensation Precautions

Effective precautions shall be taken to prevent the formation of harmful condensation insidethe enclosure, under either operating or non-operating conditions and service conditions.

240 V - 1 phase space heaters shall be provided.

The space heaters shall be controlled by a thermostatic switch and shall be wired to outgoingterminals.

5.5 Arcing Faults

Measures shall be taken to prevent the occurrence of internal arcing faults in accordance withthe IEC requirements.

The design and construction of the LV distribution boards and motor control centres shall besuch as to provide the highest possible degree of personnel protection against radiation,overpressure and hot gases.

5.6 Main and Neutral Busbar Systems

Busbars shall be of tinplated high conductivity electrolytic copper with joints by means of non-corrosive high tensile steel bolts, nuts and washers, and secured against loosening. Insulatedcoloured busbars are preferred. Busbars shall be suitable for extension to the left or to theright as required.

Busbars shall be accessible for maintenance purposes, etc.

Compound or oil insulated busbar systems are not acceptable.

5.7 Panels

5.7.1 Incoming and Buscoupler Panels

The incoming panel shall consist of a metal enclosed free-standing, vertical, vendor'sstandard steel structure, suitable for joining to feeder panels or MCC panels.

The incoming panel shall be provided with hinged front door(s) and removable rear cover(s).Barriers shall be provided between the control compartment and the power compartment.

The incoming panel shall contain busbars, hand operated air break switches or circuitbreakers, auxiliary control devices, transformers, protective relays, meters, control and meterswitches, fault indicators etc. as required to comply with this specification.

Incoming and sectionalizer units

Incoming and sectionalizer units shall be provided with switches of air-break, hand operatedtype or with circuit breakers. In any case the switches shall be provided with locking facilitiesin the "off" positions and also in the isolated position, if applicable.

5.7.2 Motor Control Centre Panels

5.7.2.1 General

The motor control centre parts of the switchboard shall consist of totally enclosed, verticalsections joined together with the incoming panel to form a rigid, free-standing assembly. TheMCC panels shall contain busbars, combination motor starters, feeder circuit breakers andcontrol as required to comply with this specification.

Each panel shall have a separate vertical cable compartment, minimum width 300 mm. Eachcable compartment shall have its own hinged door. The earth busbar shall be located in thecable compartment.

The equipment compartments, bus compartments, and cable compartments shall becompletely isolated from each other by means of IP40 barriers. Compartment doors shall bemounted on the MCC panel structure.

The vertical busbars shall be isolated so that with the compartment door open and the drawout unit removed, personnel is protected against unintentional contact. Live parts shall beprotected by flexi glass or equivalent.

Minimum degree of protection: IP20 (acc. IEC 60529).

5.7.2.2 Motor starters

A motor starter will basically comprise a switched short circuit protective device and contactorwith thermal overload release. The preferred short circuit protective device is a fuse switchcombination.

Remote control devices shall be arranged to operate at line and neutral voltage derived fromincoming supply.

Motor starters rated in excess of 37 kW shall also be equipped with earth leakage protectionset at (see 5.10.2).

Each motor starter compartment shall contain all equipment. The motor kilowatt rating shallbe the design basis to size short circuit protective devices and contactors.

Contactors shall be sized for a minimum of 1 million operations duty (AC 3). Thermal overloadrelays shall be adjustable, ambient temperature compensated, provided with single phasingdetection and shall have an internal manual reset.

Each combination motor starter shall have sufficient rated interrupting capacity to safelyinterrupt the maximum fault current available.

Each motor starter compartment door shall be mechanically interlocked so that the doorcannot be opened unintentionally when the switch is in the "ON" position.

Switch operating handles shall indicate "ON", and "OFF" positions with the door closed, andshall have provisions for padlocking in the "OFF" position with the door closed. Padlocks andkeys shall be supplied, one per 10 starter compartments.

The guidance details are given in the relevant data sheet and or drawings.ADWEA/ENGINEER reserve the right to change or enhance the level ofprotection/indication/control at the time of vendor design approval to meet project specificrequirements. This shall be binding on the SUPPLIER.

All motor feeders shall have emergency 'stop' pushbuttons provided in the relevantcompartment.

5.7.2.3 Feeder Circuit Breakers

A feeder circuit breaker will basically consist of a circuit breaker with thermal and magnetictype releases or load break switch fuse combination, unless stated otherwise.

Each feeder circuit breaker compartment door shall be mechanically interlocked with thecircuit breaker so that the door cannot be opened unintentionally when the breaker is in the"ON" position.

Circuit breaker operating handles shall indicate "ON", "TRIPPED" and "OFF" positions withthe door closed, and shall have provisions for padlocking in the "OFF" position with the doorclosed. Padlocks and keys shall be supplied, one per 10 compartments.

5.7.2.4 "Spaces"

Spare "spaces" for future use shall be equipped in such a way that installation ofcompartment can take place safely, without de-energizing the switchboard.

Spare "spaces" shall have compartment doors (no equipment mounted to doors) andhorizontal separations.

5.7.2.5 Control Signal Connection Compartment

If requested on the data sheets. In one of the MCC panel sections, preferably in the middle, abottom compartment shall be equipped with terminal strips serving as connectioncompartment for the control signal connections to and from the control system.

On one side of the terminal strips the control wiring from the motor compartments will beconnected on the other side the control signal cables to the control system will be connected.The number of terminals is the number of motor or feeder compartments times four terminalsor as shown on the control diagrams.

Each motor compartment will in this case be equipped with an auxiliary relay with DC powersupply.

5.7.3 Auxiliary Contacts

Each switching device shall be provided with at least 2 make and 2 break auxiliary contactsdirectly driven by the switching mechanism.

This contacts shall be completely wired up to terminal blocks in the secondary terminalcompartment.

The rated making and thermal-breaking capacities of these contacts shall be:

5.8 Terminals

5.8.1 General

Each panel shall be provided with appropriate facilities for the independent terminals toconnect the LV main cable and the auxiliary cables. Types and sizes will be specified in therequisition and/or data sheets.

The terminals for different voltages shall be effectively separated.

The terminals shall be so arranged that all connections can be made safely, even when theassembly is energized.

Suitable terminating facilities of adequate dimensions and thermal rating shall be provided foreach conductor.

Inside the compartments separate terminals or bolts, one for each cable, are required forearthing purposes.

Efficient means to prevent strain on the actual conductors and cable lugs shall be provided.

5.8.2 Terminations for Cables

Terminal blocks fitted with tubular type contacts with non-loosening screws shall be providedfor termination of cables.

Within the panel compartments suitable clamping devices shall be provided for securing ofthe cables.

Terminals in current measuring circuits shall be special purpose with suitable bridging linksand measuring facilities.

Specified auxiliary contacts for remote circuits shall be wired and connected to an accessibleterminal block in the vicinity of the cable entries.

Termination compartments for main and control cables shall have adequate dimensions, withample accommodation for the required number of terminals.

Two or more conductor terminations on one terminal are not acceptable unless the terminalsare designed for more than one conductor.

Cable glands suitable for the cables specified shall be included in the supply of the assembly.

5.9 Isolating Facilities

The connection in the secondary circuits between the fixed and the moving parts of panelsshall be by means of self-aligning contact.

These connections shall be maintained when the moving portion of the equipment is in thetest position.

5.10 Protective Devices

The following forms of electrical protection shall be incorporated in LV distribution boards ormotor control centres, all as detailed on the data sheet(s) and/or drawing(s):

5.10.1 Short Circuit Protection

Short circuit protection shall be incorporated in all phases.

Suitable MCCBs or high rupturing capacity (HRC) type fuses shall be used for short circuitprotection of circuits except for the following:

- circuits of current rating 1000 A and above where quick acting relay type protectivedevices are required.

- circuits of current rating of up to and including 25 A for instrument, lighting distribution,control circuits, metering and measurement circuits where miniature circuit breakers maybe used if the short circuit level is within the limits of these breakers.

- CT wiring.

5.10.2 Earth Fault Protection

Earth fault protection for distribution circuits shall only be provided if indicated on data sheetsor drawings, but motor circuits for motors of 37 kW and above may be provided withinstantaneous earth fault protection of sensitivity not exceeding 5% of full load motor currentor 10 A, whichever is lower.

5.10.3 Overload Protection

Overload protection shall be incorporated in all phases and shall include protection againstsingle phasing. The minimum range of setting shall be 70 – 110% of the rated current.

Protective devices of the magnetic, thermal or inductive type may be used, but dash pot typeoverload protective devices are not acceptable.

Thermal type overloads shall be ambient temperature compensated.

All overload devices shall have an easily visible manual reset facility accessible from the frontof the board.

The protective device shall be mounted in such a way that settings can be read convenientlyand that adjustment can be made without the need for special tools.

Overloads for small rated circuits may be directly connected in the protected circuit, but forhigher ratings overload shall be operated via current transformers. Saturating CT's may beused on drives with long run-up periods.

5.10.4 Direct Temperature Rise Protection

Direct temperature rise protection by use of thermistors or RTD's may be required andspecified on the data sheet(s), drawing(s) or accompanying documents for motors operatingunder adverse conditions.

5.10.5 Undervoltage Protection

The need for this protection shall be indicated on the data sheet(s) or drawing(s). The dropout voltage of delayed undervoltage protection shall be between 50% and 65%; the pick upvalue shall be at not less than 85% of the system rated voltage. The time setting shall beadjustable as per project requirements.

5.10.6 Restarting Relays

General

These relays shall be of the plug-in type. The type and make shall be subject to approval bythe principal.

Restarting relay (RR)

This relay shall have the following characteristics:

- Voltage-dip detection level: 65% Un

- Voltage-restoration detection level: 89% Un

- Memory: 4.5 s

- Immediate restart after voltage dips: < 0.2 s

- Delayed restart, adjustable between 0.1 s and 30 s, after voltage dips between 0.2 s and4 s inclusive.

Timing relay (TMR)

This relay shall be of the slow-operating type, adjustable from 0.1 s to 30 s.

Elements with multiple functions such as tripping and alarm duties shall have separateoperating contacts for each function and be brought out to separate terminals.

5.10.7 Metering

Current transformers and voltage transformers will be cast resin type.

5.10.7.1 Current Transformers

Current transformers shall be in accordance with IEC 60044-1.

- Rating and type

Rated output capacity of the transformers shall be matched to cover the burden requiredby the equipment connected, and preferably be selected from the range of standardvalues.

Rated primary current shall preferably be selected from the range of standard values.Where required, the current ratio will be stated on the data sheets.

Rated secondary current shall be either 5 or 1 A; for remote metering 1 A only isacceptable.

Other means of remote indication may be considered and quoted for, e.g. transducersystems, but shall be subject to approval by the principal.

Short-time thermal current rating of the transformers shall be 1 s.

When the electrical system value requires a time duration of 3 s, the current transformersshall be rated accordingly.

- Class of accuracy

Generally, measuring current transformers shall be Class 3, except those for measuringthe supply of third parties, which shall be Class 1. If Class 1 is applicable this will bestated on the data sheets.

The over current factor "n" shall be < 5 in order to prevent damage of instruments atmaximum fault current.

Protective current transformers are to be Class 5 P; however, Class 10 P is acceptablefor the protection of e.g. electric motors, capacitor banks, etc.

The over current factor shall be > 10 in order to ensure the proper working of theprotective devices and shall be indicated as follows: Class 5 P 10 or 10 P 10.

- Terminals and connections

Secondary terminals of current transformers shall be wired up to a terminal block withshort-circuiting links, located at an accessible place. One side of the secondary windingof each current transformer shall be connected at this terminal block to the earth bar.

5.10.7.2 Ammeters

Ammeters shall be flush-mounted, square type (96 x 96 mm) upto a current of 16 A they shallbe direct wired in one of the phases above 16 A they shall have an element rated at or 5ampere.

Ammeters in the motor circuit shall have an overload scale of 6 x In.

5.10.7.3 Voltmeters

Voltmeters shall be flush-mounted, square type (96 x 96 mm).

They shall have range from 0 to 500V.

5.10.7.4 Watt-Hour Meters

Watt-hour meters shall have cyclometric registers.

Watt-hour meters for motors may be of the single-element, balanced-load type.

5.10.7.5 Accuracy

Ammeters and voltmeters shall be of Class 1.5 and watt-hour meters shall be of Class 2.5 asspecified in IEC publication 60051 and 60521.

5.11 Wiring/Cabling

Control wiring shall be minimum 1.5 sq mm, stranded, 750 V AC grade, colour grey. All powerwiring/cabling shall be minimum 2.5 sq mm, stranded, 1000 V AC grade.

Wiring to door mounted devices shall be suitable for hinge wire application.

Bundles of single-core cables shall be routed neatly in the vertical and/or horizontal plane.Individual wires and bundles shall be secured with plastic wire ties, cable lacing or byenclosing in plastic wiring trays.

Compartments shall be completely internally wired. Outgoing wiring shall be terminated at aterminal block interface, via plug and socket connectors between withdrawable and fixed part

of compartment. The terminal block interface shall be mounted opposite each respectivebreaker/contactor compartment, in the cable compartment.

All terminal blocks shall be rated 20 A (minimum) at 500 V. All terminal blocks shall have awhite plastic marking strip over the length of the block.

All wiring shall be identified by permanent slip-on plastic sleeves at each terminal point inaddition to the marking on the terminal blocks.

Panels shall be provided with undrilled, metal gland plates, which shall be grounded to theswitchboard earth bus.

When mentioned in the requisition one of the MCC panel sections shall house a control signalconnection (bottom) compartment equipped with terminal strips.

The internal connections between "motor starter" compartment and this connectioncompartment shall be executed as internal wiring in the MCC. These connections shall bepart of the delivery.

5.12 Earthing

5.12.1 Earth Bar

A bare copper, adequate horizontal earthing bar shall be provided at the bottom of theswitchboard, along the entire length.

Similar size earthing bars shall be provided in each MCC cable compartment. These verticalbars shall be connected to the horizontal earthing bar.

Joints in the earth bar shall be bare copper and bolted with galvanized steel bolts, nuts andwashers, secured against loosening.

For direct connection to the station earthing grid, earthing bolts (M12) with nuts and springwashers shall be provided at both ends of the main earth bar.

5.12.2 Earthing Connections

In addition to ensure adequate electrical continuity between all metal parts of the switchboardand its cables and the earth bar particular care shall be taken to ensure that:

- housings of withdrawable switching devices shall be positively earthed in the serviceposition by appropriate earthing connections;

- the earth connections of current transformers shall be made directly from the terminalboard to the earth bar.

Means shall be provided of ensuring that the earthing connection of each withdrawableswitching device to the main earth bar is made prior to its primary connections.

5.12.3 Neutral Earthing

A removable connection shall be provided between the main neutral busbar and the earthingbusbar (TN-S distribution system). This connection shall be located in the incoming panel.

5.13 Mimic Diagram

The front of the LV distribution boards shall be provided with a plastic or equivalent line mimicdiagram illustrating the main circuit and its components.

5.14 Rating Plates and Nameplates

Distribution boards shall have a rating plate permanently fixed in the front of the equipmentgiving at least the following information:

- Rated voltage and frequency.

- Rated SC capacity and current capacity of busbars.

- Standard to which equipment conforms.

- Year of manufacture.

- Purchaser's tag no.

- Manufacturer's name, type and serial number.

- Weight.

All components (switching devices, contactors protection relays, instruments etc.) shall befitted with a rating plate in accordance with the relevant IEC requirements. All functional unitsshall be clearly labelled to identify the service. All relays, meters, switches etc. shall belabelled in accordance with the wiring diagrams. Labels inscribing "CAUTION LIVE PARTSINSIDE" shall be fixed on the doors.

Rating plates shall be made of corrosion-resistant metallic material and have indelibleinscriptions in the language specified in the requisition.

Enamelled plates are not acceptable.

Each panel shall be provided with nameplates, mounted on the front of a non-removable part.

The nameplates shall be of black non-deteriorating material (e.g. Resopal or Traffolite) andshall permit inscriptions with characters in white in the language, specified in the requisition.

5.15 Finishing

The painting shall be suitable for the specified service conditions.

Unless specified otherwise painting shall be manufacturer's standard. Manufacturer to provideparticulars of procedures paint and finish colour.

5.16 Erection

Assemblies shipped in transport units shall have these units clearly marked to facilitateassembly and erection at site. Drawings shall indicate maximum shipping lengths. Eachtransport unit shall be provided with hoisting facilities. Foundation and erection drawings, inthe language as specified, bolts, foundation clamps, small material, etc., required for erectionat site shall be packed inside the transport unit.

5.17 Tools and Testing Equipment

Special tools and equipment required for erection, commissioning, maintenance and testingshall form part of the order and be shipped together with the assembly.

5.18 Spare Parts

Spare parts shall be adequate for start-up procedures only a priced spare part list for twoyears of operation is required.

Spare parts shall be adequately identified and packed.

6. INSPECTION AND TESTING

6.1 General

The complete assembly shall be inspected in detail on conformity with the order specificationsand tested for acceptance before leaving the works. The inspection and the tests will bewitnessed by the ENGINEER, ADWEA or his nominee. The manufacturer shall providefacilities, equipment and personnel to perform the inspection and tests.

6.2 Testing

LV boards and MCC's shall be tested by the manufacturer to the requirements of thespecified standards. Some or all of the tests may be witnessed by the ADWEA/ENGINEER orthe inspector representing the ADWEA/ENGINEER.

The witnessed tests shall be indicated on the data sheets or accompanying documents andthe manufacturer has to inform the ADWEA/ENGINEER representative at least 3 weeks inadvance of the test dates as specified.

6.2.1 Routine Tests

All LV boards and MCC's shall be subjected to the following routine tests:

- Dielectric tests of all electrical components of the board. These shall consist of applyingAC voltage test in accordance with IEC 60439 for one minute between poles, poles toframe and poles connected to frame.

- Insulation resistance test of all electrical components using DC Megger. The insulationresistance shall not be less than 1000 ohms per volt of rated voltage.

- Performance tests of all mechanical and electrical equipment and components of theboard, including the operations of control and protection circuits, measuring devices,CT's, etc.

- Interchangeability tests, spot checks shall be made to verify interchangeability ofidentical components.

6.2.2 Type Tests

The manufacturer shall carry out the following type tests if required on the data sheet(s) oraccompanying document(s), if not, evidence of such tests carried out on similar boards,equipment or components of the board(s) will be accepted:

- Short circuit making and breaking capacibilities of incomer(s).

- Short circuit withstand capacibility for 1 sec. (or 3 sec.) of the incomer(s) busbar systemand buscoupler(s).

The above tests shall not withdraw Vendor responsibility to ensure that the deliveredequipment is in accordance with the requisition/purchase order.

"Type test" certificates as proof of compliance with requirements regarding short circuitcapacity and enclosure in accordance with respective IEC publications, shall be madeavailable for the switchboard and circuit breakers. "Type test", certificates shall show thatcircuit breakers have been tested when mounted within the types of enclosures incorporatedin the switchboard.

7. PACKING AND SHIPMENT

LV distribution boards and MCC's shall be packed in wooden type seaworthy crates havingsufficient strength to withstand normal ship handling and transport or be fixed mounted incontainers.

The crates shall be marked with ADWEA's name and address, order number, type ofequipment, hoisting points, etc.

Enclosed with the board, the following documents shall be included in suitable wrapping:

- Electrical schematic diagram

- Electrical wiring diagram

- General arrangement drawing

- Foundation plan including foundation loadings

- Operation and maintenance manual.
