THEREALITY

Our global economy pulls Americans in many

directions, but one truth unites people across

the country: more jobs - and better jobs - are

a good thing for everyone. Job growth benefits

not only employees, but also their families,

their communities, their cities, and their

regions.

Good jobs in some industries, of course,

have been harder to come by lately. Hot-

button issues such as industrialization and

globalization are at the forefront of our national

economic conversation, and while many

industries are booming, others have never

recovered from the 2008 recession. A four-

year college degree is an unattainable goal for

many people, but job opportunities for those

without a college education are shrinking,

and available jobs may not afford the same

middle-class standard of living as similar jobs

in the past. Numerous studies report that the

millennial generation is, in fact, on track to be

the first generation to be economically worse-

off than their parents.

The news isn’t all bleak, however. According

to Manufacturer’s Alliance for Productivity and

Innovation (MAPI), though manufacturing has

yet to recover fully from the 2008 recession,

the industry is predicted to return to pre-

recession levels by the end of 2017 (non-high

tech manufacturing should rebound by 2018.)

Despite ongoing economic uncertainty, the

US is still the world’s largest manufacturing

economy, and number of US manufacturing

employees has been growing steadily since

2010, with a commensurate growth in

production. Contrary to headlines, over the

last several years the trend has been towards

“onshoring” and “reshoring” of American

manufacturing jobs. Increasing overseas

wages, lower energy prices, a highly skilled

US workforce, and the desire for shorter

supply chains have led many manufacturers

to focus their growth efforts on US facilities

and American workers. In fact, over 3.5 million

manufacturing jobs will need to be filled in the

next decade.CENTRAL CAROLINA TECHNICAL COLLEGE ADVANCED MANUFACTURINGTRAINING CENTER

Much of this growth is taking place

in the Southeast. Major growth

markets include fast-growing

southern cities such as Savannah,

GA; Columbia, SC; and Charleston,

SC. Bolstered by the automotive

and aerospace industries, among

others, each of these cities have

seen their industrial workforce grow

by 20% between 2009 and 2016,

and the region currently has the

highest number of workers in the US

employed in “advanced industries.”

Raleigh, Charlotte, and Atlanta are

among the fastest-growing cities

in the nation in 2017; SC is one

of the fastest-growing states. The

problems facing the manufacturing

industry may be multifaceted, but

the opportunities are abundant.

BRIDGING THE GAP:RELEVANT TRAINING, REAL RESULTS

Now poised at the intersection of significant challenges and real opportunities for economic growth, we encounter an

interesting set of questions. If evolving technology is rapidly changing the way we manufacture goods, how do we re-tool

to address a new economy? How do we train the next generation workforce? How do we give potential employees the

skills they need not only to survive, but also to thrive?

PREPARING INDIVIDUALS FOR CAREERS IN RAPIDLY CHANGING ADVANCED INDUSTRIES IS GOING TO REQUIRE RADICALLY DIFFERENT APPROACHES TO EDUCATION AND SKILLS TRAINING, WHETHER IT BE NEW APPROACHES TO COMPETENCY BASED CERTIFICATE PROGRAMS, SHORT-TERM “BOOTCAMP,” OR ENTIRELY NEW ONLINE SOLUTIONS.

Our nation’s community colleges have been instrumental in addressing these questions for decades. The community

college model consistently excels at helping workers respond to economic opportunities by anticipating where the

needs are, and creating curricula to re-train workers accordingly. It is a nimble system that responds rapidly to

opportunity.

In the 1980s, community colleges trained a new workforce in computer technology.

In the 1990s and 2000s, a surge in the healthcare industry required a similar influx of skilled professionals, and allied

health programs flourished.

Today, among many opportunities, one prevailing trend is towards advanced manufacturing training programs.

BUILDING SPACES FOR THE FUTURE OF ADVANCED MANUFACTURING(THIS IS CERTAINLY NOT OUR FATHER’S OLDSMOBILE!)

Today’s manufacturing facilities bear little resemblance to those of our grandfathers’ era. Advanced manufacturing

is cleaner, safer, and faster than ever before, with a more consistent quality of product. The tools are infinitely more

intricate and interconnected, and their operation and maintenance requires a high-level skill set commensurate with

their technological complexity. Training spaces for this new environment are a relatively new building type, and LS3P is

proud to have been at the forefront of developing best practices for these designs in collaboration with a number of our

community college partners.

Above all, these facilities must be designed for flexibility. Generous, durable, multifunctional spaces allow schools

to reconfigure as the tools and equipment change so that facilities can evolve along with the technology. In many

cases, these training spaces are also transparent, putting the learning and technology on full display to highlight a new

paradigm of advanced manufacturing and the opportunities it provides.

This 103,000 SF adaptive reuse project converted a 1980s-era Wal-Mart into a state-of-the-art facility for materials and industrial training programs. The newly renovated space houses mechatronics labs, robotics, computer science programs, and an entire suite for training perspective employees in automotive tire manufacturing. Sustainability and flexibility were key design goals.

The façade includes metal rainscreen systems, glass curtain walls, natural stone, and a free-standing turbine sculpture. The turbine creates a signature element which provides a distinctive entrance as well as shading for the exterior plaza, library, and lounge. At the entry, a spacious lobby welcomes students and serves as a showcase for the applied technical classes within.

Work included the demolition of the interior infrastructure, exterior components, portions of the expansive parking lot, and a new roof. The building also required new HVAC, electrical, plumbing, and data systems as well as structural upgrades. The big-box scale parking lot was redefined with a tree lined boulevard. Regional grasses, shrubs and trees were planted to create shaded court yards and plazas. Though the design maintained the structural walls and core framing of the building, several new openings along the front exterior were added to eliminate the “big box” feel of the building and increase natural daylight and views into the facility. CCTC is pursuing Two Green Globes Certification for sustainable design and operations.

CAREER AND TECHNICAL EDUCATION PROGRAMSIt is important to remember that, in terms of educational investment in a highly skilled workforce, programs are not limited

to community college systems, or even to college-age students. The real investment begins as early as elementary

school with STEM programs which focus on critical thinking, computing, engineering, and other 21st Century skills. Many

high schools now offer Career and Technical Education (CTE) options which help to bridge the gap between school and

the workforce. Course offerings might include community college training or certification programs with credits and skills

which transfer to four-year colleges, community colleges, or the workforce.

Rural communities will benefit if the training is accompanied by jobs to keep their children in the community.

Urban communities benefit because a CTE high school does not require buying a 40-acre site for athletics.
