ADOPT-AN-ESTERO/RIVER ANNUAL ASSESSMENT REPORT CY 2015 _________________________________________________________________________________________ I. Executive Summary 1. Introduction Flooding is a serious threat to the lives and resources of individuals and communities. It is considered as a perennial problem nowadays and widely experienced not just in Metro Manila but also in other parts of the country. The city grinds to a halt when flood waters rise. Farmers lost their harvest, fishermen can’t go fishing and classes are often suspended which resulted sometimes to poor education because children can hardly cope up with their lessons. Many people especially the poor are the ones mostly affected by such disasters due to fewer resources and capacity to cope with its impacts. In urban centers like Metro Manila, tons of carelessly discarded garbage are swept away in creeks during heavy rains. The accumulated garbage then clogs drainage systems thus resulting in flooding & urban water pollution. Lakes, rivers & other water bodies suffer the same fate. Being the country’s steward of its environment and natural resources, the Department of Environment & Natural Resources (DENR) through the Environmental Management Bureau (EMB) embarked on a serious nationwide campaign to rehabilitate rivers and creeks in many parts of the country known as the “Adopt-an-Estero/Water Body Program” in 2010. The DENR urged private companies or institutions to take part in cleaning up creeks, rivers or nay water body of their choice for a minimum of one year. To make it sustainable, the DENR encouraged the private sector to strengthen their collaboration among communities residing along esteros and rivers, as well as local government units (LGUs) and others government agencies (OGAs).     2. Discussion

    As an update, the following are the number of donor partners and

    esteros/waterbodies adopted per year with a complete list in item II: i) In 2010,

    three (3) donor partners & three (3) esteros; ii) In 2011, seven (7) donor partners

    & six (6) esteros; iii) In 2012, seventeen (17) donor partners & twelve (12)

    esteros; iv) In 2013, five (5) donor partners & four (4) esteros; v) In 2014, four

    (4) donor partners & four (4) esteros ; and vi) for this year 2015, there are four

    (4) donor partners & four (4) esteros added again.

  • b. Major Accomplishment in terms of improvements in

    Water Quality

    To date, no remarkable improvement in terms of water quality is

    observed in the waterways.

    IEC Campaign

    One of the major accomplishments was the participation in the

    International Coastal Clean-Up which was conducted last 19 September

    2015 at Coastal Bay of Tanza, Navotas. The activity was participated by

    different institutions, academes, LGUs, other NGAs, private sectors and

    NGOs aside from the donor partners. They were encouraged and

    inspired to strengthen their collaboration among communities residing

    along esteros, creeks, rivers and other water bodies. They showed their

    interest by asking some IEC materials from DENR-EMB National Capital

    Region which they will reproduce to be distributed in their own

    communities.

    Solid Waste Management

    Some areas has already their own Materials Recovery Facility

    (MRF) and solid wastes are collected daily.

    Other Activities

    Presently, in order to further support the Program, other activities

    were conducted by some partners:

    i. Installation of bamboo trash trap to the upper and lower area of

    selected water channel was made. This helps in trapping floating

    garbage.

    ii. Assignment of out of school youth from Barangay that regularly

    collect trapped garbage.

    iii. Provision of wooden boat to easily collect trapped garbage.

    iv. Dredging/De-silting of the water channel to prevent flooding.

    v. Conduct of regular clean-up activity.

    vi. Proper segregation of solid waste to Material Recovery Facility (MRF)

    for hauling of private garbage hauler for each locators.

    vii. Provision of trash bin and garbage drum.

    viii. Rip rapping of some of the riverways and establishment of easement.

  • VII. Information and Education Campaign (IEC) Activities

    last September 19, 2015, in line with the International Coastal Clean-Up day, the following

    river bodies/esteros/creeks actively participated and conducted IEC activities:

    A. Adopted in 2011

    1) Balisampan Creek

    - The EMB-NCR Staffs gave fliers and posters re: Ecological Solidwaste

    Management to some residents along the waterbody.

    2) Mauling Creek

    - Fliers and posters were distributed and gave to the residents that passes

    though the Mauling Bridge where the clean-up activity was conducted.

    VIII. Other activities related to the Adopt-an-Estero/Waterbody Program

    1.) For 2011:

    a) Concepcion Creek- the Donor Partner had already rip-rap some of the

    riverways.

    b) Mauling Creek- the creek/ water body had already a rip-rap. And no

    interventions has done for 2015.

    c) Palico Creek- the creek/ waterbody had already a riprap. And no

    intervention has done for this year.

    2.) For 2012:

    a) Lingunan Creek- through the efforts of the Donor Partner they are

    modifying the rip rap/drainage for the better flow of river water.

  • 3.) For 2013:

    a) Estero de Sta. Clara- establishment of easement was undergoing at

    Havana Station.

    b) Redemptorist Channel/Roxas Canal –

    The following activities were conducted:

    - Installation of bamboo trash trap to the upper and lower area of the

    water channel was made. This helps in trapping floating garbage.

    - Assignment of out of school youth from Barangay that regularly

    collect trapped garbage.

    - Provision of wooden boat to easily collect trapped garbage.

    - Dredging/De-silting of the water channel to prevent flooding.

    - Regular clean-up activity participated by DENR, MMDA, DPWH, LGU

    of Parañaque, Brgy. Tambo, KKK and Aseana staff & security and

    locators of Aseana.

    - Proper segregation of solid waste to MRF for hauling of private

    garbage hauler for each locators.

    - Provision of trash bin and garbage drum.

    c) Ermitanyo Creek- No latest data/information available from Donor

    Partner.

    4.) For 2014:

    a) Pineda Creek- Future plans were:

    i. To treat the contaminated water flowing along the Pineda MRR

    Creek using different types of treatment systems.

    ii. To use Plantex Biozyme and All-in-One Solution for the

    enhancement of the treatment process.

    5.) For 2015:

    a) San Agustin Creek-

    The partner-donor Omnipack thru, Engr. Eric E.A. Raymundo of

    Raymundo Environmental Consultancy proposed Biowaste Upcycling

    Program for the Barangay where-in pineapple peelings that are dumped

    directly/along the riverway (San Agustin Creek) that contributes to the

    high concentration of BOD and COD will be used in the Biowaste

    Upcycling.

    This livelihood program aims to recycle the pineapple peelings. The

    peelings will be fermented and converted into vinegar with the use of the

    DOST technology/equipment Vinegar Acetator Kit.

  • IX. Issues and Challenges

    From the launching of the Adopt-an-Estero/Waterbody Program in 2010, the

    Program has gained extensive support from both the public and private sectors.

    The cooperation and overwhelming response of industries, commercial

    establishments, academes, other government agencies, LGUs and communities for

    this environmental endeavor are major factors that contributed to the attainment

    of the Program’s goals. The city and barangay communities continually support

    and provide the needed manpower during clean-up activities. The issues and

    challenges faced by each area are: i) the increasing number of participants from

    the community in the clean-up activities; ii) how to improve the solid waste

    management practices of the residents; and iii) how to minimize the accumulation

    of wastes from various sources.

    The DENR-EMB NCR is still in the process of encouraging other industries/

    private partners to join the Program. During the celebration of World Water Day,

    Environment Month, International Coastal Clean-up Day, National Environmental

    Awareness Month and Clean Air Month, the residents within the adopted water

    bodies/esteros/rivers are encouraged to participate in the activities in order to

    further appreciate and have a sense of ownership in the Program’s goals.

    X. Recommendations

    1. Include the Department of Health as one of the responsible parties in the

    signing of Memorandum of Agreement (MOA) of Partner Donor/s under the

    AEWBP in order to address the provision of vaccine e.g. leptospirosis,

    tetanus-toxoid to stakeholders who is going to participate in the clean up

    activities.

    2. Include the Department of Science and Technology as one of the responsible

    parties in the signing of Memorandum of Agreement (MOA) of Partner

    Donor/s under the AEWBP in order to address the provision of support to

    livelihood programs to be undertaken by the stakeholders, that requires

    technology transfer training coming from the DOST.

  • 3. A trainers’ training program re: environmental health & safety which

    includes proper handling & disposal of garbage must be conducted.

    4. Encourage the barangay officials to pass a barangay ordinance regarding

    the prohibition of throwing refuse in the waterways and imposition of fines

    and penalties to violators.

    5. Creation of a “Team” (composed of representatives from every barangay)

    similar to Pasig River Rehabilitation Center (PRRC)’s River Warriors which

    can be called as “bantay-estero/bantay-ilog” or the like who will attend the

    trainers’ training.

    6. Each member of the “Team” will serve as focal person of the Adopt-an-

    Estero/Water Body Program of the barangay. They will also be required to

    re-echo the knowledge/information that they gained to their respective

    barangays. They will be given an authority to impose the rules and

    regulations that needed to be practiced by each household in their own area.

    7. Inclusion in the work and financial plan of the regional office the support/

    assistance to livelihood project proposals under AEWBP: e.g. Biowaste

    Upcycling Program for the Barangay where-in pineapple peelings that are

    dumped directly/along the riverway (San Agustin Creek) that contributes to

    the high concentration of BOD and COD will be used in the Biowaste

    Upcycling.
