Questions which were raised by the Commissioners are: 1. In the State Parks, the sign said that smoking is only prohibited when guards are on duty so is smoking allowed at other times? 2. How would a smoking ban on the beach be enforced? 3. Who would enforce the smoking ban on the beach? 4. Have people been cited and how would that impact the City? 5. Where would designated smoking areas be located? 6. How prevalent are people who smoke on the beach? 7. Are people who smoke concentrated on the beach, and doesn’t the smoke dissipate? 8.
