Q1: What is the CY of unclassified excavation?

A1: See table on Page 5. Contractor is responsible for his/her own take-offs.

Q2: If there is a need for excavation below subgrade will it be paid by change order?

A2: Yes

Q3: What is the street classification of this section of Dey Ave?

A3: Dey Avenue is classified as a Local Street on the 2015 Update of the Cheyenne Urban

Roadway Functional Classification Map.

Q4: Can the parking stalls across Lincolnway at the Park be used for employee parking?

A4: Yes

Q5: Does the contractor have to provide access to the businesses at all times?

A5: Refer to the notes on Sheet 2 of the plans. Only one intersection (Dey Ave/Lincolnway and

Dey Ave/Ames Ave) may be closed to traffic at one time. All three of these businesses

have access off of Lincolnway. There will be a period of time when access to Little Philly

and The Eagle’s Nest won’t be accessible from Dey Avenue. This time needs to be kept

to a minimum as much as possible, meaning that consideration needs to be given to

maintaining access as much as is reasonable.

Dey Avenue Greenway Connector

Pre-Bid Meeting

I. Introductions: a. TJ Barttelbort, City Purchasing Manager b. Jeanie Vetter, Greenway Planner, City Planning & Development Office c. Darci Hendon, Summit Engineering, Project Engineer and Construction Administration

II. Schedule: a. Questions are due in writing, by email, to TJ by 5:00 p.m. on Friday, January 29, 2021. b. Addendum to be issued no later than 5:00 p.m., Tuesday, February 2, 2021. c. Bid Opening: 2:00 p.m., Friday, February 12, 2021, contractors may attend in person. d. If the bids are acceptable then City Council Approval is anticipated on March 8, 2021 and Notice

to Proceed is estimated for March 16, 2021 (pending completion of required paperwork.) e. Substantial Completion: July 16, 2021

i. This will ensure that Dey Avenue is fully open to the public prior to Frontier Days. ii. This project shall be included in the special rules for Cheyenne Frontier Days (see

Supplementary Specifications on Page 52 of 87 in the project manual.) All roadways and pedestrian ways shall be fully open. All equipment, materials, traffic control devises and other construction items shall be removed from the project site prior to 5:00 p.m. on Wednesday of the week immediately preceding CFD (Wednesday, July 21, 2021.)

f. Final Completion: August 16, 2021 i. ADDENDUM #1 – Final Completion of everything EXCEPT seeding will be required by

August 16, 2021. Seeding shall be completed between September 6, 2021 and September 24, 2021.

ii. ADDENDUM #1 – Remove Section 02900 of the Supplementary Conditions. Contractor will NOT be required to water the dry land seed area(s). Seeding will be done in September of 2021.

III. Swale/Swale a. The purpose of the swale is to provide some water quality before runoff enters Crow Creek. The

Creek has been identified as being impaired by E.coli and excessive sediment. b. Openings in the curb will be built to allow water to get off the pavement and into this swale. c. Because seeding won’t take place until after Final Completion, it is recommended that straw

waddles be placed at the back of curb at the curb openings. BMPs need to stay in place until 80% of the seed is established, at which time the contractor will remove the BMPs. If the seed doesn’t come in during Spring 2022, this will be a warranty item and it will need to be re-seeded prior to June 1, 2022.

d. Waddles, or BMPs will need to be kept in good condition. If the BMP falls apart and ends up filling up the swale, the swale will need to be cleaned out and the BMP replaced.

e. Dry Land Seeding: Contractor will rake dry land seed into swale area and then must either straw crimp or hydro-mulch over seeded area. Hydro-seeding is not permitted. This will be done in two steps: seeding, and then straw or hydro-mulch.

IV. Historic Wall and Pan a. This wall was constructed in the 1930’s and Councilman

Laybourne’s Grandfather helped to construct it. We need to use caution when working around it to prevent damaging it any further. You may not drive equipment on the pan. Please use care when removing the concrete adjacent to the wall.

b. An expansion joint will be placed between the pan and the new concrete so that the concrete isn’t poured onto the pan. Councilman Laybourne is investigating avenues to pay to restore this wall, we need to make sure the wall and the new Greenway are separated. (All expansion joints shall be sealed.)

c. For ~150’ of the length of the proposed Greenway the path won’t be 10’ wide because of the width restrictions inside the ROW and trying to keep this wall fully intact.

V. There is a fair amount of encroachment into the ROW in this area. Areas that appear to be on private property are actually within the ROW.

a. Construction Surveying will be needed, please don’t try and locate curb lines and improvements without a survey.

i. The grading isn’t standard, meaning that you don’t have a “normal/uniform” roadway cross slope.

ii. The proposed curb line on the south side of the Eagle’s Nest is within the ROW, but that area appears to be on Eagle’s Nest property. That curb line needs to be placed exactly where it was designed, there is already a lawyer involved representing the Eagle’s Nest.

b. Construction Easement i. A Temporary Construction Easement has been obtained from the owners of both Little

Philly and The Eagle’s Nest in order to place asphalt pavement at shown on Sheet 3 of the plans. The purpose of this asphalt will be to help with circulation between these lots and access to these businesses during construction. There will be times when you will have to shut Dey Avenue down to traffic to complete the work – this asphalt area will help with deliveries and getting customers to these businesses.

ii. DO NOT PARK EQUIPMENT OR STORE MATERIALS ON THE EAGLE’S NEST PARKING LOT. Doing so would be a violation of the Temporary Construction Easement.

VI. Working with the Adjacent Businesses a. Sheet 2 of the plans outlines requirements for working with the adjacent businesses and

keeping these businesses accessible.

VII. Storing Equipment / Construction Trailer a. The City of Cheyenne will allow the contractor to keep a construction trailer on the east side of

Ames Avenue within the Pump House Wetland area. This area is currently fenced off. If you choose to use this area to store a trailer then you will need to construct a construction fence around your trailer as indicated by the red line. There is an existing gate that you can open while you are working, but we need to keep the public out of the Pump House Wetland area. You will need to install a construction fence around your trailer to connect to the existing fence such that someone walking down the sidewalk along Ames can’t just walk around your trailer and into the Pump House Wetland area.

b. If additional material or equipment storage areas are needed the contractor will need to discuss those with the adjacent property owners to secure those sites. (Do not ask the Eagle’s Nest.)

VIII. Intersection of Dey and Lincolnway a. Note that there is an ADA ramp on the north side of Lincolnway that will be completely

removed, and the ADA ramps on the south side of Lincolnway will get rebuilt. IX. Intersection of Lincolnway and Missile Drive

a. Note that a new ADA ramp will be constructed on the south side of Lincolnway, east side of Missile Drive.

b. Note that there is an existing land configuration sign on the mast arm of the traffic signal for south-bound Missile Drive that will be removed and replaced with a Yield to Peds sign.

c. Work on Lincolnway will require a traffic control plan that will meet WYDOT standards. We will be working with Wayne Shenefelt, WYDOT Resident Engineer. See note about WYDOT traffic control on Sheet 10 of the plans.
