This Addendum Number 2 forms part of the RFP and modifies them as follows: CLARIFICATIONS

Q1. Will this project be backed by the Federal / Provincial government, or is the private partner taking revenue risk on the deal (vs. an availability payment concession whereby the private sector is held accountable to performance based specifications in the contract).

A1. Please see item 4 of the RFP, particularly items 4.2, page 9.

Q2. Section 14 of the RFP requests us to provide our prior experience in design, finance,

construction, managing and operating a multi-use facility of a similar nature, space and size to this Project however we are only asked to provide 2 reference projects. In order to showcase our full experience in all these elements would you be happy to receive and evaluate additional projects if we remain within the overall page count?

A2. Yes.

Q3. Is there a Go/No-Go process whereby GSS intends to work with the successful proponent

to develop the project design and budget to confirm total project feasibility?

A3. Please see item 3.3 of the RFP, page 7.

Q4. How will GSS address a selected proponent if it is made up of all required disciplines (DB, F, M, O) but determines post-award that their preferred approach may be without one of the disciplines? For instance, perhaps once into the process it is determined that a proponent’s Operating team members costs exceed what GSS’ own costs would be to operate the facility. Is there a mechanism to remove the Operating discipline and compensate them for their time spent on the project and potential lost revenue?

A4. Please see item 3 of the RFP, starting from page 6, particularly item 3.6.

Q5. Evaluation criteria includes a section titled “Innovative and Revenue Generation

ideas.” Section 10 – Submission Requirements are silent on this item. Could you please provide a description on how to maximize scoring for this section?

A5. Some examples are in items 3.7, page 8, 7.2(i) page 13, 12.3 and 12.4 page 18, 15.7 and 15.8 page 19 etc.

Q6. Have any firms been engaged in preliminary site planning, design development, budgeting etc? If so, could you please advise who they are?

A6. Please see item 3.3 of the RFP, page 7.

Q7. Could you please provide a site plan and advise on the area of the land available for the project?

A7. The legal description of land is: Plan: 1920902; Block: 10; Lot: 1. Please see the attached Appendix C – New Subdivision Plan 1920902 – 01 page and Appendix D – Map Site Search.

Q8. Could you identify the revenue sources GSS currently has that would be included in a business case to support the new project?

A8. Please see item 3.10 of the RFP, from page 8, and item 4.2(a) and 4.2(b).
