1. Introduction of Project Personnel (BoB, ICC Personnel, Design Professionals)

2. Summary Description of the Project

Project includes construction of a two-story 50,000 sq ft steel-framed building and related site work. Building exterior is brick on metal stud along with sloped asphalt shingle or standing seam metal roofing. Scope of Work includes general construction, mechanical, plumbing, fire protection and electrical.

3. Bidding Schedule and Receiving of Bids Procedures a. Project Bid Date is Thursday June 1, 2017. Bids will be received up until 2:00 p.m.

at the Bureau of Building, Grounds and Real Property Management, 501 North West Street, Suite 1401B Woolfolk Building, Jackson, MS, 39201.

b. Instruction to Bidders. c. Bid Proposal Form. d. Information required on the front of the sealed bid envelope (reference Instructions

To Bidders). e. Bid Security (5% of the Base Bid) accompanied by Power of Attorney. f. Bidders to pay close attention to Non-Resident Bidders’ requirements. g. Reference Bidder’s Checklist. h. Allowance for HVAC Controls, carried by mechanical subcontractor, $225,000.

4. Bid Proposal Form

a. Bid Form provided in Project Manual must be used. Fill-in ALL applicable blanks. Prices for all Base Bid, and Alternates must be given.

b. Time of Completion – within 420 days of Notice to Proceed. c. Liquidated Damages - $500 per calendar day. d. Unit Prices - none e. Alternates – Four add alternates, see Division One for descriptions f. Receipt of Addendum. g. Guarantee of Work - include certificate of responsibility number and signature of a

person authorized to enter into a contract with the owner.

5. Owner Special Conditions & Supplementary Conditions

a. Non-Smoking campus b. Any damage to access routes caused by the construction will warrant repair to pre-

construction conditions by the Contractor & should be well documented. c. See schedule of Inclement Weather Days anticipated in Division One Supplement.

6. Work and Site Requirements

a. Site access. b. Material lay down area. c. Work Hours. d. Construction parking. e. Project Sign.

7. Owner’s Concurrent Operation at Site and Adjacencies

a. Streets to east and west must remain open to the public throughout the project. b. Construction fence is to be installed to allow egress from existing doors at Student

Support Building at north edge of project site. If Add Alt #2 is accepted, temporary rerouting of building egress will be coordinated.

c. There is significant scope of electrical work on site to be performed by Tupelo Water & Light. College and Contractor will need to coordinate the timing of their work and allow them access to the project site as required.

d. There is scope of work in this contract for site communications that extends well beyond the project building site. Contractor will be required to coordinate this work with College.

e. Site for parking lot in Add Alt #4 is vacant and would require fencing off. If Add Alt #4 is accepted Contractor would be required to coordinate timing of roadway resurfacing with the College.

f. Study all utility plans for branch installation outside of fenced building site area.

1.11 FIELD CONDITIONS

A. Field Measurements: Verify actual locations of walls and other construction contiguous with railings by field measurements before fabrication and indicate measurements on Shop Drawings.

PART 2 - PRODUCTS

2.1 MATERIALS, GENERAL

A. Metal Surfaces, General: Provide materials with smooth, flat surfaces unless otherwise indicated. For components exposed to view in the completed Work, provide materials without seam marks, roller marks, rolled trade names, or blemishes.

B. Bronze handrails, light oil rubbed bronze.

1. Comply with following standards for forms and types; alloys refer to standards of Copper

Development Association; intent is to provide matching color and finish on exposed metal components. a. Extruded Shapes: ASTM B455; Alloy 38500, Architectural Bronze. b. Plates and Bars: Alloy C28000, Muntz metal. c. Seamless Tube: ASTM B135, Alloy C28000. d. Castings: ASTM B584, matching color of other bronze. e. Rod: ASTM B134, Alloy C23000.

C. Handrails: Bronze alloy (C38500), traditional moulding equal to Julius Blum 4539 Bronze with Volute termination fitting at top and bottom of stair. Mount on 1 ¼” x ¾” powder-coated aluminum channel. See drawings for assembly details. Post-mount brackets equal to Julius Blum 383 powder-coated aluminum.

D. Guardrail top rail: Bronze alloy (C38500), traditional moulding equal to Julius Blum 4574 Bronze. Mount on 1 ½” x ¾” powder-coated aluminum channel. See drawings for assembly details.

E. Guardrail infill spindles: Steel spindle equal to Julius Blum 327, spaced at 4 inches on center. Steel to be powder coated, architect to select color.

F. Guardrail bottom rail: Powder-coated aluminum 1 ½” x 5 8” flat bar.

G. Posts: Powder-coated aluminum structural square tubing, 3” x 3”. Post collars equal to Julius Blum 5 8” x 5 8” 6063-T52 aluminum tube with 6952 aluminum Cove Moulding top and bottom, all miter-cut and powder-coated. Base collar equal to Julius Blum 6063-T52 aluminum 3 8” x 3” flat bar, miter-cut and chamfered at top. Post cap equal to Julius Blum cap style A, powder-

coated aluminum. Collar under cap equal to Julius Blum 6955 aluminum Cove Moulding, miter-cut and powder-coated. See drawings for assembly details.

H. Anchors: Type best suited to application as indicated on the Drawings. Posts to be blind-mounted to stringer with internal mechanical fastening.

2.2 PERFORMANCE REQUIREMENTS

A. Delegated Design: Engage a qualified professional engineer, as defined in Section 014000 "Quality Requirements," to design railings, including attachment to building construction.

B. General: In engineering railings to withstand structural loads indicated, determine allowable design working stresses of railing materials based on the following:

1. Copper Alloys: 60 percent of minimum yield strength.

C. Structural Performance: Railings, including attachment to building construction, shall withstand the effects of gravity loads and the following loads and stresses within limits and under conditions indicated:

1. Handrails and Top Rails of Guards:

a. Uniform load of 50 lbf/ft. applied in any direction. b. Concentrated load of 200 lbf applied in any direction. c. Uniform and concentrated loads need not be assumed to act concurrently.

2. Infill of Guards:

a. Concentrated load of 50 lbf applied horizontally on an area of 1 sq. ft. b. Infill load and other loads need not be assumed to act concurrently.

D. Thermal Movements: Allow for thermal movements from ambient and surface temperature changes acting on exterior railings by preventing buckling, opening of joints, overstressing of components, failure of connections, and other detrimental effects.

1. Temperature Change: 120 deg F ambient; 180 deg F, material surfaces.

2.3 METALS, GENERAL

A. Metal Surfaces, General: Provide materials with smooth surfaces, without seam marks, roller marks, rolled trade names, stains, discolorations, or blemishes.

B. Brackets, Flanges, and Anchors: Same metal and finish as supported rails unless otherwise indicated.

1. Provide cast-metal brackets with flange tapped for concealed anchorage to threaded hanger bolt.

2. Provide either formed- or cast-metal brackets with predrilled hole for exposed bolt anchorage.
