B2. There have been a number of questions about where certain items are referred to the in the

bid form. Please be aware of the statement in Section 01025 Measurement and Payment, which reads:

“4.01 SCOPE

A. The Total Base Bid Price shall cover all work required by the Contract Documents.

All costs in connection with the proper and successful completion of the work, including furnishing all materials, equipment, supplies, and appurtenances; providing all construction equipment, and tools; and performing all necessary labor and supervision to fully complete the work, shall be included in the unit and lump

sum prices bid. All work not specifically set forth as a pay items in the Bid Form shall be considered a subsidiary obligation of the Contractor and all costs in connection therewith shall be included in the prices bid.”

In summary, all of the items shown on the plans and specs will be included in the base bid whether or not they are specifically singled out in various bid items.

B3. The FRP piping size as shown on the drawings is correct. Item No. 9 on the bid form will include all FRP piping, complete.

B4. The grit piping that is indicated to be removed at the Pascagoula/Moss Point WWTP will

be removed from the flange at the connection to the grit chamber to the flange at the connection to the grit cyclone. The existing pipe at the grit chamber should be filled with grout and a blind flange installed on the flange of the existing pipe existing the grit chamber.

B5. All new valves and piping will be required to be painted along with those existing pipes

and valves indicated on the plans to be painted. Stainless steel and aluminum surfaces will not be painted.

B6. All valve indicated to be repaired may be replaced at the option of the Contractor. B7. There are three (3) 16” butterfly valves that will be replaced at the existing digester basin

air header. B8. The ¾” water service to the odor control platform will tie into an existing 6” water main

along the west side of the pavement are. This 6” water line is internal to the plant and will not require a water meter. There is a water valve shown on the record drawings near the southwest corner of the headworks that can be turned off to allow for the tap to be completed.

B9. The influent pumps must be isolated to replace the existing valves as shown on Sheet

M.03. By-pass pumping will be required. B10. The sludge pumps shown on Sheet M.04 can be turned off individually to replace the valves

as shown. B11. Each of the grit chambers can be isolated individually in order to remove the mixing

equipment, clean grit from the chamber, and to remove grit piping and pump associated with each chamber.

B12. There are three force mains entering the headworks. One from the influent pump station and two from off-site. The force mains can be shut down for periods of 4 hours between the hours of 1 am and 5 am. All shut downs must be coordinated with JCUA staff.

B13. On Sheet M.15, the 12” drain valve that is shown to be replaced for Aeration Basin No. 3

has a centerline elevation of 0.33. The ground elevation the exterior of the basin wall is approximately 10.00. So the valve is approximately 10 feet deep.

B14. Aeration Basin No. 2 can be isolated to the extent that the tank area can be drained. The

influent and effluent channels that service all three basins are common and cannot be shut down. The normal dry weather water surface elevation in the effluent channel is below the elevation of the adjustable weirs. It should be possible to erect a temporary platform above the flow to access the weirs for removal and replacement. The 3” butterfly valves are above the flow and accessible for replacement without draining either influent or effluent channels.

B15. The plant pump station on Sheet No. 21 should be able to be shut down for periods

sufficient to replace the valves. B16. See Addendum No. 1 for information referencing the depth of the 6” plug valve on Sheet

No. M.23. B17. Contractor will have to work with plant personnel in regard to accessing and stopping flow

from various plant processes. During site inspection, all Contractors should discuss access to the various places where work is to be done to determine access.

B18. The digester basin will have to be removed from service and drained to an elevation

necessary to replace the 8” slide gate valves as shown on Sheet M.27 and M.28. Contractor will work with plant personnel so schedule necessary shut down.

B19. Sheet M.30, the channel should be able to be isolated for replacement of the bar screen at

the Escatawpa headworks using the existing slide gates. B20. At least one of the aeration basins at Escatawpa can be taken out of service at any one time,

however each basin can be lowered or drained as necessary to complete the Work as shown. Contractor must coordinate any shut downs with plant personnel.

B21. Contractor shall coordinate shut downs of any plant systems with plant personnel. At

Escatawpa only one process train can be shut down at a time. There must always be one aeration basin and clarifier in operation at all times.

B22. The W3 system at Escatawpa can be shut down for replacement of the strainer and valve

as shown on the drawings.

B23. There is no preferred manufacturer for the FRP piping. Piping must meet the specification. B24. For the submersible pump to be installed in Aeration Basin No. 2. Only provide one set of

guide rails. The equipment for the other basins will be supplied in separate contracts. B25. Sheet M.34, Note 2 refers only to the aerator impellers. The motors and gears for the two

aerators in Basin No.2 are to be remain and are NOT being replaced. B26. At Escatawpa, the adjustable weir is being replaced at Aeration Basin No.1 and the aerator

impellers are being replaced at Aeration Basin No. 2. B27. For Clarifier No. 1 at the Escatawpa WWTP the steel equipment to be sandblasted is

assumed to be in sufficient condition to allow for this operation. If the situation changes upon closer examination during construction, a decision will be made at the time how to proceed and the contract will be changed if necessary.

CHANGES TO SPECIFICATIONS C1. Instructions to Bidders, Part 15.01. Delete the second sentence and replace with the

following:

“15.01 A Bid shall be made on the Bid Form bound in the Project Manual. The Bid Form shall not be altered in any way.”

C1. Delete Bid Forms located in the Project Manual and Addendum No. 1 and replace with the

revised Bid Form attached to this Addendum No. 2. C2. Specification Section 01025, Add the following:

“4.25 NON-CLOG SUBMERSIBLE PUMP

A. Measurement: Non-clog submersible pump for installation in Aeration Basin No. 2 will be measured for payment at a lump sum.

B. Payment: Installation of the non-clog submersible pump in Aeration Basin No. 2

shall be at the lump sum price bid and shall include all labor, materials, tools and equipment necessary to complete the work as shown on the drawings. This work will include the pump, cast iron footing bend, all piping, brackets, rails, pipe connections, caps and all appurtenances necessary to provide a complete system.”

C3. Specification Section 15230, Miscellaneous Valves, Part 2 Products. Add the following:

A. Knife gate valves for use in sludge aeration basin shall have stainless steel body and gate with resilient faced seat. Valves shall be suitable for use in submerged condition.

B. Materials of construction are as follows:

1. Body: 316 Stainless Steel, ASTM A351 CF8M 2. Packing: SMP-PTFE Braided Packing 3. Gate: 316 Stainless Steel, ASTM A240 4. Gland: Matches body material 5. Screws, Nuts and Washers: 304 Stainless Steel 6. Seat Ring: EPDM 7. Handwheel: Painted Cast Iron 8. Stem: 304 Stainless Steel 9. Yoke: 304 Stainless Steel

C. Knife gate valves shall have hand wheel operators. The valve will be provided with

an extension for handwheel operation to the dimensions shown on Sheet No. M.28. D. Stainless steel knife gate valves shall be DeZurik KGC-HD heavy duty cast

stainless steel or equal.

2.3 MUD VALVE A. The mud valve shall be of the heavy duty flanged type designed to provide a

positive seal under both seating and unseating head conditions. The valve shall be non-rising stem style. The frame, plug, operating stem, and yoke shall be stainless steel. The plug shall be Buna-N rubber for a positive seal.

B. The valve shall be guaranteed against stem galling for the life of the valve. Stems

shall not be coated as coatings can wear off and eventually lead to galling. C. Valve stem shall be rolled and not cast as rolled threads provide more durability

and strength. D. Plug stem shall have hydraulic relief slots to prevent sediment from building up in

the plug stem area. E. Plug base shall have no through holes as to prevent any possible leak path. F. The manufacturer shall provide valve operating stems, floor stands, and stem guides

necessary to replace the existing operation mechanism presently in place.” G. Valve and accessories shall be manufactured by Troy Valve Model MVXN, or

approved equal.”

Based on the information and observations referred to in Paragraph 3.01.E, Bidder does not consider that further examinations, investigations, explorations, tests, studied, or data are necessary for the determination of this Bid for performance of the Work at the price(s) bid and within the times required and in accordance with the other terms and conditions of the Bidding Documents.

G. Bidder is aware of the general nature of work (if any) to be performed by Owner and others

at the Site that relates to the Work as indicated in the Bidding Documents. H. Bidder has given Engineer written notice of all conflicts, errors, ambiguities, and

final payment in accordance with Paragraph 14.07.B of the General Conditions on or before the dates or within the number of calendar days stated in the Agreement.
