    4. M102 – It appears the intent is that any ductwork exposed in the stage area be double wall. Please

    confirm. Further, please clarify whether or not the below stage return ductwork must be double wall or can be single wall with external duct insulation. It may not be possible to provide true double duct below the stage without removal and reinstallation of existing ceilings/structure below the stage area. This would be very expensive and time consuming. Response: It is the intent for the outside air and return air ductwork to be double wall as shown on the drawings. There is no ceiling under the stage, just a cavity between the stage and the floor that the return ductwork is routed through. The floor under the stage is at the same level as the flor just in front of the stage. We believe the double wall duct can be installed there and would like the bids based as such.

    5. M103 – Please provide load rating for existing stage and roof structure such that it may be determined the safest way to remove and install the equipment, ductwork, and piping for the job.

    Response: A mobile lift may not be used. The contractor should plan a scaffolding system along with taking into account that they will need to take appropriate measures to determine the proper measures to take before loading equipment or scaffolding onto the stage.

    6. E102 – Please provide manufacturer and model of existing fire alarm system controller. If there is a service contract for this system, please provide point of contact. Response: Simplex, Model 4020. There is a service contract with Simplex.

    7. Do you want the intake louvers to be cleaned and painted? If so, what color?

    Response: Yes, please include cleaning and painting of the outside air louvers. Color selection shall be selected by the owner during submittals, contractor shall provide color chart.

    8. Has Asbestos inspection been completed on Auditorium?

    Response: WJCC recently conducted the required triennial inspections. All known asbestos has been removed from Matthew Whaley. If the Contractor discovers or inadvertently disturbs any material that he knows, should have known or has reason to believe, may contain asbestos that has not been previously identified, was overlooked during the removal, was deemed not to be friable or was encapsulated, the Contractor shall stop Work in the area containing or suspected to contain the asbestos, secure the area, and notify the Owner and the Architect/Engineer immediately by telephone or in person with written notice as soon as possible. The Owner will have the suspect material sampled.

  • 9. Can you provide a shop drawing of control upgrades?

    Response: Please see attached for the 2014 shop drawings for HVAC Controls. The existing air handlers being replaced have Trane Controls but were not upgraded in 2014. The existing controllers are a legacy product. It is anticipated that it will be less expensive to provide new controls on the air handlers from the factory in comparison to removing/reusing the existing legacy controls.

    Reference: Asbestos Management Plan Review Matthew Whaley Elementary School

    Dear Mr. Robertson: ECS Mid-Atlantic, LLC (ECS) is pleased to provide WJCC Public Schools with the following findings and conclusions based on the review of the existing asbestos related records for Matthew Whaley Elementary School under US EPA Asbestos Hazard Emergency Response Act (AHERA) under 40 CFR 763. ECS reviewed the existing records maintained by WJCC Public Schools for general compliance with AHERA. Based on the available documentation provided within the asbestos management plan, it appears that all of the previously identified and/or assumed asbestos containing materials (ACMs) within the building(s) have been removed. Therefore, no further re-inspections or periodic surveillance for asbestos containing materials (as specified under AHERA) is required. It should be noted however that this status could change in the future if additional asbestos is discovered concealed within the building and not removed, or if any new building materials are installed for the school as part of any future renovation or new construction projects that are not covered by a signed statement by an architect, project engineer responsible for the construction, or an accredited inspector that no asbestos-containing building material (ACBM) was specified as a building material in any construction document for the building(s), or to the best of his or her knowledge, no ACBM was used as a building material in the building(s). Under 40 CFR 763 (AHERA) this letter will in part serve as a closing document to the school’s asbestos management plan. This letter along with all other existing documentation should be maintained at the school and in the central record keeping office as a record with respect to the status of asbestos in the school and be available for review by parents, teachers, school employees, and outside contractors. Parent, teacher, and employee organizations should be continued to be notified of the availability of the asbestos management plan annually. Note 1: If any renovation or demolition activities are planned within the school property, an asbestos survey is recommended prior to the renovation/demolition in the areas to be impacted in order to identify asbestos containing building materials (if any) not covered by AHERA or any

    other building materials not readily accessible or concealed within the school building components. Note 2: In preparation of this letter, ECS relied on accuracy of the studies and reports previously performed/provided for WJCC Public Schools by third party consulting firms other than ECS.     WILL HAVE FIELD PROGRAMMABLE INDEPENDENT SETPOINTS, THE VALUE OF WHICH WILL BE

    THE OPTIMUM DIFFERENTIAL PRESSURE AS DESIGNED FOR EACH REMOTE LOCATION.

    THE DDC CONTROL SYSTEM FOR THE CHILLED WATER SYSTEM WILL MAINTAIN MINIMUM FLOW

    ACROSS THE CHILLER EVAPORATOR BARREL DURING ALL HOURS OF OPERATION. THE CONTROL

    SYSTEM WILL MONITOR FLOW (PRESSURE DROP) ACROSS THE CHILLER BARREL AND CONTROL

    PACKAGED PUMPING SYSTEM.

    THE DDC CONTROLLER WILL CONTINUOUSLY MONITOR ALL CHILLED WATER VALVES AND RESET

    THE SETPOINT OF THE PUMP PACKAGE SO THAT AT LEAST ONE CHILLED WATER VALVE IS AT

    LEAST 95% OPEN.

    THE DDC CONTROLLER WILL PROVIDE A FAILURE ALARM FOR EACH PUMP. UPON A PUMP FAILURE

    ALARM, THE PUMP WILL BE STOPPED AND LOCKED OUT OF SERVICE UNTIL THE ALARM IS MANUALLY

    RESET. THE LAG PUMP WILL BE STARTED TO REPLACE THE FAILED PUMP.
