Q4. Will any special coating be required for sheet piling? Answer to Q4: Since the sheet piling is temporary, no special coating of the sheeting will be required. Q4. Can you provide a drawing of the intake in the river. Answer to Q4: A detailed drawing of the existing raw water intake structure in the river is not available. Q5. Is Buy American required for this project? Answer to Q5: Buy American is not required, however the contractor must adhere to Davis Bacon wage rates. The Contract Documents shall be amended as follows: Specifications: S1. The Bid Form in the current specifications will be removed and replaced with the Bid Form

as attached to this Addendum Number 1 and noted in the footer as Bid Form, Addendum No. 1.

S2. Specification Section 01025, Measurement and Payment, 1.20 Payment Items, remove Part

1. Measurement and payment for “Provide and Install Exterior Intake Piping” will be on a linear foot basis for all material and work required to install this type of piping as shown on the drawings. The item shall include all pipe material, fittings, appurtenances, and bedding along with installation and pressure testing.

1. Introductions

My name is Robert Bredberg with Burk-Kleinpeter, Inc. and I am the engineer for this project.

This meeting is to familiarize the contractors with the project and the general requirements for the bid. All specific questions regarding clarification of the plans and specifications must be submitted to the Purchasing Department in writing no later than seven (7) days prior to the date of the bid opening in order to allow for sufficient time to respond if issuance of addenda is required.

2. Sign-In Sheet

A sign-in sheet is provided at the door. Please make sure that you sign and provide your name and contact information including e-mail address.

This is a voluntary pre-bid meeting.

3. Project Overview

St. John the Baptist Parish operates the Lions Water Treatment Plant and associated raw water pumping stations (old and new). Currently during low levels in the Mississippi River, the pumps in the old pump station cannot operate due to the configuration of the raw water intake. This project will install a new 16” ductile iron raw water intake pipeline from the old pump station to a point approximately 70 feet from the existing pump station where it will be tied in with the existing intake. The new section of intake pipeline will be installed at an elevation that will ease the hydraulic restrictions on the pump station. New pumps will be installed in conjunction with the installation of the new portion of the raw water intake. The project will include the relocation of the electrical service to the pump stations. The existing electrical service is an aerial service supported by poles. The new electrical service will cross the existing levee at grade then connect to the underside of the existing access bridge to the pump stations. This will allow for more reliability in the event of severe weather conditions. The Contractor is also cautioned that because this work is to be performed on the flood side of the Mississippi River levee, all established rules and U.S. Army Corps regulations will be enforced governing the driving of support piles and cofferdam sheet piling. The Contractor shall comply with all requirements of the Pontchartrain Levee District letter dated November 10, 2016. A copy of the permit is attached in the specifications following Section 01010.

4. Review of Division 0 - Bid Documents

A. Bid Opening – Bids will be received by the Owner at the office of the St. John the Baptist Parish Purchasing & Procurement Department, reception desk until 2:45 p.m. Central Standard Time, on Tuesday, November 27, 2018, and then publicly opened and read aloud at St. John the Baptist Joel S. McTopy Council Chambers.

B. Bidders check list

1) Bid forms including all unit prices and bid sheets. ( in case of mathematical discrepancies the unit price shall take precedence – so check your unit prices and extensions carefully prior to finalizing your bids)

2) Make sure that the bid forms are signed by a company officer or other person authorized to make this bid on behalf of your company.

3) Include required bid bonds or security.

4) Bidders are advised to pay strict attention to all bond requirements

5) Acknowledge receipt of all addenda. All addenda will be published by email, on the Parish website and on the Central Bidding website. Please make sure that the email address provided on the sign-in sheet is valid.

6) Clearly and legibly print contractor’s name and license number on the outside of the sealed envelope containing your bid.

7) The envelopes containing the bids must be sealed, addressed to St. John the Baptist Parish Purchasing & Procurement Department and clearly marked “Sealed Bid Lions Water Treatment Plant Pump Station Intake Project”.

C. Bid form

F. Contract

1) Work to commence within 10 days of the Notice to Proceed. 2) Contract time is 270 calendar days and will begin on the day that the

Notice to Proceed is issued. 3) Substantial completion will be 30 days prior to the day of final completion

to allow for resolution of outstanding items in the contract. 4) Liquidated damages will be $500 per calendar day in excess of the time of

substantial completion.

G. The Engineer’s estimate of probable construction cost is $951,000.

H. Contractor will be expected to carefully study and compare the contract documents for errors or discrepancies. Any errors or discrepancies will be reported to the Engineer in writing.

I. Davis Bacon wage rates will apply to this project. This project will be administered through the Louisiana Department of Health and as such, the Contractor will be required to prepare weekly certified timesheets for all employees. All timesheets will be included with the Payment Application associated with the time period associated with that application.

J. In additional to the levee district permit, the Contractor must adhere to the requirements of all federal, state, and local permitting requirements for the project.

5. Substitutions

A. The drawings and specifications have been prepared based on the criteria of certain manufacturer’s products. The Contractor may elect to use a substitute for a product or material that is named in the drawings or specifications. The Contractor shall submit the pertinent information to the Engineer for approval.

6. Site Conditions

A. It is the responsibility of the Contractors to review the existing site and conditions prior to bidding in order to familiarize themselves with the project.

B. A site conditions survey will be required prior to beginning any work on the project.

C. There will be some period of time when the pump station will need to be taken out of service for installation of the new pumps and connection to the new raw water intake. The work cannot interrupt the operation of the Lions WTP. Contractor will coordinate all work activities with the Owner to ensure that there are no disruptions of service from the New Pump Station during construction.

7. Questions About Plans and Specifications

A. No verbal questions either at this meeting or in phone calls will be answered by the Engineer.

B. Submit questions about the plans and specifications to the Purchasing Department in writing, a minimum of 7 days prior to the bid date (Tuesday, November 27, 2018).

C. Everyone should review the drawings and specifications prior to bidding. If there are any questions, please ask them prior to bid so that we will have a chance to make any modifications that may be required.

This is a temporary one-time servitude. Grantee hereby agrees and obligates itself to repair any damages to the premises caused by Grantee and to restore the property to as near its condition prior to such damage as is practicable and pay all damages occurring to the fences, buildings, or other structures belonging to Grantor resulting from the exercise of the rights herein granted. As further consideration for the granting of this servitude or easement, Grantee shall indemnify and save harmless, the Grantor from and against any and all detriments, damages, losses, claims, demands, suits, costs, or other expenses which Grantor may suffer, sustain, or be subjected to, caused either wholly or in part, directly or indirectly, by reason of the use of the above premises pursuant to the rights granted herein. It is further understood and agreed that no interest in the oil, gas and other minerals underlying the above strip of land, and no interest in fee title to said strip is covered by this instrument.
