This addendum amends and forms part of the Tender Documents. The Bidder shall insert the addendum behind the cover page of the Tender Documents. The following additions, deletions and revisions form part of the drawings and specifications for the above referenced project:

GENERAL

1. Information: Pre-bid Mandatory Site Meeting Minutes, dated January 7, 2013 are issued to provide additional information pertaining to the project. Any items indicated during the meeting pertaining to the details found in the “Instructions to Bidders” or “Tender Form” of the specification, in particular, submission details, dates, times etc. should be referenced directly from those specification sections;

2. Delete the original Appendix “A” – Bid Form and replace it with the attached Appendix “A” Revision 1 – Bid Form.

3. In the Instructions to Bidders, ADD section 10.1.1 as follows:

10.1.1 The base bid shall include the cost of disassembly and transport of the Quonset Hut.

Bidders will be required to provide a credit or add in respect of the disassembly and transport of the Quonset Hut. Pricing will be assessed on the basis of lowest base bid exclusive of the separate price. The City may delete the Quonset hut provisions and apply the pricing, at its sole and absolute discretion.

5.1. Clarification: “Demolition Plan” requires the removal and dismantling of the existing structure. The quotation should include transportation of the dismantled structure to a location to be identified later by the Owner within limits of Essex County;

6. Refer to drawing 126543E1 (not reissued); 6.1. Clarification: Note that there are two different sets of drawing numbers. The drawings

referenced with project No. 126543 were for the first package issued for the underground work, building demolition and electrical relocations (being done by Vollmer). As part of this contract the bidders should only be looking at the encircled work noted by the appropriate revisions. Drawings referenced with project No. 127106 are all for the building work.

6.2. Clarification: There is no longer a Note 4 - it originally referred to the supply of the primary cable that was clarified before the construction set of the underground work was issued;

7. Refer to drawings 127601E1 Revision 3 – Power Plan and Sections (attached);

7.1. Revision: Revise cable trays as shown. Note: All cable trays to be supplied and installed by the

successful contractor as part of this RFT. Reinstatement of the power feeds to all existing pumps (DP-1, 2, & 3, BP-1 & 2, CP-1, 2 & 3, CT-11 & 2) and chiller controls by Vollmer under existing contract.

8. Trade Union Status: EllisDon Corporation/ DeAngelis Construction Ltd. joint venture (the “Design Builder”) are signatories to collective agreements for the following trades: • Labourers • Carpenters • Operating engineers • Bricklayers, terrazzo and tile • Cement masons • Iron Workers • Painters The contract between the successful Bidder and the City shall be assigned to the Design Builder. All Bidders are solely and exclusively responsible to ensure their eligibility to submit a Bid and to perform the Contract based on the existence of the collective agreements and the assignment of the Contract to the Design Builder.

• That a single site superintendent shall maintain a full-time presence on site, with a minimum of 40 hours per week on a continuous schedule from Monday to Friday between the hours of 7 a.m. and 4 p.m. Hours can be extended after or before these times and on weekends at the discretion of the bidder and as required to meet the intended project schedule. This individual shall be assigned at the commencement of the project and remain for the entire duration, including contract close-out;

• If additional work is conducted within a normal work day then no additional fees can be charged for the site superintendent and/or foreman.

• Associated mechanical and electrical work identified in the contract documents. It was further clarified that the site work outside of the building and enclosure is part of FAC contract and will need to be coordinated with FAC EDDe JV Team.

1.4 S.Vilardi provided the following summary of the tender requirements, but clarified all details should be reviewed and followed as outlined in the specification distributed with the construction documents:

• All drawings to be picked up from City of Windsor Purchasing;

• Contractual and Technical Tender details are included in the Specification;

• Work to be complete on or before April 30, 2013;

• Tender Close: 11:30 a.m., January 17, 2013 at City of Windsor Purchasing;

• Bid Bond: $40,000;

• Performance and Labour & Materials Bonding: Sub-guard through Design Builder for 100% of the construction value;

• Successful bidder will become a subcontractor to EDDe JV.

• Reminder that all questions must be submitted to purchasing via email;

S.Askin-Hager clarified that all bidders should contact EDDe prior to submitting their tender quotation to ensure they are eligible for sub-guard, if not, traditional bonding will be required. Bidders may contact FAC Project Manager, Doug Farmer by email at: [email protected] or by phone (519) 254-6231 extension 25 in order to receive additional information.

1.5 S.Vilardi confirmed that permit drawings have been submitted to the City and will be ready for the commencement of the project.

S.Vilardi noted to the group that coordination with both EDDe JV and Vollmer was an essential to the terms of the contract and provided the following comments:

• All work on site will be coordinated with FAC Project Management Team, specifically Doug Farmer, FAC Project Manager and Mike Mertz, FAC Site Superintendent;

• Successful contractor will need to meet with Vollmer and ED/De JV prior to construction to prepare a week by week schedule of planned activity;

• Vollmer, the contractor currently provided underground services for DE also has work to do on the building from the original project and therefore it required that the successful bidder intimately coordinate with this contractor. Electrically, Vollmer is currently responsible for the duct banks and underground work, installation of all primary and secondary power, transformers, 4160v switchgear, 600v switchboard and relocations of electrical panels as well as reconnection of all motors and the chiller. Vollmer is also responsible for removal of all electrical so that the Quonset hut can be removed.

1.7 S.Vilardi noted items already identified to be issued as addendum as follows:

• Separate price required to delete the demolition and removal of the existing hut structure as the owner may undertake this directly;

• Electrical: Note that there are two different sets of drawing numbers. The drawings referenced with Project No. 126543 were for the first package issued for the underground work, building demolition and electrical relocations (being done by Vollmer). As part of this contract the bidders should only be looking at the encircled work noted by the appropriate revisions. Drawings referenced with Project No. 127106 are all for the building work;

• There is no longer a Note 4 on E-1 project No. 126543 - it originally referred to the supply of the primary cable that was clarified before the construction set of the underground work was issued.

2. Confirm bid bond – S.Askin-Hager confirmed the bid bond was $40,000 as indicated in the specification;

3. It is intended that the contract will be awarded immediately following tender closing on Thursday, January 17, 2013. If the tender award is

4. The backflow preventer provided for the new domestic water supply is already installed and will not be required on this contract;

5. Roof flashing for vent stack will be provided as part of the general trades rather than the plumbing contractors scope of work;

6. Locates will be the responsibility of the successful bidder which would likely be provided through completed as-built drawings of recently completed work;

7. “Chatham Street” was incorrectly noted on the site plan, this should be noted as “Church Street”;

8. Once the existing temporary enclosure is removed above the existing chiller it will need to be protected from the elements until the new enclosure is constructed.

1.10 S.Vilardi toured the work areas with the group and reviewed the specific scope of work areas as well as site access.
