General Specifications
1. All work is to be performed in accordance with the City of Waco’s Manual of Standard
Details and the Standard Specifications for Construction.
2. The contractor is to protect from damage all facilities and equipment at the golf course (work site) location both public and private during this project. Any damaged facilities or equipment will be replaced or repaired, to the Owner’s satisfaction, at the expense of the contractor.
3. The work will be done during the normal business hours of 7:30 a.m. to 5 p.m. Monday
through Friday unless otherwise mutually agreed upon. 4. After construction, the work site is to be cleaned up to the same or better than pre-
construction condition. 5. Delivery of the equipment and supplies are to be coordinated with the golf course manager 6. Installing the pump will include all the wiring and connections needed to make a fully
functional water well system. 7. All of the old piping, pumps, motors, and other materials not used will be removed and
disposed properly and according to relevant local, state, and federal environmental rules, regulations and procedures.
8. The work shall not interfere with the golf course operations, golfers, or golf course
maintenance.
9. Protecting all golf course facilities is to include repairing ruts and laying down plywood or other protective material that will protect the golf course while moving equipment in and out of the work site.

Contractor is to provide the following services: Perform a TV camera well survey to determine the condition of the well screen and casing. Repair
and replace the well parts as needed Sonar jet clean the well perforations Bail out the sediment from the bottom of the well with bailer up to a ten-foot height. Additional
cleaning will be based on the included bid price Assemble pump with motor, install with all the accessories and start-up/test
Contractor is to get the well back in service:
Conduct a minimum one (1) hour pump test upon completion of the well repair, per TCEQ requirements. Adjustments are to be made to ensure test meets and passes TCEQ requirements.

Conduct and make sure the well passes bacteria test (Bac-T) to ensure the well/pump, etc. are clean and meets TCEQ requirements for public use.(The City of Waco Water Utilities staff will perform the tests when the contractor has properly prepared the well for testing. The contractor will be charged for any failed bacteria tests after the first round.

Addendum No: 1 Questions Raised during the Pre-Bid Meeting:
1. Does the fence around the well have to be replaced?
The City will replace the fence upon final completion of the project.
2. Will the City be replacing he exposed wiring at the well head? Yes. The City will replace the exposed wiring to ensure there are no electrical issues related to the wiring of the well, pump, and motor.
3. Can MSE Submersible Heat Exchanger Motors be used in the bid as an alternate to the Franklin motors? This motor can be submitted as an alternative, per the RFB procedures. Please follow the RFB procedures on how to submit alternative bids. Note, using this motor as an alternative does not guarantee the related bid will win in the bidding process. The City has requested a Franklin motor, and this is a low bid award project.
4. Does the City have any documentation regarding the location of the well perforations? The City does have some documentation on the perforations for the well. See the attached pages.
5. How will the jet cleaning and T.V. surveying be handled for this project? Each of the items will be handled separately. The contractor is to assume the T.V. Camera Survey will be conducted once. It will be done first. Then the Sonar Jet Cleaning will be conducted, only after the camera survey data has been reviewed. It also will be done once or as mutually agreed upon by the City and the contractor. Payment for the cleaning will be done per the Bid Item Description (per hour). The City reserves the right to use another form of well cleaning based on the findings of the camera survey.
6. Is there a scope of work pertaining to the cleaning of the well. I do not see a bid item for this? It shall be understood that the Sonar Jet-Cleaning is to provide a significant cleaning of the well. If the camera survey deems that the well cannot or should not be cleaned by sonar jetting, another form of cleaning maybe used. Payment for the alternative cleaning method will be calculated in conjunction with the removal of the sonar jet cleaning bit item.
7. Will the quote for the Sonar Jet be included in Bid item #2. I do not see a separate line item. The list of bid items have been adjusted to take into account sonar jet cleaning.
8. Will pump manufacturers other than Goulds be acceptable? Other pumps can be submitted as an alternative, per the RFB procedures. Please follow the RFB procedures on how to submit alternative bids. Note, using other pumps as an alternative does not guarantee the related bid will win in the bidding process. The City has requested a Goulds pump, and this is a low bid award project.

9. Page 12, Item I-b show 30 days to complete after Notice to proceed. Lead time on the motor is 4 to 6 weeks minimum. Can completion time be from receipt of equipment? Please note that the counting of the construction days does not start until 10 calendar days after the Notice to Proceed has been given. The new bid sheet reflects this statement. In addition, the time between when the bids are opened and the pre-construction meeting where the Notice to Proceed is given is approximately 5 to 7 weeks, which can be used for ordering parts at the contractor’s discretion. Please bid as stated. Time adjustments cannot be made at this time.
10. Can you clarify, Bail out the sediment from the bottom of the well with bailer up to a two- foot depth. The bid item for bailing had been revised in the addendum. Bailing is the removal of sediment from the bottom of the well up to a proposed height of ten-feet. Payment for this item will be based on the actual depth of sediment removed.
