ADDENDUM #2 BL022-20, Preventive Maintenance and Repair of Emergency Generators on an Annual Contract

Please use the REVISED Bid Schedule, attached. Failure to use the REVISED Bid Schedule could result in

Clarifications: 1. Remove #29 (TR TSP EMERGENCY GENERATOR) from Section B.

2. Please update the Corrections contacts to:

Questions: Q1: How will Departments handle scheduling of maintenance and repairs? A1: This will be determined by each location’s maintenance staff and discussed with the awarded

vendor. Q2: Will vendor staff need to be escorted by staff when working on property? A2: DWR - Not usually, but situations may arise that require this. Typically, vendor staff signs in and

lets the appropriate plant staff know they are beginning work. DOSS – Generally no, however circumstances may arise that require escort. Vendor must always check in with DoSS staff before beginning work.

Fire – Staff will not need to be escorted by Fire Facilities Staff. They are recommended to make contact with the officer on shift to advise them of their presence and give them an update when needed. Police – No. Sheriff – Yes. Corrections – Yes.

Q3: What is the dollar threshold for repairs on DWR generators? A3: Typically any repair under $1,000 may be done at the discretion of the technician. Awarded

vendor will need to confirm this with each location’s contact. For repairs greater than $1,000 the technician must get the approval of the location’s contact person or designated representative.

Q4: Page 9. #2 Annual Maintenance, I, States to check air filter and replace filter as needed to be

included. When pricing air filters for a maintenance contract, you are either including pricing to replace them or you are not. As needed is a gray area and as expensive as some of the air filters are, there is no way to give a fair price that blanketly includs an unknown amount of air filters.

A4: Please include the price of air filters with your bids. Q5: Page 29, Section A Bid Schedule. Line 8 should be changed to read 501kw – 999kw and Line 9

should be changed to 1000kw and Over. This would be a more accurate price structure as a 1500kw costs a whole lot more to service than a 500kw. Also you cannot give a price for an unknown so that needs to be changed anyway. See section C’s bid schedule as a example.

A5: Please see the REVISED Bid Schedule. Failure to use the REVISED Bid Schedule could result in your bid being deemed non-responsive.

Q6. Page 7. #1 Semi-Annual Maintenance, C.4. Please confirm you want the fuel filters replaced with

your semi-annual inspections. A6. All Departments with the exception of Sheriff, will need filters replaced annually. Sheriff will

need their filters replaced semi-annually. Q7. Page 31, Equipment Rental. You are asking for inclusive rates for delivery, setup, and removal.

These prices vary widely based on how the request is handled. If we can plan it to do during normal business hours that is fine, if a rental is determined to be needed immediately or after hours; a lot of costs change such as transportation rates, labor rates, etc. I would like clarification on what the expectation is so that your rates are not overinflated or underpriced.

A7. Please see the REVISED Bid Schedule. Q8. Page 32, Equipment Rental. Please confirm if we are to include cable. If so, how many feet for

each kw size? Usually the rate would include up to 50’ of cable since every site is different. A8. Please see the REVISED Bid Schedule. Q9. Is a COI required with our bid submission or at the time of award? A9. Vendors do not need to submit the COI at time of opening. We will request the COI from the

recommended vendor prior to award. Q10. Can Gwinnett County be used as a reference if we have done business with them before? A10. Yes.

REVISED BID SCHEDULE

PRICING TO BE ALL-INCLUSIVE OF PREVENTIVE MAINTENANCE COSTS at various locations throughout Gwinnett County. Addresses for locations are attached as part of the bid specifications, and locations may be added or deleted as necessary. Should generators be added, they will be added at the price submitted on Bid Schedule by the successful service provider(s).

TIME & MATERIALS, GENERATOR RENTAL AND OPTIONAL SERVICES PRICING WILL BE TAKEN INTO CONSIDERATION IN DETERMINING THE LOW BIDDER.

Gwinnett County requires pricing to remain firm for the duration of the initial term of the contract. Failure to hold firm pricing for the initial term of the contract will be sufficient cause for Gwinnett County to declare bid non-responsive. Contract to begin upon award. Unless otherwise noted, quoted prices will remain firm for four (4) additional years. If a percentage decrease will be a part of this bid, please note this in the space provided together with an explanation.
