What does apportion mean?
• Apportion—to divide and assign in due and proper proportion or according to some plan.
• How do we take a number of objects of the same kind and divide them among several entities(people, schools, states, etc.) when each entity is entitled to a different sized share?
A Basic Fairness Principle
• The number of representatives that an entity is entitled to should be proportional to its percentage of the total population.
• For example, if a state’s population is 10% of the total population, ideally it should receive 10% of the representatives.
