It is April 24, 2014 in Portland, Oregon.

The Salmon Run Federal Building is a

four story commercial office structure

situated in the Lloyd District, and is

home to two tenants, the U.S. Small

Business Administration and the U.S.

Bureau of Indian Affairs. It’s lobby and

multiple floors, are open to the public.Setting

Scenario

• At 9:12am, BOEC 911 begins receiving numerous calls from the area of Salmon Run Federal Building.

• Witnesses report hearing multiple gun shots and have observed people fleeing from the building.

• One caller reports seeing two males enter the lobby with duffle bags and one carrying what was described as an “air soft looking rifle.”

• At 9:20am, multiple Portland Police Bureau officers have responded and are rapidly moving throughout the building.

• Streets have been blocked around the building. Rapid response teams have reported out multiple casualties including two guards in the main lobby. Continuing to rapidly search the building.

• A large crowd begins to gather outside of the building comprised of both employees and onlookers.

• Fire and medical response has established a triage/collection point.

• Rapid Response teams have located whom they believe to be two gunmen, on the third floor, apparent suicides.

• SWAT is still enroute to the location.

•Media has arrived at the site and begins interviewing your employees who are outside of the building.

• It is 9:59am, SWAT teams have begun a coordinated clearing of the building, finding numerous employees hiding and sheltered in place.

• There are dozens of wounded and bleeding on the first three floors.
