    • Installation and operation of telecommunications facilities under a lease granted by Council in circumstances considered by the Council to be appropriate and on terms reasonably satisfactory to the Council

    Performance targets and measures

    Strategic Plans maintained to guide development and provision of sport and recreation facilities on the Land.

    To provide inclusive access to open space for the community.

    Land is freely and safely available to the public, where practicable, through structured an unstructured sport and recreation activity.

    Reasonable and safe access to the Land is maintained unless precluded for safety or environmental protection reasons.

    Occupancy agreements created and enforced in accordance with relevant leasing and licensing Council Policy.

    To support ecosystems, environmental management and storm water management.

    Environmental and storm water management considerations are balanced with public amenity considerations.

    Storm water management plans are maintained for critical catchment areas across the City identified in the Council’s Asset Management Plan - Stormwater.

    Biodiversity Management Plan is maintained to provide best practice biodiversity conservation direction for management of open space.

    To provide high quality recreation grounds and related infrastructure that meet community needs.

    Facilities provided on the Land are planned and designed in response to identified community, sport and recreation needs.

    Periodic maintenance and asset renewal undertaken in accordance with work schedules and Asset Management Plans.

    To support use of open space for short term activities, such as festivals, events and social gatherings

    Land is available and suitable for community to use for a range of activities.

    Bookings management system maintained to facilitate community use of land.

    Land available for short term activities is listed on Council’s website.

    Policies and plans

    Council will consider the terms of this Community Land Management Plan alongside other plans and policies which relate to the Land, including the following:

    Council policy

    • ‘Asset Management Policy’ (TS16)

    Policy aims to guide the management of all public infrastructure assets owned, managed or under the care and control of Council within the Council Area to ensure that Council’s services and infrastructure are provided in a sustainable manner, with the appropriate levels of service expected by residents and the environment.

    • ‘Active Reserves Shared Use of Council Facilities Policy’ (CS14)

    The objectives of the Policy are to:

    • define Council's position regarding the establishment of shared use arrangements for leased buildings on Council's active reserves

    • introduce formal management arrangements for the shared use of Council buildings to suppress the continuation of informal shared arrangements in the Council area

    • encourage lease holders to provide the leased facility to other sporting clubs in a formal shared use licence

    • reduce the potential for conflict between sporting clubs that may occur as a result of the continual high demand for sporting facilities in the Council area

    • ensure Council is able to appropriately manage its active reserves for users and the local community

    • ‘Public Lighting for Parks and Reserves’ (TS11)

    Policy guides the provision of public lighting within all recreation reserves under the care and control of Council and particularly the infrastructure within the reserves, including (but not limited to) car parks, buildings, pathways and play-spaces, but not floodlighting to sports fields.

    • ‘Street Trees and Reserve Plantings Policy’ (TS08)

    Policy applies to the planting and removal of trees on Council Land and should be accommodated within the environmental and infrastructure constraints in public streets, reserves and on private property. Objective of the policy is to:

    • create an urban environment characterised by attractive and sustainable landscaping and useable open space throughout residential and commercial areas

    • improve the aesthetics of the living and working environment consistent with the environmental and infrastructure constraints in the public streets, reserves and on private property

    • contribute to the amenity and aesthetics of an area and to the well-being of its residents and visitors

    Council plans

    • ‘City Plan 2030’

    An outward looking strategic document that represents community driven expectations which identifies the objectives for the City. The Plan’s vision is: “A city that values its diverse community and embraces change through innovation, resilience and community leadership”. The Plan establishes five key areas that are important: our economy, our community; our environment; place-making and leadership.

    • ‘Asset Management Plans’

    These plans are comprised of the:

    • Drainage Infrastructure Asset Management Plan • Road Infrastructure Asset Management Plan • Footpath Infrastructure Asset Management Plan • Buildings Asset Management Plan • Parks and Gardens Asset Management Plan

    These plans guide the management of Council’s assets and infrastructure, and interact closely with key strategic planning documents. These plans aim to predict infrastructure consumption and renewal needs and consider infrastructure requirements to meet future community service expectations. The plans set out the forecast capital requirements of the Council for the next ten years. These expenditure requirements are incorporated in Council’s Long Term Financial Plan to ensure projected investment in infrastructure can be accommodated without detriment to Council’s financial sustainability

    • ‘Disability Discrimination Action Plan’

    This Action Plan sets-out the City of Port Adelaide Enfield intentions to strengthen the inclusion and access for residents and visitors. The plan has a particular focus on creating an environment where community members can actively participate in all aspects of community life.

    • ‘Long Term Financial Plan’

    This Plan has been drafted within the following framework, to:

    • remain consistent with Council’s current City Plans 2030 • maintain current Council services at their existing service levels • maintain Council’s position as a modest rating Council without compromising its sustainability or

    the viability of its asset base • provide for an asset renewal works program over the ten year period to maintain Council

    infrastructure at acceptable service standards, with no large backlog of required unfunded works

    • externally borrow monies to help fund new and upgraded assets

    This Plan has been developed with due consideration of the impact of the annual rate charge on the community whilst allowing for the reasonable inflationary impact on Council expenditure in delivering its services and the expected growth of the municipality, and is updated annually. User fees/charges relate to the recovery of service delivery costs associated with the use of Council facilities.

    • ‘Open Space Plan’

    To assist Council to make strategic decisions relating to the future provision, development and management of open space within the City and guide Council priorities and support grant funding applications as appropriate.

    • ‘Sports Development Plan 2017-2022’

    The Plan seeks to:

    • assist Council in strategic planning and decision making in relation to the future provision, development and management of sport facilities

    • sets high-level strategies for club development and community wellbeing outcomes through sport participation programs

    • ensure that facilities, clubs and programs meet the needs and aspirations of the community

    State Government plans & policies

    In relation to the Community Land Management Plan, the following plans and policies have

    relevant considerations:

    • Office for Recreation and Sport Strategic Plan (2017-2021)

    Land identification

    Land designated as active recreation reserve and subject to this Management Plan is located at various sites within the City of Port Adelaide Enfield and is specifically identified in Appendix 1. Each such site is referred to as “Land” in this Management Plan.

    The tenure of the Land and details of any trusts, reservations, dedications or other restrictions affecting the Land is stated in Appendix 1.
