last week met the Undersec-retary General of the United Nations peacekeeping force Mr Herve Ladsous, Mr Ladsous was accompanied by the deputy representative of the UN/SG in South Sudan Ms Lise Grande and Other UN officials.The meeting exchanged views on the general political and secu-rity situation in the new state of South Sudan. Shortly after the meeting the Mr. Ladsous told the press that he came to South Sudan to confirm that the United Nations is always ready to help the new state in developing its human rights situation and to help the young state establish a good relationship with the Republic of Sudan.Mr. Lasous said the new state is now building itself rapidly and that the UN will provide assis-tance for these efforts in good faith. He also announced that the UN forces in Abyei area are working. He also reported that as a consequence of the pres-ence of the UN peacekeepers, the displaced citizens of Abyei are now migrating back to their homes. He also pledged that the UN will continue asking the SAF to withdraw from Abyei.

Bashir warns South Sudan over continued provocation

Recrimination has recently returned to dominate

the relations between Sudan and South Sudan after a short hiatus of superficial rapprochement that saw the southern president Salva Kiir visiting Khartoum last month and the two sides pledging to resume stalled talks over post-secession issues.The Sudanese government on Saturday lodged a complaint with the UN Security Council accusing the south of supporting rebel groups in the country’s border states of Blue Nile and South Kordofan.According to Khartoum’s complaint, Juba has provided military support to its erstwhile allies in the two states and allowed rebel groups from Sudan’s western region of Darfur to pass through South Sudan’s territories. This was the second complaint Sudan filed against its former war foes this year. Juba repeatedly denied the charges and recently reiterated accusations that Khartoum is supporting southern rebels who recently intensified activities in the south’s border state of unity.Addressing a rally on Sunday in Al-Damazin town, the state capital of the Blue Nile State,

president Al-Bashir declared that Khartoum was ready to go to war with the south should the latter fire the first shot.The Sudanese president also claimed that his country was in possession of evidences indicating that the south was preparing to launch a war against the Sudanese Army (SAF), threatening that his country would respond in kind.He further said that Khartoum had observed “too much patience and self-restraint” in the face of “continued provocations” by the southern army in Abyei and elsewhere.

Al-Bashir said that Khartoum was still keen on peace but if the south wanted war so be it.“We tell our brothers in the south that if they want peace, we want peace. If they want war, our army is there,” Al-Bashir told the crowd, threatening to repeat what he termed as the lessons of Abyei, Kadugli and Al-Damazin.“Our message to our brothers in the south is this: you won the south not because you were victorious but because of an agreement and a pledge we upheld, so you had better stay in your place,” he said.

Lam Akol calls for multiparty democracy in S. Sudan

In his first public appearance since his return from

Nairobi last month the leader of the opposition Sudan People’s Liberation Movement - Democratic Change (SPLM_DC), said that the opposition and government should stop considering each other as enemies. The time was ripe, he said, for the two to engage in a dialogue to foster national unity. “Government should not see the opposition parties as enemies nor should the opposition look at government as a system they can hardly work with. Instead, these two systems of multiparty democracy must co-exist if national dialogue is to be achieved,” he said during a public lecture in Juba.The lecture, which based on the theme, ’Issues of national dialogue,’ mainly focused on experiences from African countries that achieved independence in the post-colonial era. He also discussed why South Sudan needed dialogue at this critical moment and underlined issues

to be discussed at national levels.The SPLM-DC leader, who received a standing ovation on arrival, also criticised South Sudan’s rampant corruption, which he said had eroded the country. He urged president Salva Kiir to devise stringent measures to ensure that those implicated are prosecuted by law.He specifically applauded Kiir’s five-point anti-corruption policy, but said that the mandate to fight corruption and all forms of graft should not only be left to the audit chamber and anti-corruption commission, but also include the country’s justice ministry.Reacting to the auditor general’s recent report presented before the National Assembly, Akol said the financial shortfalls in the accounts were mainly due to government reluctance to institute a proper tax monitoring system.“A country cannot achieve any meaningful development,

unless the government puts in place strong physical and monetary measures to manage the economy,” said SPLM-DC leader amid applause.According to Akol, the newly independent South Sudan can only achieve meaningful dialogue if issues encompassing good governance, national unity, economic diversity and food

security through agriculture are properly addressed by the system in power.For instance while nearly 80% of the southerners depend on agriculture as the backbone of rural economies, only 4% of the country’s agricultural land is reportedly being used, leaving over a million people food insecure.The SPLM-DC leader also

urged the government to adopt a sound agro-based policy aimed at tapping agricultural potentials in the country. He also called for a massive reduction in government expenditure at the national level. “For South Sudan to succeed, it needs to adopt a proper strategic plan that addresses the agricultural sector to give a relative competitive edge over other countries in regional markets,” he said. The SPLM-DC broke away from South Sudan’s ruling party - former rebels the SPLM. Since then the two have had a rocky relationship with the SPLM-DC being accused of by senior SPLM figures of supporting militia groups in South Sudan.This has always been denied by the SPLM-DC, who threatened to take the SPLM’s secretary general Pagan Amum to court over the issue. In elections in 2010, SPLM-DC became the largest party in South Sudan’s parliament despite claiming that the vote was not free and fair.

South Sudan’s finance and economic planning ministry last week convened a meeting seeking to devise mechanisms for harmonising

revenue collections across the country’s 10 states.The two-day event was aimed at ensureling that the ministers develop agreements to govern fair allocation of resources and collectively agree on eliminating all current systems of multiple roadblocks and checkpoints.“Many checkpoints and roadblocks are unofficial. [Thus] by ending unofficial collections, it will be easier and less expensive to do business in South Sudan. That should mean lower prices at the market, more jobs and better choices of goods to buy,” said Kosti Manibe Ngai, the finance and economic planning minister.All legally collected revenue, the minister reiterated, are expected to go to the government account as an “urgent priority.” This new economic approach, he emphasised, aims at ensuring that good and services are made affordable to the citizens in Africa’s newest nation.The taskforce, which was formed in November 2009 comprises of finance ministers from all ten states of South Sudan.To-date, however, the taskforce, established in the wake of multiple irregularities in the finance system and has analysed in depth the economic effects of multiple, unregulated fees on businesses, including, making urgent recommendations to fully implement the 2009 Tax Act.

The delegation carried out an assessment of the local security situation, infrastructure and geographical features in the East African nation.Yonhap, South Korea’s official news agency, on Monday reported that another

delegation comprising 10 officials from the foreign ministry, ministry of defense and the joint chief of staff will travel to South Sudan from 14-18 November.According to Yonhap, the follow-up delegation is meant to focus on military issues and submit a report to the government upon its return.“Compared to a previous trip to South Sudan in early October, officials will take a closer look at circumstances for peacekeeping operations,” a state official said as quoted by the agency.South Korea is expected to make its final decision following the return of the delegation.The United Nations Mission in the Republic of South Sudan (UNMISS), whose mandate was authorized by the UN Security Council’s resolution 1996 in July, currently has 623 international civilian personnel and 7,900 military and police personnel.

The Minister of Roads and Bridges in South Sudan,

Gier Chuang Aluong, has said that his ministry is planning to construct 3,000 kilometers of roads in the country over the next ten years. Chuang revealed that the Ministry of Roads and Bridges has already drafted a road construction plan estimated at a cost $4 billion dollars and is currently awaiting the approval of the Council of Ministers. Opposition party SPLMDC in talks to join government

South Sudan’s main opposition party, the

Sudan People’s Liberation Movement for Democratic Change, is negotiating an agreement with the rul-ing party to enable it join government, its leader has said.“The problem why we did not join this government last time was because there was no Memoran-dum of Understanding. Parties were invited and there was no reference,” Dr Lam Akol, the chair-man of SPLMDC said at a public lecture on Saturday.Out of the new coun-try’s 25 political parties, SPLMDC is the only party that has elected members in the national parliament although it still constitutes a very meagre share of seats compared to the rul-

ing Sudan People’s Libera-tion Movement (SPLM).“It is possible in the future that we can agree on key policy areas and form a government,” Dr Lam said.Since its split from the ruling SPLM in 2009, the SPLMDC has been critical on corruption, nepotism and tribalism in the gov-ernment.In April elections last year, Dr Lam lost a tussle for the presidency to the incumbent Salva Kiir with a wide margin but claimed there was prevalent intimidation and that the elections were rigged in favour of SPLM.Neutralise oppositionDue to fear of arrest over allegations that he had a military wing and that his party was an offshoot of

Bashir’s National Congress Party, Dr Lam went into exile in Nairobi.He returned home in early October after getting as-surances from Mr Kiir that his security was safe.The SPLMDC’s intent to join the government could neutralise any significant opposition and erode the system of “check and bal-ance”.“If you can reach a stage where you can have a Memorandum of Under-standing with another par-ty, it is not ruled out. No political party is formed to be in opposition for life. It is there to be in govern-ment and implement its policies,” Dr Lam said.Dr Lam, however, said he agreed with President Salva Kiir during a meet-ing held in Nairobi that

the SPLMDC was “not coming to join the govern-ment now” because that could shift discussions from policy to power.Dr Lam has called for a national dialogue for the parties to agree on a road-map that he said would move the infant country forward.Among the issues he raised for the dialogue were oil management, diversification of economy, infrastructure, security, corruption and national unity.The SPLM confirmed the talks and said the focus should also aim at having a few but strong politi-cal parties instead of too many but weak ones so as to induce a credible multi-party democracy.

in Sudan has rejected a U.S. proposal aimed at resolving the conflict in the country’s oil-rich state of South Kordofan, saying Khartoum will never accept to cede any part of it.Al-Sahafah, a local Sudanese newspaper, last week reported that Washington proposed splitting South Kordo-fan in two as a mean to accommodate the rebels Sudan People’s Liberation Movement North (SPLM-N) which has been fighting govern-ment forces there.The genesis of the ten-sion that contributed to the outbreak of South Kordofan’s conflict in early June can be traced back to the dispute that marred the state’s guber-

natorial elections in May this year.The elections’ result gave the NCP’s incumbent Ahmed Haroun victory over the SPLM-N’s can-didate Abdel Aziz Al-Hilu who alleged the vote was rigged and refused to recognize its outcome.However, the fighting is believed to have been triggered by the Suda-nese army’s threats to forcibly disarm SPLM-N fighters.According to Al-Sa-hafah’s report, the US proposed the reinstate-ment of West Kordofan state which ceased to exist following the sign-ing of the Comprehen-sive Peace Agreement in 2005. The proposal reportedly suggests that Haroun would then be installed as governor of West Kordofan while Al-

Hilu would be made the governor of South Kordo-fan until such time that elections can be re-held in the state.But the proposal was swiftly met with rejection by Sudan’s state minister of media, Sanna Hamad, who said it would lead to the breakup of Sudan.This rejection was ech-oed on Tuesday by the secretary of the NCP’s media department, Ibrahim Gandour, who asserted that his party rejects the proposal in its entirety.Gandur, who speaking exclusively to the Su-danese Media Center, a pro-government web-site, said that his party’s rejection stems from the fact that South Kordofan was a Sudanese state and not a US territory to be handed over to the

SPLM-N, adding that the breakup of the state was out of the question.He further stressed that the government would not give up any area of the country after the se-cession of South Sudan. He went on to describe those who propagate such proposals as being ignorant about Sudan and what is happening in it.The NCP official conclud-ed that the U.S. proposal would not be discussed even if it was conveyed officially because it is re-jected in principal by the government, the party and all levels of decision-making in the country.There has been a vari-ation in comments by Sudanese officials over the government’s will-ingness to seek a negoti-ated settlement to South

Efforts to resuscitate talks between the warring sides have failed since president Al-Bashir reneged on a framework agreement signed by his negotiators in Addis Ababa in late June to integrate SPLM-N forces into the Suda-nese army and recognize the movement as a legal political party in the country.

JEC engineer, Kazi Yugusuk Tombe, said the corporation has received nine trucks of fuel which will over the next three weeks ensure a stable generation and supply of electricity in Juba town. South Sudan Government should give Youths good jobs.

The Government of the New Republic of South Sudan should give jobs to the

South Sudanese Citizens who are graduating from the universities and Colleges across the globe rather than giving good jobs to the for-eigners within the South .When you see the recruitment process in the Ministry of public Service in the Republic of South Sudan, you will find that, most of the works have been occupied by people who are not from the South. The question is, is it because there are no qualified citizens of South Sudan who can do the jobs or what is behind this process? According to me, there are many citizens of the Republic of South Sudan who can do the jobs best to the large extent. Many people are always graduating across the globe yearly, which shows that, south Sudan is the Country with many intellectuals that make me proud of it. There is no one that can tell me, South Sudan have no qualified people that can do the best jobs, people are there in all the ten states of the Republic of South Sudan (RSS).

Government should really assist the new graduates to get employment opportunities in new Republic in the horn of Africa; we have just achieved our identity as the people of south Sudan, whereby the youths should be given chance to access of getting good jobs. Most of the graduate lost their parents in the longest civil war that claimed more than 2.5 million lives between the Sudan people Libera-tion movement (SPLM/SPLA) and the Khartoum government of Bashir.Many people have been graduated, but reaching juba jobs are nowhere to be seen, which make some people ended up on streets of Juba daily looking for jobs that are not there.Government should put some critical measures to the Ministry of Labor; public service Republic of South Sudan to make the recruitment in the good manner where by the public can enjoy the services of the government equally.In other ward recruitment process should base on merit instead of tribalism, nepotism, bribery, so that the South Sudanese citizens have a chance of enjoying their privileges as their rights.

The Republic of South Sudan is working on

joining the Common-wealth, Hon Nhial Deng Nhial, the minister for Foreign Affairs and In-ternational Cooperation, has announced. He said that the country stands to gain a lot from Com-monwealth membership.Hon Nhial who was speaking to journalists at the Juba International Airport upon his ar-rival from a weeklong visit to Australia said the Commonwealth has programmes formulated to benefit its member countries. Particularly, he said, South Sudan

would benefit from of capacity building pro-grammes by becoming a member country. He said that South Sudan is in the process of establishing links with the Commonwealth secretariat to facilitate the membership applica-tion process. However, he stressed that this is a gradual process that will take time before South Sudan is fully accepted as a member.The minister said he went to Australia on the invitation of the For-eign Affairs minister of Australia to strengthen bilateral relations and

again to participate in the deliberations of the Commonwealth Busi-ness Council Forum that brought together many Australian companies. He said the forum was also attended by min-isters from the other African countries. He said in this meeting, he was able to interact with many Australian com-panies and said they expressed willingness and readiness to explore the investment oppor-tunities in South Sudan especially in mining and farming which he described as the areas where Australia excels.

Ban Ki-moon has con-demned the attack on a United Nations-African Union patrol in Sudan’s Darfur region that killed one peacekeeper and wounded two others. Sunday’s attack on the joint UN-AU peacekeep-ing force (UNAMID) took place near Nyala, the capital of South Darfur. It comes less than one month after three peace-keepers were killed in an ambush in North Darfur. According to UNAMID, a total of 33 peacekeep-ers have been killed in

Darfur since 2007, when the Mission was set up to help stop fighting between the Government in Khartoum and rebel forces. In a statement issued by his spokesperson, Ban Ki-moon extended his heartfelt sympathy and condolences to the fami-lies of the three soldiers and their colleagues in Darfur. The statement said that the UN Chief hopes that the Government of Su-dan will swiftly bring to justice those responsible for the attack.

Minister of Transport, Mayom Kuoc Malek, re-vealed plans to construct four new international airports in South Sudan in the next three years. The Minister said feasibil-ity studies on the airport construction have already started.According to Malek, his Ministry in collabora-tion with the Ministry of Water Resources will also build ten ports on the Nile between Juba and Renk, and clean the spots with water hyacinth to ensure easy navigation.The Minister did not dis-close when the projects will exactly start, or the cost.

NLA to pass new law for consumer

The National Legislative Assembly has in its third

reading passed the Consumer Protection Bill. The bill was presented to the Assembly by the Deputy Chairman of the Legislation and Legal Affairs Committee, Parmena Aweckrial Aluong. If passed into law, the bill will provide protection for the rights of consumers in South Sudan. The Minister of Parliamentary Affairs, Michael Makuei Lueth, said that the Assembly has not done enough to fulfill the 100 days action plan that was announced by President Salva Kiir. He urged the members of Parliament to speed up their legislative duties.The President told the Na-tional Legislative Assembly in August that he would build 30 primary schools and four secondary schools during the first 100 days of his Govern-ment. He also pledged to fight corruption, build physical in-frastructure, bolster the rule of law and strengthen security of persons and their properties.

The Secretary General of South Sudan Peoples’

Liberation Movement (SPLM) Hon. Pagan Amum announced that the Government of the Re-public of South Sudan has of-fered a comprehensive package to the Khartoum government to create a relationship which will establish an environment which is conducive for ad-dressing the outstanding issues between the two countries.While speaking at New Sudan Palace in Juba attending a workshop organized by the SPLM in its efforts to strength-en the party leadership, Hon. Pagan said the Government of the Republic of South Sudan is committed to establish a new relationship with the North which he said will be based on assistance and cooperation in all fields. He added that in line with this the SPLM govern-ment has accepted to provide an economic assistance to the Republic of the Sudan in order for the latter to manage the economic crisis it is experienc-ing as a result of the loss of oil revenues produced in South Sudan.

Hon. Amum further stressed that in return South Sudan expects the Republic of the Sudan to respect the territo-rial integrity and dignity of the people of South Sudan, for instance by recognizing that Abyei is part of the Republic of South Susan.“We believe this package will provide the basis for peace and mutual cooperation between the Republic of Sudan and the Republic of South Sudan”, he said. He added that if accepted by Khartoum, the package would ensure a better future for the people of the Republic of the Sudan and the people of the Republic of South Sudan. He said this would give both countries an opportunity to re-direct their energies to peace, create wealth and change the lives of the people of the two countries. Sudan’s Unity state has proved controversial, asking citizens to pay around 1,500SSP (ap-prox. $560) for a now manda-tory land ownership certificate.Residents in the Unity state have cried foul over the 1500Residents claim that this will mean that the rich will be able to take land from poorer citizens who cannot afford to pay the fee.The Unity state governor, Taban Deng Gai, and the speaker of legislative assem-bly witnessed the chairman of Bentiu high court open land registration policy last week.Unity is the fifth state to open a land registry office after N. Bhar el Gazal, Warrap and W. Bhar-el-Gazal. The president of high court of Unity state Benjamin Bak said at the cer-emony that it was important for everyone to have a certifi-cate for the land they own.“I agree with the governor’s request, since we came in the state in 2006, the governor of the state requested [a] land registration office. We have complete[d] all the process

requirement from the national government in July, with ap-proval through the chairman of the high court in the repub-lic of South [Sudan] now we [can] confirm our operation [has] started,” said Bak.Governor Gai said that he welcomed the opening of the office and said the office would assist in fighting corruption and prevent illegal land grab-bing. He thanked citizens for standing by the government, describing the opening office as very important.He urged the whole state to register their land and said documentation would now be needed to prove ownership of land.Previously land was registered and surveyed by the ministry of physical infrastructure for a fee of around 600SSP ($225), he said.Unity state, which borders north Sudan, has received a high number of returnees who came from Khartoum, both before and after South Sudan’s independence in July. According to World Health Organization statistics, More than eight million people who would otherwise have been paralysed are walking today because they have been immunized against polio since the initiative began in 1988.By preventing a debilitating disease, the Global Polio Eradication Initiative is helping reduce poverty, and is giving children and their families a greater chance of leading healthy and productive lives.By establishing the capacity to access children everywhere, more than two billion children worldwide have been immunized during SIAs, demonstrating that well-planned health interventions can reach even the most remote, conflict-affected or poorest areas.Planning for SIAs provides key demographic data – “finding” children in remote villages and households for the first time, and “mapping” their location for future health services.In most countries, the Global Polio Eradication Initiative has expanded the capacity to tackle other infectious diseases, such as avian influenza or Ebola, by building effective disease-reporting and surveillance systems, training local epidemiologists and establishing a global laboratory network. This capacity has also been deployed in health emergencies such as the 2010 floods in Pakistan and the 2011 drought in the Horn of Africa.Routine immunization services have been strengthened by bolstering the cold chain, transport and communications systems for immunization. Improving these services helped to lay the groundwork for highly successful measles vaccination campaigns that have saved millions of young lives.Vitamin A is often administered during polio SIAs. Since 1988, more than 1.2 million childhood deaths have been prevented through provision of vitamin A during polio SIAs.On average, one in every 250 people in a country has been involved in polio immunization campaigns. More than 20 million health workers and volunteers have been trained to deliver OPV and vitamin A, fostering a culture of disease prevention.Through the synchronization of SIAs, many countries have established a new mechanism for coordinating major cross-border health initiatives aimed at reaching all people – a model for regional and international cooperation for health.Once polio is eradicated, the world can celebrate the delivery of a major global public good that will benefit all people equally, no matter where they live. Economic modelling has found that the eradication of polio in the next five years would save at least US$ 40-50 billion, mostly in low-income countries.

It is easy to see why today, above all, agri-

culture has never been higher on the world’s agenda. The official forecasts that the world’s population has reached seven billion and is likely to grow by two billion more by 2050, has high-lighted concerns over how these extra people can be fed. This is all too understandable given that one in seven people who share our planet already do not have enough to eat.Africa and its farmers are, of course, at the cen-tre of this challenge. One in three of the world’s hungry live in Africa. It is the continent as well, which is expected to see the largest rise in popu-lation. Climate change, with its damaging effect on yields and productive land, will make the task of meeting this shortfall only more difficult. We are already seeing the impact of the famine which is causing untold misery in the Horn of Africa.No one would under-estimate the difficul-ties ahead. But there is another, more optimistic, side of the story. Africa has abundant land and natural resources. We have seen, too, in many countries how its hard-working farmers, with the right support, can dramatically increase production to turn food shortages into surpluses. By learning from these successes, we can trans-form agriculture across the continent, meeting food needs and, in turn, improving the lives of

hundreds of millions of Africa’s citizens.EstimateFor just as the green revolution was the motor for progress in South-East Asia, Africa’s agriculture can provide the springboard for wider prosperity and development across the continent. The World Bank has estimated that growth in the agricul-tural sector is twice as effective at reducing pov-erty as in other sectors. The good news is that, after decades of neglect and chronic underinvest-ment, the fundamental importance of farming and agriculture for Africa has now been recognised. Governments across the continent have put in place framework, policies and resources to increase agricultural production. International donors are remedying the short-sighted cuts in aid for agriculture. Academic institutions within and outside the continent are tackling the lack of collaboration, which had blighted hopes of solving Africa’s specific farming challenges.But if we are to help Africa’s farmers achieve their potential, it is vital that business also plays its full role in supporting agriculture. This is noth-ing new for a company like SABMiller.We may now be a leading global brewer but our roots remain firmly in Africa where we began making beer over 100 years ago. Our beer has long been brewed from raw materials bought, wherever possible, lo-

cally. The farmers who produce the crops we use are the bedrock of our business. But like other companies, we have realised in recent years that we have to step up our efforts to equip farmers with the knowl-edge, skills and support they need to play their full role in building this continent’s prosperity. This is particularly the case with Africa’s army of small holder farmers – so important to food production and rural life – who have found them-selves locked out from the developments in agriculture, which have helped farmers around the world raise produc-tion. By guaranteeing markets and fair prices for crops, and helping to improve quality and yields, we are able to buy increasing volumes of our staple crops direct from smallholder farm-ers.DiversificationWe have led the way in developing beers brewed from new crops. We were the first international brewer to use sorghum and have now developed a new beer from cassava – another widely grown crop. We are even us-ing mobile plants so we can process the cassava where it is harvested. This is important for the quality of the beer but also ensures more remote rural areas can benefit from this new market for their crop.Through our pro-grammes and partner-ships, we are also helping farmers who grow our crops learn skills and

share best practice. We encourage them as well to diversify the crops they grow so we become just one of their custom-ers. These are important initiatives for us and, we believe underline our commitment to the com-munities and countries in which we operate. We also see them as central to the success of our business. Buying and processing crops locally, for example, can reduce transport costs, shorten supply lines and ensure high-quality raw materi-als for our breweries. By guaranteeing markets for crops and paying a pre-negotiated and jointly agreed price, we help create jobs, incomes and local prosperity.So there is no conflict between what is good for development and good for business. They are two sides of the same coin. Nor do we see sup-porting agriculture, as some have in the past, as a retreat towards some pre-industrial past for Africa. It is about building a modern and successful agricultural sector, which can meet the continent’s own food needs, improves health, drives prosperity, strengthens communi-ties - and, in turn, can help grow food to feed the hungry around the world.This is why it is vital that we all come together to support and improve farming across Africa. As we mark the population reaching seven billion, it is clearer than ever that agriculture is the key to our continent’s success.

Zambia’s new govern-ment has backtracked

on its campaign promise to overhaul the consti-tution within 90 days.In his maiden address to Parliament last month, new President Michael Sata said that his gov-ernment was committed to delivering a people-driven constitution with-in three months--one of his campaign pledges-- drawing praise both lo-cally and internationally. (Read: Sata promises new law within 90 days)But Justice minister Se-bastian Zulu told Par-liament Friday that the law making pro-cess would go beyond the envisaged period.“Let me inform the nation that it will not be possible for the Patriotic Front (PF) government to come

up with a constitution within 90 days,” he said.“This is because we want to come up with a con-stitution that the peo-ple of Zambia will ap-preciate and this will take a little longer.”President Sata’s ruling PF party, while in the oppo-sition, gave a wide berth to the constitution mak-ing process during the ad-ministrations of former Presidents Levy Mwana-wasa and Rupiah Banda.The ten-year-old party was elected to pow-er on September 20.Zambia, which gained independence from Brit-ish rule 47 years ago, has for years struggled to formulate a people-driven constitution.At least four constitu-tion review commissions have been set up since

the early 1970s without any tangible progress.Meanwhile, the Zam-bian government has said it would privatise 35 per cent of its shares in state-run media houses.“The shares will be floated on the Lusaka Stock Ex-change,” vice-president Guy Scott told Parliament.Mr Scott said there were discussions with private newspapers in east Africa to buy some shares in Zambia’s state-owned dailies.The Zambia govern-ment owns the Times of Zambia, Zambia Daily Mail and the Zambia National Broadcast-ing Corporation (ZNBC) TV and radio channels.It also owns a news agency – the Zambia News and Informa-tion Service (ZANIS)

Two people were killed and five seriously in-

jured following a grenade attack on a church in Garissa, Northern Kenya on Saturday night.The grenade blasts oc-curred inside a house within the Garissa East Africa Pentecostal church compound.According to Rev Ibra-him Makunyi, who was inside the compound during the explosion, two grenades were hurled into the house next to the church’s main entry door. He said the first grenade did not explode but the second one re-sulted in a huge blast.‘’I thought it was an electric fault but when I rushed to the scene

I found some victims writhing in pain and lying in a pool of blood,’’ he said.One of the victims died instantly while the other passed on at the local hospital as doctors were attending to him.By the time this cor-respondent visited the church, hundreds of people had thronged the compound as armed military and police offic-ers patrolled the scene.Area MP Aden Duale asked the provincial security committee to investigate the incident that he termed as inhu-man and cowardly.He urged the public to cooperate with the gov-ernment and alert police

of any strangers in the area.‘’We should be concerned with what happens around us. The Al-Shabaab have recruited Kenyans and we should be accurate with the kind of information we are giving out,’’ he said.Garissa Supkem chair-man Abdullahi Salat also condemned the attack on the church saying it would sow seeds of discord among Muslims and Christians who live in harmony.He said clerics should join hands to ensure those behind the attack are arrested .Kenya is currently fight-ing Al-Shabaab militants deep in Somalia territory.

UN calls for crisis meeting over West Africa piracy

A spate of piracy attacks in West Africa have

forced the United Nations to call an emergency conference over the incidences that threaten to harm the region’s economy.UN secretary-general Ban Ki-moon’s special representative in West Africa, Said Djinit, told diplomats accredited to the Guinean capital Conakry that the meeting would take place there on October 19.It comes in the background of increased piracy in several west African countries over the last six months. The International Maritime Bureau has registered 20 acts of piracy there since the beginning of the year, where none were recorded in 2010.On Sunday Benin’s President Thomas Boni Yayi andNigeria’s President Goodluck Jonathan met over how to combat pirates operating in the region.Nigeria and Benin have been most affected. In Benin, pirates reportedly released a ship Saturday which they had hijacked several hundred kilometres off the country’s coast.My Yayi told reporters in Abuja he was there to brief President Jonathan on the progress of the new

programme set up by the neighbours’ last month to mount naval patrols off their coasts.

Outstanding problemThe force is based in the port of Cotonou, the economic capital of Benin. Accompanying President Yayi was Benin’s chief of defence staff General Mathieu Boni who said the joint operation had been successful.“There have has been no more attacks apart from some little, little cases here and there,” he added.Nevertheless pirates captured an oil ship and its 20-strong crew off the coast of Nigeria on October 8 but freed them on Friday last week.For Nigeria however, piracy has been a longstanding problem. One of Africa’s top oil producing countries, its coastal waters are swarming with oil tankers.While east Africa’s pirates make their money by ransoming the crew, those off the west coast of Africa seem more interested in the cargos, particularly when the ships are carrying oil.

Illegal tradeThe attacks are also seen as more dangerous in west Africa due to the

heavy illegal trade that takes place in the region including drug and human trafficking.But the incident that reportedly led to the conference is seen as one that occurred off the coast of Guinea on September 29 where Conakry allegedly kept a tight lid on the issue until it was revealed by the Ukrainian embassy in the capital.The Ukrainian envoy reported that one his compatriots was killed in the ensuing gun battle between the pirates and the ship’s crew.The envoy alleged that all of the pirates wore uniforms belonging to the Guinean army and urged the government to provide a “convincing” explanation over the incident.Conakry has denied the allegation and said the pirates could have obtained the uniform elsewhere and used them to camouflage their real identity.The government of Guinea further explained that such incidents were taking place in the country’s waters due to a UN embargo on arms placed on the country since 2008 and called for international help to lift the embargo in a bid to help effectively fight piracy.

girai was Sunday forced to cancel a campaign rally in a town on the outskirts of the capital Harare after his supporters were at-tacked by youths linked to President Robert Mugabe’s Zanu-PF party.The Movement for Demo-cratic Change (MDC) said 30 of its supporters were injured and property destroyed in Chitungwiza town forcing it to cancel the rally. “The Zanu PF youths attacked the MDC staff organising the rally and members of the public with iron bars, machetes, stones and other crude weapons,” MDC secretary general Mr Tendai Biti told journalists.“Thirty MDC supporters who were going to the rally were attacked and suffered tissue and other various injuries. “Seven activists have been hospitalised

in Harare, while about 15 others were referred to a Chitungwiza hospital for treatment.”MDC said the Zanu PF youths were linked to a shadowy militia group known as Chipangano that in July attacked MPs and journalists inside Parlia-ment in Harare.The group has also been linked to resurgent political violence in the capital with Mr Tsvangirai warning the country was sliding back to the anarchy that char-acterised the period before the formation of the unity government in 2009.MDC says Zanu PF is resort-ing to violence to making the holding of free and fair elections in Zimbabwe impossible. Last week, Mr Tsvangirai was blocked by armed police from having campaign rallies in southern Zimbabwe despite getting clearance from the courts.

“The MDC is deeply concerned by these activities, which are clearly designed to close all democratic spaces in Zimba-bwe and prevent the MDC from car-rying out its lawful activities,” MDC said in a statement late on Sunday.“There is a clear history of Zanu PF’s recent disrup-tions of various MDC meetings across the country.” The violence came hard on the heels of a visit by repre-sentatives of South African President Jacob Zuma who is the mediator in negotiations between the MDC and Zanu PF to set up a frame work for free and fair polls.

A series of bomb and gun attacks in the

north-eastern Nigerian city of Damaturu has killed at least 30 people, reports say.The attackers bombed a city police headquarters, three other police sta-tions and several church-es in the city late Friday, after similar raids were carried out in another city that had already been the target of attacks by an Islamist sect.Witnesses said the bombs hit several targets, including churches and the headquarters of the Yobe state police.It follows attacks on security forces in the

nearby city of Maiduguri blamed on the Islamist Boko Haram group.There are reports from a hospital in Damaturu that as many as 60 peo-ple may have been killed.An unnamed local government official in Damaturu was quoted by AFP news agency as saying that hundreds of wounded people were being treated in the hospital.Witnesses said the at-tacks began on Friday at about 18:30 (17:30 GMT) and lasted for about 90 minutes.Gunmen then engaged in running battles with security forces.

A Roman Catholic parish priest told our corre-spondent his church had been burnt down and eight other churches also attacked.The attacks followed a triple suicide bomb at-tack on a military head-quarters in Maiduguri, in neighbouring Borno state.Military officials said the three attackers had died.That attack is believed to be the work of Boko Har-am, which has launched frequent attacks on the police and government officials.The name means “West-ern education is forbid-den”.

The crew of a Taiwan-ese fishing vessel has

overwhelmed a group of Somali pirates who hijacked their boat last week. The 28-mem-ber crew of the Chin Yi Wen were taken hostage while sailing off the East African coast and disap-peared from radio con-tact on 4 November. The six pirates were later attacked and over-whelmed by the sailors.

Several hundred people and dozens of vessels are currently held captive by Somali gunmen.The Chin Yi Wen dis-appeared from radio contact while several hundred kilometres off the coast of Somalia last week. A group of armed pirates initally took control of the boat, but were defeated when the crew fought back. According

to Taiwan’s Fisheries Agency, three sailors were injured, while the pirates fell into the sea. Their fate is not known.The fishing crew later sought the assistance of the United Kingdom Maritime Trade Opera-tions (UKMTO), an inter-national anti-piracy task force which patrols the area under the supervi-sion of the UK. The International Mari-

time Bureau has said that better policing and im-proved security have re-duced successful hijack-ings by Somali pirates this year. Nevertheless, attacks linked to Soma-lia made up more than half the piracy incidents reported worldwide. A US study found that maritime piracy costs the global economy between $7bn (£4.4bn) and $12bn (£7.6bn) a year.

Relationships aren’t about having another person complete you, but coming to the relationship whole and sharing your life interdependently. By letting go of the romantic ideal of merging and becoming “one,” you learn as Rainer Maria Rilke says, to love the distances in relationship as much as the togetherness.

2. See your partner for who he or she really is.The romantic tragedy occurs when you view the person you are in love with as a symbol of what they have come to rep-resent, the idea of them. When you realize that more often than not you don’t really know your partner, you begin to discover who they are and how they change and evolve.

3. Be willing to learn from each other.The key is to see the other as a mirror and learn from the reflection how you can be a better person. When you feel upset, rather than blame your partner and point fingers, remain awake to what has yet to be healed in yourself.

9. Focus on giving love.Genuine happiness is not about feeling good about our-selves because other people love us; it’s more about how well we have loved ourselves and others. The unintentional outcome of loving others more deeply is that we are loved more deeply.

Nyapal lual was born in 1982 from Chris-tian family in Nassir, south Sudan.

Her father and mother hail from Eastern Ji-kany Nuer in Upper Nile state in Southern Su-dan. When heavy fighting broke out in 1988 in Nassir between the Sudan army forces and the Sudan People’s Liberation Army, Nyapal and her three sisters, brother and mother escaped the fighting with and went to live in Khor-Wa-kow few miles away from Nassir town. Like other children who grew up in Sudan’s civil war; it was difficult for Nyapal to get educa-tion. But in 1991 when she joined her father in Malakal and begin to attend school. At the age of 14 in 1996, Nyapal stop learning at class 6 in Mederesa shaab primary school in Malakal in Upper Nile state and moves to Nassir with her mother, leaving her father and other fam-ily members behind in Malakal. With the ex-ception of class one to four, Nyapal didn’t get her class in Nassir since the war had affected learning in upper primary in Nassir. Nyapal’s father who was a local musician by the time became her mentor. In 1998 when she was 16, her dream in music starts when her father, who was a local musician engaged her and other girls as back stage singers. Nyapal mar-ried her husband, the father of three children in 2000 in Nassir. Later in 2002, she located to Nairobi where her husband works. Her hope in music was made possible when her dubbed album production was supported by Sudan radio service in Nairobi, 2007. Nyapal recognition begin when she start performing at stage in Nairobi and southern Sudan. The biggest events for Nyapal was when Sudan Embassy in Nairobi organized the Sudanese female artist concert under the theme “Mu-sic for Sudan” in July 2007, the concert gave Nyapal recognition among Sudanese living in Nairobi and their Kenyan friends. Nyapal and her female colleague Marry Boyoi were featured in local TV station in Kenya and Kenyan press that also gave them good pub-licity. In Southern Sudan, Nyapal also did a lot of music show from June to October 2007, this including the launching of her dubbed album in Juba, September 2007. She also participated in Sudanese-Eritrean musicians joint concerts in Juba, September, 2007. The shows were organized by SPLA headquarters inviting local and foreign musicians to go and boost the morale of the SPLA soldiers in their respective barracks throughout southern Su-dan. Although Nyapal didn’t visit all the SPLA barracks, she performed jointly with Eritrean musicians at the SPLA military headquarters and the SPLA barrack at new site. In Octo-ber 2007, Nyapal toured the SPLA barrack in Molbuok and Renk in Upper Nile state, where she performed with other southern Sudanese artists. Nyapal also performed in most national events organized by the gov-ernment southern Sudan. In May 2008 she staged her show jointly with Kenyan artist in Nairobi under theme “Music for change”. Nyapal is currently living in Nairobi where her husband is working. She is also taking in-tensive English Language course in Nairobi to improve her English. Nyapal hopes to be the best artist both locally and internationally.

Lloyds makes a £3.9bn loss after PPI settlements

Lloyds said the UK economy had weak-

ened Lloyds Banking Group has reported a £3.9bn ($6.3bn) loss for the first nine months of 2011, mainly due to the cost of settling claims for mis-selling payment protec-tion insurance (PPI).The pre-tax loss for the period ending 30 Sep-tember compares with a profit of £2bn a year earlier.Lloyds said that during the nine months it spent £3.2bn covering PPI claims.Its total income for the period also fell 15% to £15.3bn, indicating a de-cline in business levels.Lloyds said its latest results came against a backdrop of a weakening UK economic environ-ment.It added that the cost of settling PPI claims was completed in the first half of the year. The bank’s results come six days after it announced that chief executive Antonio Horta-

Osorio is to take medical leave.Lloyds expects Mr Horta-Osorio, who only took up the job in March, to return to his position be-fore the end of the year.Tim Tookey, who has taken up the chief execu-tive role on an interim basis, said it was “very much business as usual” while Mr Horta was away.He added: “There’s noth-ing that’s being stopped or paused while we go through these few weeks before we expect Antonio to return.”Mr Tookey, who is due to leave Lloyds in February after handing in his res-ignation over the sum-mer, said that Lloyds was continuing to strengthen its balance sheet and reduce costs. The govern-ment currently still holds a 41% stake in Lloyds.Business editor Robert Peston said Lloyds was being hit by the slow-down in the UK econo-my, but he questioned whether it and fellow banks were also at fault.

“Some will say the banks are partly to blame for the sluggishness of the economic recovery, hav-ing pumped up the lever-age in the boom years and now - in this era of so-called de-risking and deleveraging - starving businesses with good growth prospects of the credit they so badly need.”He added that while Lloyds was meeting its lending targets to small and medium-sized firms, the banks appear unwill-ing to lend to the riskier, yet potentially higher-growth companies.Mr Tookey also said that Lloyds was closely watch-ing the financial turmoil in the eurozone “with a lot of caution”.In the three months to 30 September, Lloyds reduced its exposure to Italian banks by one third to £1.2bn.It has also cut its invest-ments in banks in Spain, Portugal and the Repub-lic of Ireland.Lloyds’ share were up 6.6% in early trading

Toyota profits hit by floods in Thailand

The recent floods in Thailand have had a negative impact on Toyota’s

results Second quarter profits at Japanese carmaker Toyota have fallen by 18.5% to 80.4bn yen (£642m; $1.03bn) due to supply problems caused by the recent floods in Thailand.The company has withdrawn its profit and vehicles sales forecasts due to uncertainty over the flood impact.A Toyota spokeswoman said lost out-put from the Thai floods from Octo-ber would be about 150,000 vehicles. They also said the strong yen was making its exports less competitive. Disruption to the supply of parts caused by the floods have continued to effect production.The company said it would halt op-erations in Thailand and reduce out-put in the US, Canada, South Africa, Malaysia, Indonesia, the Philippines, Vietnam and Pakistan.Supply problems caused by the floods will not be over this year, Yuuki Sakurai, chief executive of Fukoku Capital Management in Tokyo told the BBC.“Floods sustain for quite a long time... recovery start from maybe the next year [2012],” he said.These cutbacks have come at a time when Toyota was starting to ramp up global production to make up for lost

output after the earthquake and Tsu-nami in Japan in March.However, Toyota Vice President Sa-toshi Ozawa said that although sales in Japan and the US had fallen due to these natural disasters, demand from emerg-ing economies had made up some of the shortfall:“In Asia, despite a negative impact from the earthquake, we increased vehicle sales above the same period last fiscal year due to expanding sales in India, Indonesia and Thailand,” he said.

The minister also encouraged potential investors to consider the wildlife and tourism sector.The Middle East in-vestors demonstrated interest in helping South Sudan especially in the energy, roads and ce-ment production sectors. They explained that the cement produced in Kapoeta, Eastern Equa-toria, is one of the best given the high presence of gypsum (equivalent to 88.6%) in it.

Dr Conrad Murray, has been found guilty of the involuntary manslaugh-ter of the star by a jury in Los Angeles.A panel of seven men and five women took two days of deliberation to reach a verdict.Michael Jackson died on 25 June 2009 from an overdose of the powerful anaesthetic propofol.Murray, 58, could now receive a maximum prison term of four years and lose his licence to practise medicine.There was a shriek in the courtroom as the verdict was read. Outside the courthouse, the BBC’s Peter Bowes said that at the moment the verdict was read, the crowd along the street erupted with cheers and chanting.Jackson’s family sat in the courtroom, weeping quietly. LaToya Jackson told the Associated Press news agency the fam-ily was overjoyed at the verdict.“Michael was looking over us,” she said When the verdict was announced there was a stifled scream in the courtroom from the Jackson family entourage and a huge roar from the fans packed on to the pavement outside.Police had to corral the crowds and shepherd the media from the main road as they gathered for the lunchtime ver-dict, crushed outside the court and clutching phones and touch pads to watch the announce-ment streamed live on the internet.Some of the die-hard fans were in floods of tears as they celebrated the “relief” that “justice had been done”.The jury of seven men and five women took less than a day and a half of deliberations to find Conrad Murray guilty of involuntary manslaugh-ter. Murray was the man Michael Jackson entrust-ed as his personal doctor and the man who pro-vided him with propofol - the anaesthetic drug he was using to get to sleep.The die-hard Jackson

fans will have nothing to do now the trial is over, after having gathered each day in tribute to the king of pop and taken part in a daily lottery for a seat in the public gal-lery.But they’ll be back at the end of the month when Dr Murray will ap-pear again for sentencing - he faces a maximum of four years in jail.During the trial, Dr Mur-

ray’s lawyers argued that Jackson self-adminis-tered a lethal dose of the drug while he was out of the room.Dr Murray was remand-ed in custody without bail until he receives his sentence, set for 29 November.Explaining his decision, the judge said Dr Mur-ray was now a convicted felon and had consider-

able ties outside the state of California, meaning he could not guarantee that the doctor would remain in the state.Dr Murray sat silently in court, shifting slightly in his seat as the verdict was read out.Court officers began to handcuff the physician as the judge made his final announcements, before leading him away into

custody.The jury - made up of one African American, six whites and five His-panics - deliberated on Friday and through the morning on Monday.Outside the court, fans of Michael Jackson were cheering and chanting, “Guilty! Guilty!” in the run-up to the verdict being announced. During the six-week trial, 49 witnesses and more than 300 pieces of evidence were presented to the court. Michael Jackson, who had been out of the public eye for several years, died in 2009 as he was preparing for a series of comeback perfor-mances at the O2 arena in London. LA District Attorney Steve Cooley said the verdict sent a strong messageIn his closing argument last Thursday, the pros-ecution said Dr Murray had caused the star’s death through negli-gence, depriving Jack-son’s children of their father and the world of a “genius”. The defence argued that Jackson was a drug addict who caused his own death by giving himself an extra dose of propofol while the car-diologist was out of the room at the star’s rented mansion in Los Angeles.However, lawyers for Dr Murray dropped a key ar-gument midway through the trial - that the pop superstar had drunk the propofol. But they continued to argue that Jackson had somehow dosed himself otherwise.Each side of the trial called their own expert witness on the anaes-thetic drug, There is no law against administer-ing propofol, but the prosecution’s case rested on the argument that Dr Murray was grossly negligent by doing so outside a hospital setting and without the proper monitoring equipment. In some of the more shocking moments of the trial, the jury heard a recording of Jackson, sounding incoherent and slurred, speaking about his upcoming concert series, as well as view-ing a photo of a lifeless Jackson on a gurney.

A surprise inspection in a prison in Mexico

has revealed the presence of 19 prostitutes, 100 plasma televisions, two sacks of marijuana, and 100 cockerels for cock fighting. The discovery in the prison in Acapulco came as police prepared to transfer the inmates to a maximum security jail. The officers also found six female inmates living in the male section of the prison and two peacocks. Mexican jails are notori-ous for overcrowding, corruption and rioting. It is not the first time luxury items and weap-ons have been found in a Mexican jail. In July, prisoners in a jail in Sonora state were found to be running a lottery to raffle off a lux-ury cell they’d equipped with a fridge, DVD player and air conditioning.An inspector from the State Commission for the Defence of Human Rights, Hipolito Lugo Cortes, recently de-nounced conditions in five prisons in Guerrero state, among them the one in Acapulco.He said inmates were running affairs at these penitentiaries accord-ing to their own laws and customs, with little or no control by prison authorities.

Giant asteroid to pass near Earth

An asteroid that is 400m (1,300ft) wide

will pass by the Earth on Tuesday, closer to it even than the Moon.It poses no danger to the Earth and it will be invisible to the naked eye.Asteroid 2005 YU55’s closest approach, at a distance of 325,000km (202,000mi), will be at 23:28 GMT. It is the closest the asteroid has been in 200 years. It is also the largest space rock fly-by the Earth

has seen since 1976; the next visit by such a large asteroid will be in 2028. The aircraft-carrier-sized asteroid is incredibly darkly coloured in visible wavelengths and nearly spherical, lazily spinning about once every 20 hours as it races through our neighbourhood of the Solar System.It will trace a path across the whole sky through to Thursday.“This is the closest approach by an asteroid that large that we’ve

ever known about in advance,” said Lance Benner of Nasa’s Jet Propulsion Laboratory.But he stressed that there was no chance that the

pass would be anything other than a close encounter.“2005 YU55 cannot hit Earth, at least over the interval that we can

compute the motion reliably - which extends for several hundred years,” he said.Instead, the pass gives astronomers a rare opportunity to study the asteroid in detail. In particular, two radio telescopes - the Goldstone Observatory in California, US and the Arecibo Observatory in Puerto Rico, US - will be tracking radio echoes off it in a bid to understand better what it is made of and how it is shaped.The precise details of the asteroid’s path will also help scientists to predict where it will go much farther into the future.

Amateur astronomers may catch a glimpse of it with telescopes of 15cm or larger, Nasa suggests.The Earth has several regular visitors like 2005 YU55 - most famously the Apophis asteroid. Apophis has in the past been claimed as a possible future impactor when it returns to our neighbourhood in 2029 and again in 2036. There is, according to the latest calculations, no danger from Apophis either. However, it will pass much closer to the Earth on 13 April 2029 - at a distance of just 29,500km (18,300mi).

India stampede ‘kills 16’ at Haridwar

At least 16 people were killed in a stampede in the holy northern Indian town of Haridwar.

The stampede happened at a religious ceremony observing the 100th anniversary of the birth of the founder of a Hindu sect.Thousands have been attending the ceremony for Sri Ram Sharma, founder of the Gayatri Parivar sect.Reports said the number of casualties could be higher. TV pictures showed injured people being taken to hospital.A senior local official, D Santhel Pandiyan, told Agence France-Presse news agency that 14 women and two men had died in the stampede. Forty-six others have been seriously injured.“More worshippers turned up than the place could accommodate and so the stampede occurred,” Mr Pandiyan said.Hemant Sahu, who works for the event organisers, said: “When the big ritual was going on, too many peo-ple rushed forward to make their offerings to the holy fire and the crowd got out of control.” Reports said a number of people fell but the other pilgrims continued to push.Haridwar, 173km (107 miles) north of Delhi, is a temple-filled town where the Ganges emerges from the Himalayan mountains and is considered a sacred Hindu city.The huge numbers attending religious festivals in India make stampedes a frequent risk.A stampede at a festival in the southern state of Kerala in January killed more than 100 people.

tion of a unity government they hope can save the country from imminent bankruptcy.PM George Papandreou is to stand down once the government is formed but his replacement has not yet been named.The new leadership will be tasked with ratifying a vital EU bailout pack-age.Greece is under huge international pressure to resolve its political crisis, in order to calm the global markets and protect the eurozone.An agreement on an interim leader had been expected on Monday but negotiations between Mr Papandreou and opposition leader Atonis Sa-maras, of the New Democracy party, had produced no announcement by Tuesday morning.The country must accept the bailout if it is to avoid going bankrupt by the end of the year. But the deal demands stringent austerity measures and spending cuts which have proved hugely unpopular with many Greeks.Mr Papandreou agreed to stand down on Sunday, after days of upheaval caused by his call - now revoked - for a referendum on accepting the bailout.He had since been trying to build a national unity government to replace his Pasok party administration, but Mr Samaras had been refusing to negotiate unless his rival resigned.But the beginning of the formation of the government was finally an-nounced after late-night talks on Sunday between both men, hosted by President Karolos Papoulias.A Greek government spokesman said

UN report ‘to suggest Iran nuclear weapons work’

to reveal evidence that Iran has been working secretly to develop a nuclear weapons capability, diplomats say.The evidence is said to include intelligence that Iran made computer models of a nuclear warhead.Iranian officials say the International Atomic Energy Agency report, due next week, is a fabrication.Israeli officials have said a military option to prevent Iran from gaining nuclear weapons is drawing nearer.Diplomats, speaking anonymously, have been briefing journalists on the IAEA’s next quarterly report on Iran.They said the report would also include satellite images of what

the IAEA believes is a large steel container used for high-explosives tests related to nuclear arms.Iran says that its nuclear programme is exclusively to generate power for civilian purposes.But the IAEA has reported for some years that there are unresolved questions about its programme and has sought clarification of Iran’s secretive nuclear activities.Of next week’s report, one Western diplomat told Reuters news agency: “There are bits of it which clearly can only be for clandestine nuclear purposes. It is a compelling case.”Iranian Foreign Minister Ali Akbar Salehi said the alleged evidence was a fabrication and part of a multi-pronged US smear campaign against his

Israeli President Shimon Peres, when asked by Israeli television if “something was bringing us closer to a military option rather than a diplomatic one”, he replied: “I believe so.”He continued: “I estimate that intelligence services of all these countries are looking at the ticking clock, warning leaders that there was not much time left.“Iran is nearing atomic weapons and in the time left we must turn to the world’s nations and demand [they] fulfil their promise... which is not merely passing sanctions. Mass polio vaccination campaign kicks off in S. Sudan

A mass Polio vaccination of

children less than five years old has began in South Sudan on Tuesday as health officials and development partners seek to make Africa’s newest nation free from the deadly disease that cripples children.The four-day campaign, targeting an estimated three million children is spearheaded by the country’s health ministry in partnership with United Children’s Fund (UNICEF), World Health Organization (WHO), US Agency for International Development (USAID), the Japanese government and Center for Disease Control (CDC).

At least two drops of the vaccine is administered per child. To be successful immunisation campaign will be conducted four times a year.In his address during last week’s colourful launch of the campaign, Dr. Michael Millie Hussein, South Sudan’s health minister remained optimistic that the house to house initiative make the country polio free.A total of 20,000 volunteers, Dr. Hussein added, have been earmarked to embark on the nationwide exercise, which takes place from 8-12 November.“This Polio campaign is very timely in that

it remains in line with the health ministry’s 100 days programme of effective service delivery initiated by president Salva Kiir,” said Dr. Hussein, lauding the various development partners for their contributions.To-date, over 720,000 children have reportedly benefited from this Polio vaccination campaign, believed to have achieved 72% coverage across South Sudan. The last Polio case, officials told Sudan Tribune, was reported 27 months ago.Pelucy Ntambirweki, UNICEF’s chief of programmes said she was overwhelmed by the turnout of parents at the

campaign launch and pledged the organisations firm commitment to make South Sudan a Polio free society

If Magic Johnson had known just how well

he could live with HIV, he wouldn’t have retired from the Lakers on Nov. 7, 1991.Johnson would never change what he did for the fight against the HIV/AIDS epidemic when he publicly revealed his diagnosis to a stunned world. His courage that day, along with two subsequent decades of vibrant living, forever altered attitudes about the virus and its effects.Magic is simply glad the world knows such happy endings are possible with access to treatment and vigilance.“At that time, it was the right decision,” Johnson said Monday on the 20th anniversary of his stunning retirement. “If I knew what I knew today, that I could still play basketball and do my thing, I probably

wouldn’t have retired. But I’m a guy that doesn’t have regrets. I don’t look back. I’m happy, because I wanted to be here a long time. We made the right call at that time.”Johnson recognized the occasion at Staples Center on Monday with an upbeat celebration and a message of steadfastness. Dozens of politicians, celebrities and Lakers greats from Jerry West and Pat Riley to James Worthy and Michael Cooper joined Johnson and AIDS researcher David Ho for a luncheon, and the Magic Johnson Foundation announced a $1 million gift to continue its mission for worldwide HIV awareness and testing.Two decades after his shocking admission and quick retirement at 32, Johnson’s doctors

say he’s a 52-year-old specimen of health, comfortably managing HIV with a daily regimen of drugs and exercise.While he once took upwards of 15 pills several times a day, he now requires just a few daily medications. He rises around 5 a.m. each day for a vigorous workout — everything from stretching and running to Tae Bo — before spending his days overseeing his large business empire.Yet Johnson worries his strong health could encourage complacency, and he sees the anniversary of his historic announcement as a call to renew dedication to the cause.“I often say I’m good for the virus, and bad for it,” Johnson said. “Good because I’m doing well, and that I can go out and try and raise

the awareness level, get people to go get tested ... but on the flip side of that, people see that I’m doing well, so they’ve kind of relaxed on HIV and AIDS. People think that now if they get the virus, they’ll do well, but a couple million will die this year.”While Johnson mostly remembers a feeling of confidence derived from the unflinching support of his wife, Cookie, on the day of his announcement, his fellow Lakers have no trouble recalling the shock and confusion they felt 20 years ago.“It stunned me, and I think I was only semi-conscious,” Lakers owner Jerry Buss said. “The whole day is just like a blur in my mind. I remember Kareem (Abdul-Jabbar) had to assist me. I don’t think I had enough blood in the

brain.”Worthy remembers the Lakers being sent from practice at Loyola Marymount to the Forum, with no idea why. The power forward wondered whether West was retiring from his executive job, or perhaps Johnson was seriously injured after missing the previous week of practice.“When he announced, it was a reality check, because at that time, it could have been anybody,” Worthy said. “A lot of people started to wonder about themselves, especially people who had never been tested before. ... He’s taught us all a valuable lesson. Back in the early ‘90s, you thought it was a death (sentence). You thought it was over. To see him put meaning on a disease that only had one

meaning, that was great.”Ho, a pioneering researcher who grew up in Los Angeles idolizing West and Elgin Baylor, said he met Johnson “on one of his darkest days” after his diagnosis. Ho has always been impressed by Johnson’s upbeat willingness to acknowledge his condition, using himself to raise funds for research and treatment.Ho also shot down the long-held suspicion that Johnson easily managed the virus because his wealth and celebrity gave him access to preferential treatment. Johnson’s condition is “quite typical” at this point in the virus’ treatment, he said.b“All of us working in the field are grateful to him and his foundation for doing so, because this is a plague that continues to rage,” Ho said.

He was apparently writing a book about the region’s cemeteries.Moskvin reportedly dressed the corpses in women’s clothing as if they were dolls. The corpses were apparently all of young women

between the ages of 15 and 25.The Telegraph said this morbid collection was initially discov-ered by Moskvin’s parents when they returned from their summer house to the apartment they share with their son.Police said it appeared that Moskvin had dug up two local graveyards to get the skeletal remains.

World Cup, said that physical demands of playing for both club and country at a high level are taking a toll on his healthAC Milan midfielder Kevin-Prince Boateng has decided to quit the Ghana national team, the country’s FA has confirmed.The FA announced on its official website that it has received a letter to that effect. Officials have refused to comment on the sudden turn of events, but a statement revealed that a decision is yet to be taken.According to Boateng, the physical demands of playing for both club and

country at a high level have taken a toll on his health.The player also explained that in order to remain healthy and avoid injuries, he has consulted his doctors and family over the matter and has decided to take the decision to excuse himself from national duties since he is on a special training regime that he has to interrupt in order to honour national team invitations, a statement added.Boateng chose to play for Ghana before the 2010 World Cup in South Africa, where he scored against the USA and gained fame as a Black Stars player with fantastic performances in midfield.
