    Action plan for Operational Control Procedure -Working with or near Electricity

    Purpose and Scope

    This Action Plan is developed to support the implementation of operational controls when working with

    electricity.

    This procedure does not replace or supercede any statutory legal requirement which take precedence. In all

    cases those responsible should refer to the relevant Code of Practice or Regulation as the basis for theminimum requirements.

    Responsibilities for the Personnel

    1. A Registered Electrical Worker is responsible for:-

    i. Undertaking electrical installations safety, using recognised practices;

    ii. Completing a Permit to Work for Electrical Work on Switch Box (see attached) prior to the

    commencement of inspection and maintenance works on switchboards; and

    iii. Providing training to the designated operator of generators, if any;

    2. Adesignated operatorof generators is responsible for:-

    i Switching on and off generators; and

    ii Reporting any operation problem to the Registered Electrical Worker.

    3. The competent person for underground utility detection

    2. Damage of underground and overhead lines

    3. Fire and explosion hazards

    For Site Management Level: (Monitor by Site Agent/ Safety Officer)

    The issue of protection against electrocution should put into the agenda for discussion

    amongst the site management, subcontractors representatives and frontline

    supervisory staff in the Site Safety & Environmental Committee meeting.

    For Frontline Supervisor Level: (Monitor by Site Agent/ Safety Officer)

    Provide specific training on Electrical Safety on Construction Sites to the frontline

    supervisors to enhance their knowledge of electrical safety.

    All frontline supervisors will be instructed to enhance the site supervision and

    monitoring on their responsible works areas to ensure that the electrical safety

    precautions are strictly followed.

    For Workers Level: (Monitor by Safety Officer/Frontline Foreman/Safety Supervisor)

    Safety Officer and frontline foremen will brief the workers of Work Safety Alert

    Electrical Safety on Construction Sites and the relevant publicity materials issued by

    Labour Department through the Induction Training, tool box training and morning

    briefing sessions.

    Training topic on electrical safety and proper handling of electrical tools and their

    associated fittings will be incorporated in the monthly safety training schedule and

    conducted by the Safety Officer.

    Ongoing Action

    General

    a) The Code of Practice (COP) for the Electricity (Wiring) Regulations and the Code of Practices (COP) onWorking near Electricity Supply Lines provide practical guidance and are relevant to this operational

    control procedure. The guidance given in bothCOPs shall be observed when electrical works are

    involved or carrying out works near electricity supply lines.

    b) The design of electrical systems (both temporary and permanent) shall meet the statutory requirements.

    c) All electrical installations shall be carried out by a Registered Electrical Worker of the appropriate grade

    under the Electricity Ordinance in accordance with the design specification

    d) All electrical systems shall be clearly marked to enable accurate identification:-

    All electrical appliances and outlets shall be clearly marked to indicate their

    purpose and voltage.

    When the layout of an installation cannot be clearly distinguished, the circuits

    and appliances shall be identified by labels or other effective means.

    Circuits and appliances carrying different voltages in the same installation shall

    be clearly distinguished by conspicuous means such as coloured markings.

    Voltage of 110V should be used for portable and hand-held tools.

    Notice on treatment for electric shock, in the Chinese and English languages, shall be displayed in

    switchboard and distribution board where electricity in use.

    e) If works are to be carried out under unfavourable site conditions, such as wet environment, ceiling voids

    or situations with earthed structures/fittings in the close vicinity, a comprehensive risk assessment shouldbe conducted by a competent person. A permit-to-work system should be adopted with appropriate

    safety precautions devised and implemented to eliminate or properly control the electrical hazards

    involved.

    f) Suitable working platforms instead of ladders should be used for electrical work at height.

    g) Suitable personal protective equipment, such as insulating gloves and mat, should be provided for use if

    necessary.

    Switchboard

    a) The Switchboards are installed, maintained and regularly checked by Registered Electrical Workers at

    least once per month.

    b) The connections of equipment and tools to the distribution board are carried out by Registered Electrical

    Workers.

    c) All Switchboards shall be maintained in accessible locations kept free from obstructions.

    d) All Switchboards shall be fitted with signs detailing the electrical hazard and the supply voltage, contact

    details of Registered Electrical Works, electrical wiring diagrams and notice for treatment of electric

    shock in Chinese and English.

    e) Distribution boards shall be lockable and it is necessary to ensure the distribution boards remain locked

    when use.

    f) The Switchboards shall be reactivated only by the Registered Electrical Worker.

    Inspection & Maintenance

    1. All electrical inspection and maintenance works shall be carried out by a Registered Electrical Workers

    of the appropriate grade (A,B,C OR H) quarterly.

    2. Adequate monitoring and effective supervision should be exercised to ensure that the above safety

    precautionary measures are strictly followed.

    3. All electrical equipment shall be inspected before it is taken into use and steps

    taken to ensure that it is suitable for its proposed use.

    Training and Promotion

    Regular safey training/ tool box talk training on electricity safety and more promotion posters and

    safety information on Safe Use of Electricity will be displayed on site to arouse the safety awareness

    of the workers.

    Display Guidebooks, Leaflets, Safety Alert, Newspaper cutting and Regulations (Cap 406) on safety

    bulletin boards/ within site area.

    Seasonal Safety Campaign on safe use on Electricity
